Job Summary

• We are looking to identify Assistant Field Managers that will help to expand its team dedicated to preventing child mortality in Sokoto, Jigawa, Katsina and Zamfara State, Nigeria.
• This post is strictly for internal candidates.
• The Assistant Field Manager will support New Incentives’ program that utilizes cash transfers to encourage mothers to complete the immunization schedule of their infants.
• The program is operated in cooperation with the State Primary Healthcare Development Board in Sokoto, Jigawa, Katsina and Zamfara State.
• The primary duty of the Assistant Field Manager is to assist Field Managers in providing cash transfer disbursements at public clinics with the goal of increasing immunization coverage and retention.

Responsibilities
Key duties for this position include:

• High-quality operations of the program at selected clinics and providing leadership for selected staff members that result in increased immunization coverage and retention while nurturing relationships with employees, clinic staff, and other stakeholders.
• Assistant Field Managers are hired full-time and supervise Field Officers at clinics throughout our states of operations.
• The ideal candidate for this position is someone who is primarily residing in /or who has a free place to stay and willing to relocate to one of the towns/LGAs of the four states of operation.

Context

• Over the past decade, Nigeria has considerably expanded the availability of vaccination services for infants. Despite this progress of vaccine supply, demand for vaccinations remains relatively low.
• New Incentives encourages caregivers to fully vaccinate their infants with cash transfers conditional on vaccinations, and thereby ensure their babies are protected against deadly diseases.
• The cash transfers allow the mothers to afford transport to the clinic and compensates them for lost income.

Required Qualifications

• Fluency in local languages/dialects spoken in Katsina State, especially Hausa. In your cover letter, please state the names of the languages/dialects you can speak and your fluency level for each language.
• Minimum of ND, preferably in the field of health or other natural sciences.
• Willingness to work at remote public clinics and field locations at least 4 - days per week.
• Experience with the Nigerian health system and clinic documentation, particularly related to infant health and vaccinations.
• Experience in collecting, synthesizing, and drawing conclusions from (health) data is desirable.
• Careful attention to financial matters and management of funds.
• Detail-oriented and diligent professional who is hard-working, result-oriented, and loyal.
• Passion to help others and reduce infant mortality.
• Very good verbal and written communication skills, in English, Hausa dialects (verbal and written)
• Excellent responsiveness to email and phone requests.
• Proficiency in Microsoft Word/Excel, internet browsers, smartphones, and new communications technology in general.

Job Summary

• The Stakeholder Relation Officer is responsible for supporting the initiation and coordination of strategic relationships and partnerships with communities/settlements, health professionals, local government, community service organizations and other relevant stakeholders to improve the program.
• The role will also entail advocating and promoting the awareness of the organization.

Position Responsibilities
Advocacy to improve coverage (30%):

• Develop opportunities to engage religious and community leaders in order to create goodwill for the study and intervention of ABAE
• Create of avenues to engage Fathers and Mothers in settlements
• Engage in strengthening relationships with key government, religious, NGO and INGO partners of ABAE
• Take prompt action to resolve supply-side issues as well, and provide advance warning about any other potential issues.
• Assist in the organizing of events to raise awareness about the ABAE intervention

SERICC (20%):

• Increase awareness of SERICC and promote NI / ABAE Initiative in SERICC
• Promote the goals and objectives of ABAE during meetings
• Engage partners and build networks

CCT (20%):

• Improve of positive perception of CCT in order to improve access
• Create awareness and coverage of the CCT

Networks (20%):

• Maintain good relationships with staff at the Ministry and Primary Health Care Dev Agency in the State
• Build relationships to facilitate engagements with stakeholders, even up to the Governor’s office

Security Awareness (5%):

• Report all security incidents in areas of operations, including incidents that do not directly affect staff and/or operations
• Take responsibility for personal safety and the safety of team members as applicable on the field
• Read and understand all Security documents on the context of operations, including SOPs and Country Security Plan

Other duties/Special Projects (5%):

• Other requests that may be assigned by Management.

Key Requirements
Education and Work Experience:

• HND, B.Sc or equivalent
• Professional qualifications in the NGO sector will be advantageous.
• 1 - 3 years relevant experience (preferably in an NGO).

Skills and Competencies:

• Nigerian nationals already based in the states targeted for this position.
• Minimum of Bachelor degree, preferably in the field of health or other natural sciences
• Experience with the Nigerian health system and clinic documentation, particularly related to infant health and vaccinations
• Passion to help others and reduce infant mortality
• Very good communication and writing skills, English, Hausa, and dialects (verbal and written)
• Excellent responsiveness to email and phone requests
• Proficiency in Microsoft Word/Excel, internet browsers, smartphones and new communications technology in general

Language Requirement:

Position Responsibilities
Staff Communications:

• Communicate regularly with Field Managers and Field Officers
• Contact Mostly High and Medium risk rated clinics for security update
• Back check with Field Officers to confirm if they get security advisory
• Prioritize High/Medium risk clinics in making contact (each clinic, particularly in Zamfara and Katsina should be called twice-weekly)
• Special reports generated from staff members should be documented (if necessary) and inform the Security Manager
• Confirmation of security incidents reported by staff

Stakeholders Communications:

• Directly contact Stakeholders like those in our security networks and community gatekeepers for security update
• Using the clinic schedule, stakeholders should be contacted a day before clinic day
• Special reports generated that indicate heightened risk for visiting staff should be shared with Security Manager via phone call after registering on myDay to determine if staff visit is safe or otherwise
• Prioritize calls to High and Medium risk clinics

Security Incident Review:

• Review low risk reported security incidents
• Contact staff directly to understand content of report
• Give recommendations where necessary
• Assign necessary actions to relevant Field Managers

Security report:

• Draft Security Reports and assign and confirm actions taken

Security Assessment:

• Assist the Security Manager and Assistant Security Manager in conducting and confirming Security Assessments of all operational clinics and LGAs through in-person visits and information
• Conduct security assessment of facilities (hotels, training venues) and car hire vendors
• Shadow Field Officers to clinics to understand the degree of adherence to security measures and gaps for training
• Complement the Security Manager in training decisions and delivery
• Perform such roles as assigned by the Assistant Security Manager, Security Manager, and Security Director in supporting expatriate visits to Nigeria

Incident Management:

• Assume responsibilities related to incident management by taking initial steps and reporting the same to Assistant Security Manager and Security Manager. Where an incident is critical, report directly to the Security Director.
• As guided by the Security Manager, perform delegated duties during critical incident management.

Education and Work Experience Requirements

• BSc or its equivalent in Social Sciences discipline
• Minimum of 2 years experience working in a similar capacity for an NGO
• Strong oral and written communication skills in English.

Skills: 

• Preferably a former security force (military or paramilitary), but not most
• Candidate must be willing to reside in Katsina, Yobe or Niger upon resumption (if successful)
• Good organizational skills, effective time management, ability to meet deadlines, multi-task, and prioritize tasks
• Sound cultural awareness and ability to work in a multicultural and multiethnic environment
• Ability to deliver high-quality work in short periods of time and to work under pressure
• Adaptability to the changing nature of humanitarian work and operational difficulties
• Willingness to frequent field missions for assessments even on short notices
