    Director - Clinical Services

    Job Description

    • The incumbent will take lead in design, implementation and monitoring of evidence-based strategies for the following project areas: Adult and Pediatric Clinical Care, TB/HIV joint care, PMTCT, Adult and Pediatric ART, non-communicable diseases and others.
    • Coordinate the work of the Senior advisors and state teams to ensure that project plans, HIV/AIDS services and technical field operations are carried out consistent with the national and international standards.
    • Nurture a “quality mindset” among all unit staff, mainstreaming quality in all clinical program areas, therefore, ensure SOPs are available and are being used/applied by staff and health workers at service-delivery points.
    • Design and institute a system for continuous quality improvement in collaboration with other units, through periodic quality assessments, technical supervision, continuous professional development for health workforce etc.
    • Design and follow through the implementation of a capacity building strategy for project staff and the health workforce at supported facilities in provision of quality clinical HIV/AIDS care.
    • Lead and institute a system for continuous scientific writing and publication among project staff and other critical stakeholders.
    • Coordinate with the DPD/PD in strategy development and planning of project implementation.
    • Represent ECEWS and liaise regularly with the National HIV/AIDS stakeholders to bring their experiences to bear on project work while also sharing project experiences to influence practice.
    • Any other duties as assigned.

    Minimum Recruitment Standard

    • Post-graduate Degree (MPH, MD, MPA, Med. or other relevant degree) with at least 10 (10) years’ experience in the public and/or private health sectors.
    • Demonstrable capacity to establish quality assurance programs for HIV/AIDS
    • Evidence of continuous professional development, being current on issues and innovation
    • Minimum of four years’ experience in a senior leadership position providing technical and programmatic support to senior level staff and other stakeholders in HIV/AIDS prevention, treatment and care.
    • Experience working in a USG/ PEPFAR funded HIV program.
    • Ability to work well with other members of the team and to contribute to compatibility among project staff, subcontractors, and recipients of assistance.
    • Excellent written, oral, and interpersonal English-language communication skills.
    • Frequent local travel in Nigeria and familiarity with varied geographic, ethnic, and cultural environments.

    Grant & Contract Officer

    Job Description

    • The incumbent will work with the Grant Manager to provide lead administration for the management of awards and sub awards to include contracts, grants, and cooperative agreements.
    • Maintain a grant tracking mechanism to effectively follow up grant activities and determine progress.
    • Maintain and regularly update both digital and physical grant files for the assigned portfolio.

    Minimum Recruitment Standard

    • B.Sc. / B.A Degree in Accounting, Finance and Business Administration or its recognized equivalent
    • Master’s degree in finance and business Administration or its recognized equivalent
    • 3 - 7 years relevant experience with donor contract, cooperative agreements, and grant regulations
    • Demonstrate experience and familiarity with grant-making mechanisms and grantee management; experience administering FOGs is highly preferred.
    • Knowledge of and prior experience with US Government rules, requirements, and regulations (such as familiarity with ADS 303) on solicitations and second-tier funding by prime recipients.

    Senior Compliance & Audit Officer

    Job Description

    • Under the direction of Compliance Manager, the position holder will carry out independent appraisals of the effectiveness of policies, procedures and standards by which ECEWS and funders’ resources are managed and take necessary steps to mitigate general risks to the organization.
    • Review and evaluate the effectiveness and efficiency of operations, adequacy of internal controls, reliability of financial reporting, compliance with applicable laws and the safeguard of assets within ECEWS policy framework.
    • Plan, perform and report back on compliance reviews to ensure that financial control, financial guidelines of donor organizations and other control procedures are in place and are being properly implemented and managed within ECEWS offices.
    • Advise and monitor quality standards and value for money and make recommendations for improvement.
    • Test internal controls, target in particular high-risk areas; document any weaknesses and their impact and make recommendations to address these weaknesses.
    • Follow up on the implementation of compliance review recommendations and management action plans.
    • Supports management in the development of action plans to enhance performance in compliance and risk management including fraud, waste and abuse.
    • For each assignment, prepare a written report to present issues observed and conclusions to management.

    Minimum Recruitment Standard

    • BS / BA Degree in Accounting, Finance and Business Administration or its recognized equivalent with 7 – 9 years internal audit experience in a reputable I/NGO or audit firm.
    • Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent with 5 – 7 years internal audit experience in a reputable I/NGO or audit firm.
    • Familiarity with 2 CFR 200 and other donors’ procurement and financial policies.

    OSS Clinician (Osun)

    Job Description
    The OSS Doctor will provide general care to the KP clients. The key roles of the Doctor include:

    • Working with program team to develop and/or review Standard Operating Procedures (SOP) for the provision of ART services to Key Populations
    • Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART
    • Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the target population and ensure consistency of treatment services throughout the OSS
