    Finance and Grants Manager

    The Finance and Grants Manager is responsible for managing cash flow, chart of accounts, financial reporting to the EngenderHealth Washington office; outreach and technical assistance to the project’s implementing consortium partners in Nigeria; financial reporting and due diligence oversight of project grants to local partners; and ensuring compliance with EngenderHealth and donor rules and regulations in all spending. The Finance Manager will work closely with the global project’s Finance Director and will be responsible for financial operational oversight through the use of QuickBooks for reporting, tracking, and managing project finances daily. They will work closely with Global Human Resources to facilitate in-country Human Resources services delivery.

    ESSENTIAL FUNCTIONS

    • Work with the Country Project Manager to develop and coordinate the annual budgeting process for the project.
    • Develop and coordinate the project’s accounting, monitoring, and reporting systems, including establishing internal control systems by EngenderHealth standard operating procedures and donor rules & regulations.
    • Review of financial documents/payment vouchers for completeness, accuracy, allocation, and allowability of expenses by project and ledger code; match all transactions to accompanying receipts (vendors, payroll, petty cash, provident fund, advances, and their liquidation to staff & consultant). Ensure consultant labor charges have appropriate time sheets and vendor identification numbers.
    • Review project budgets and monitor project expenditures in line with budget by maintaining a budget tracking/reporting system (Pipeline report).
    • Provide management & program staff with monthly reports and analyses as needed to help them manage their projects.
    • Preparation of monthly expense report and bank reconciliation for submission to EngenderHealth/DC.
    • Preparation of monthly cashflow estimate and sending the cash advance request to EngenderHealth/DC.
    • Participate in the pipeline and related variance analysis meetings.
    • Review the accuracy of the payroll, vacation, bonus, and severance allocation according to the time sheets.
    • Ensure that all the statutory deductions returns are submitted and paid to the authorities (Nigeria Revenue Authority etc.)
    • Review the monthly and quarterly balance sheet reconciliations and clear any outstanding items.
    • Coordinate the preparation of the office financial year-end procedure, and year-end schedules and prepare audit schedules for all the balance sheet accounts including vacation, severance, prepayments, and accruals.
    • Coordinate internal and external audits.
    • Work with the East Africa HR Advisor to coordinate human resources management functions including recruitment procedures for the Project staff, overseeing the process for orientation of new staff, performance reviews of all staff, staff exit procedures, staff communication, in country focal person for medical insurance; and overseeing procedures for timesheet staff and payroll management.
    • Establish, manage, monitor, and oversee all procedures for the development and issuance of grants and subcontracts with local partners.
    • Establish, manage, and monitor all procedures for the management of the funds provided to program partner organizations.
    • Manage and supervise all compliance-related matters including the development and monitoring of Corrective Action Plans, co-facilitating the monthly compliance team meetings (with the Country Project Manager), timely submission of quarterly compliance reports to HQ, etc.
    • Provide technical support and training to the participating program partner organizations to strengthen their financial and administrative capacities.
    • Supervise relevant administrative support staff such as the Grants Officer, and Finance Associate.
    • manage and perform other duties as assigned by the Country Project Manager/Representative and global MOMENTUM Safe Surgery in Family Planning and Obstetrics Finance Director.

    REQUIREMENTS

    Must possess the following requirements with or without reasonable accommodation:

    • Bachelor’s degree, or another equivalent degree in accounting, finance, Business administration, or other related fields
    • At least 3 years of progressive experience as a Finance Manager.
    • Working experience with USAID-funded programs, including demonstrated knowledge of USG rules, regulations, policies, and procedures.
    • Computer literacy, including proven experience with computerized accounting packages, word processing, and spreadsheets in QuickBooks, as well as Microsoft Word and Excel
    • Excellent organizational skills
    • Good communication skills
    • Must be of demonstrated honesty and integrity specific to financial and project management, and able to conduct business with the Nigerians and international community regardless of ethnicity, gender, religion, race, preference, or affiliation in a professional manner.

    Security Consultant

    PURPOSE OF THE ASSIGNMENT

    • The purpose of this assignment is to strengthen the EngenderHealth security system to guide staff and program operations in the development and fragile settings in Nigeria SCOPE OF WORK
    • Under the direct supervision of the Country Representative, the consultant is expected to perform the following tasks:
    • Review EngenderHealth Nigeria security systems to identify strengths and weaknesses, opportunities and threats (SWOT) in operations and programs vis-a-vis EngenderHealth global security systems and expected standards in the current and future scenario situation(s) of Nigeria.
    • Review staff office locations to determine emergency evacuation possibilities including safe-haven points within the office or within the city where the office is located.
    • Develop a draft evacuation plan from all office buildings where staff co-locate as well as responses to potential incidents around the offices such as alternative routes to exit the neighborhood to avoid threats and insecurity situations that may emerge in the surroundings. This will be reviewed by EngenderHealth and finalized by the Consultant.
    • Identify types of risk in the project locations (Sokoto, Bauchi, FCT, Ebonyi, and Kebbi states) and recommend possible actions to take in event of an emergency.
    • Submit recommendations and costed key actions for improvement to the overall security system.
    • Support the Admin team in the assessment of office space, vendors, and other entities relevant to security improvements as applicable.
    • Lead the development of a visitor security briefing information package for visitors to the Country and state locations.
    • Support the development of relevant security processes and documents including a security plan, communication tree architecture, security breach/notice plan, security travel policy, etc.
    • Develop a security roadmap for program continuity and sustainability in humanitarian settings.
    • Lead on the retraining of staff on the Hostile Environment Awareness Training (HEAT) and other security training such as Incident Management procedures.
    • Conduct internal risk assessments to include local country travel, office/venue safety, and security controls.

    DELIVERABLES

    • Outcome of review of staff office locations to determine emergency evacuation possibilities including safe-haven points within the office or within the city where the office is located.
    • Draft evacuation plan for review.
    • Final evacuation plan
    • Document the security system of the project including key recommendations and costed actions for improvement.
    • Visitor security briefing package.
    • Security road map for program continuity and sustainability in humanitarian settings.
    • Submission of monthly reports, including activity-based reports for the SWOT analysis exercise, field-based assessment, and staff training.
    • Completion of relevant security plan, policies, and documents as highlighted in the scope of work.
    • Adherence to EngenderHealth and USAID policies during implementation. The relevant USAID rules and regulations as well as EngenderHealth policies will be shared.
    • Establishment and maintenance of excellent working relationships with community, state, and national stakeholders as applicable.

    REQUIREMENTS

    • Bachelor's Degree in a relevant field such as Political/ Social Sciences, International Relations, Conflict or Security Studies
    • Certification and/or Experience delivering HEAT and other security-based training.
    • Minimum of Seven (7) years of proven experience in the development security sector.
    • Experience of more than four (4) years working at a senior management level as the security lead.

    • Experience providing security advice including plans, policies, and procedures, to international NGOs and/or international donors.
    • Experience developing relevant security plans, policies, and processes.
    • Strong field knowledge and experience in North and Southern Nigeria.
