    Zonal TB Officer - TB Grant

    Reference Number: TLMN/NTLCP (PMU)_2025/M&ES – RSSH/001

    Job Summary

    • The  Zonal TB officer will support the STBLCP in implementing the key strategic interventions in every state in the zone assigned. S/he will provide technical support in all the key interventions in the grant in order to ensure the achievement of key targets as contained in the GF Performance Framework and in the existing TB NSP,

    Key Responsibilities

    • Support the state in planning and implementation of all planned activities particularly activities related to case finding (e.g. active case finding in the community, TB screening in OPD sites; intensify TB case findings among PLHIV, intensify TB case finding in health facilities; active case findings among high risk groups)
    • Support the states technically in ensuring Global Fund Objectives are achieved.
    • Supervise and Monitor states in their zones and ensure timely implementation of the grant activities.
    • Provide TA for implementation of PMDT at community level and support enrollment to reduce the number of patients on waiting list for MDR patients.
    • Provide on the job training/mentoring for state and LGA programme managers to enhance their capacity in planning, implementing and monitoring of programme activities. 
    • Facilitate timely and complete collection, collation, analysis of state epidemiological data
    • Facilitate timely submission of state data and reports to the National Programme and the GF
    • Support provision of feed-back and dissemination of state epidemiological data and reports to key stakeholders
    • Facilitate on site data verification and data quality assurance at state and LGA levels.
    • Report monthly/quarterly activity implementation and provide plans for the next month/quarter. 
    • Conduct strategic advocacy to LGAs in the state with aim of mobilizing resources for TB/HIV control efforts.

    Education and Work Experience Requirements

    • Medical Doctor with Master’s level study in Public Health or Social Sciences.
    • Project / Program Management Certification.
    • At least 5 years’ experience in public health
    • Experience in TB programme implementation is a necessary requirement
    • Experience working with donor funded projects is an added advantage

    Desired Competencies:

    • Knowledge of policies and processes of the Global Fund to Fight AIDS, Tuberculosis and Malaria is an added advantage.
    • Knowledge of GF reporting processes and templates will be an asset.
    • Stakeholder Engagement and Management
    • Microsoft Office Word, PowerPoint and Excel skills
    • Strong written and oral communication skills, including professional level English language skills;
    • Competency in Microsoft Office Word, PowerPoint and Excel skills.
    • Strong management, supervisory, and capacity building skills
    • Good understanding of budgets, financial processes and financial reporting and compliance with donor requirements;
    • Knowledge of M&E processes will be an added advantage

    M&E Specialist - RSSH Grant

    Job Summary

    • The M&E Specialist (RSSH) will support the M&E Manager to ensure accurate, timely and accurate reporting of programmatic information on the Global Fund RSSH Grant. 
    • He/she will provide technical support in collaboration with the National M&E Programme staff.

    Key Responsibilities

    • Support the information collection for timely, accurate and complete programmatic reporting on the Global Fund RSSH Grant. 
    • Support programme in periodic review and updating of M&E plans for the grant. 
    • Provide necessary support to the program and SRs in the preparation of quarterly progress updates on Global Fund grant activities as required.
    • In collaboration with NTBLCP M&E team, provide technical support to the implementing entities.
    • Support the development of standard operating systems and guidelines for M&E, reporting, and related services.
    • Support the regular mentoring and monitoring of programmatic performance of the grant implementers.
    • Develop activity schedules / workplans.
    • Perform any other duty within the grant as may be assigned by the management.

    Education and Work Experience Requirements

    • Degree in Health Sciences, Public Health, Statistics, Population Studies, Demography, Epidemiology or equivalent.
    • Minimum of 5 years’ experience in monitoring and evaluation of health programs and experience in management information system.
    • Training and experience in logical framework, M&E and setting up of an M&E system in health programs is an added advantage.
    • Demonstrated experience in designing and implementing M&E systems, including performance frameworks, and program/project evaluations within the health sector.
    • Familiarity with qualitative and quantitative M&E methods in the health sector
    • Experience in monitoring and implementation of Global Fund grants is an added advantage.
    • Familiarity with the MoH Health Management Information System (HMIS) is an added advantage.

    Desired Competencies:

    • Ability to produce timely reports.
    • Strong management, supervisory, and capacity building skills.
    • A knowledge of public health issues in Nigeria and a knowledge of policies and processes of donor funded programs, GF experience is an added advantage.
    • Strong written and oral communication skills in English.

    Senior Finance Officer - TB & RSSH C19RM Grants

    Job Summary

    • The Senior Finance Officer will provide support to the Finance Manager to ensure prompt disbursement and reporting both at the national and state levels of the TB/RSSH and C19RM grant implementation.

    Key Responsibilities
    Accounting System Optimization:

    • Ensure compliance with NTBLCP and GF policies and procedures, systems, and practices. 
    • Prepare quality Pulse Check, Progress Update and Disbursement Requests (PUDRs & PUs), SPGFS and other reports for Finance Manager review and Senior Finance Manager’s final approval.
    • Process advances to implementers.
    • Tracking and reconciliation of staff, SRs and implementers fund / advance balances. 
    • Ensure proper review and prompt processing of payments.
    • Collaborate with the implementing units to ensure timely reporting according to the signed MoU.
    • Prepare payment schedule for review by the Finance Manager and Senior Finance Manager’s final approval .
    • Handling the timely preparation and remittances of taxes due, WHT, Pension deductions and filing of tax returns to relevant tax authority within the time stipulated by Law. 
    • Carry out high level review of adjustment journals, expenditure retirements, travel advances and authorization worked on by Finance Officers for accuracy. 
    • Review transactions created by the Finance Officer in FMIS before posting into the GL.
    • Appropriate and accurate filling of all transactional documents, financial vouchers, and journals.
    • Organize regular finance related capacity buildings.
    • Preparation of required special purpose reports as at when due e.g. Dashboard Report to CCM, Government Report to OAGF, KPI, and so on.
    • Carry out data integrity test on the FMIS regularly to ensure up to date/correct financial information which is report ready.
    • Undertake regular financial verification visits to the implementers to confirm the adequacy of supporting documentation, the accuracy of reporting and the adherence to NTBLCP policies and donor guidelines.
    • Follow up to promptly resolve audit queries.
    • Carry out other duties that may be assigned by the Finance Manager and/ or the Senior Finance Manager.

    Finance and Programme units’ relationship:

    • Drive regular communication of grant performance (in understandable financial form) to various programme units at regular interval.
    • Support the programme units to understand alternative use of available/idle grant fund and follow up to ensure prompt reprogramming of fund / budget revision.

    Budgeting and Budgetary Control:

    • Play leading role in budgeting sessions during grant making.
    • Play leading role in budget revision processes.

    Education and Work Experience Requirements

    • S/he must possess HND/BSc in Accountancy/Finance or related discipline.
    • Professional Certification (ACA or ACCA or related certification) is required.
    • Minimum of 7 years working experience in Grant management, or health sector of an NGO.

    Desired Competencies:

    • Experience in financial transactions review and posting into FMIS preferably in Microsoft Navision would be an advantage. 
    • Experience and/or understanding of flow of funds and associated risks associated with Grant management would be an advantage. 
    • Strong analytical and problem-solving skills.
    • Excellent technical, written and presentation skills are highly desirable.
    • Ability to work as part of a team and to be self-managing.
    • Must be computer literate with experience in an Accounting Package, MS Office-Excel especially, with ability to use computer applications for data collection.

    Finance Officer - TB & C19RM Grant

    Job Summary

    • The Finance Officer will provide support to the Senior Finance Officers to ensure prompt review, posting, reconciliations and archiving of transactions both at the national and state levels of The Global Fund TB/RSSH/C19RM grant implementation.

    Key Responsibilities

    • Ensure compliance with NTBLCP and donor policies and procedures, systems, and practices. 
    • Ensure that staff retirements and vendor transactions are promptly reviewed for accuracy with the approved budget and process for posting.
    • Process advances due to staff for all activities implemented at the National and State levels, likewise implementers.
    • Ensure proper review and prompt processing of all payments in line with The Global Fund/NTBLCP policies with appropriate original supporting documents.
    • Review of expenditure retirements and raising of necessary journal voucher.
    • Review of travel advances and authorization for accuracy and for further review by Senior Finance Officer. 
    • Ensure accuracy of the budget lines for all payments in the FMIS and ensure the timely payments of goods/services required by the Vendors, Sub Recipients and Implementing Entities.
    • Appropriate and accurate filling and archiving of all transactional documents, financial vouchers and journals.
    • Prepare monthly Bank Reconciliation on the FMIS.
    • Work closely with FMOH and staff of implementing entities to build their capacity in financial management and archiving system.
    • Undertake regular financial verification visits to the implementing entities to confirm the adequacy of supporting documentation, the accuracy of reporting and the adherence to NTBLCP policies and donor guidelines.
    • Support the Senior Finance Officer in liaison with the internal and external auditors and follow up on any audit queries.
    • Carry out the month-end closure process.
    • Support the Senior Finance Officer in the preparation and submission of periodic financial reports to the management and donor.
    • And any other duties assigned by the supervisors.

    Education and Work Experience Requirements

    • S/he must possess HND/BSc in Accountancy/Finance or related discipline.
    • Professional Certification (ACA or ACCA) is an added advantage.

    Desired Competencies:

    • Minimum of 4 years working experience, with at least 2 years in Grant management, or health sector of an NGO.
    • Candidate with strong relevant financial management and years of experience can be considered.
    • Experienced in financial transactions review and posting into FMIS preferably in Microsoft Navision would be an advantage. 
    • Experienced in reconciliations example bank reconciliations, general ledger reconciliations would be preferred.
    • Experienced in and/or understanding of flow of funds and associated risks associated with Grant management would be an advantage.

    • To support the TB/HIV fourth-party logistics (4PL) Global Fund project in Nigeria which encompasses a wide range of responsibilities to ensure the effective and efficient management of warehousing operations to meet product needs within the framework of integrated systems for the country.

    Education and Work Experience Requirements

    • A Bachelor's  of Pharmacy (B.Pharm) or any of the life sciences degree, additional M.Sc in supply chain management, MPH or any of the related disciplines will be an added advantage.
    • A minimum of 5 years work experience in similar role is required.Experience working with the public sector and development partners is essential.
    • Ability to supervise warehouse and warehousing operations practices in line with global best practices.
    • Experience in the use of M-supply and other inventory management tools used in a pharma-grade warehouse.
