    Procurement Assistant | Lagos, Nigeria | 2023

    Responsibilities:

    • Prepare Requests For Proposals, Requests For Quotations, vendor selection, tenders, purchase orders, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures
    • Prepare solicitations and requests for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements
    • Negotiate and prepare contracts and purchase orders
    • Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g., FAR and AIDAR)
    • Coordinate bid evaluation and prepare summary reports for review and approval
    • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and condition
    • Contribute to the preparation of requests for approvals and/or waivers
    • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file
    • Maintain the project’s inventory and tracking system, including regular updates to the vendor database with the objective of promoting a more transparent and competitive procurement process
    • Assist the project to provide training to project staff on procurement policies and procedures
    • Monitor and track incoming shipments and collect incoming shipment documentation from vendors and donors
    • Manage activities, deliverables and invoices of subcontractors ensuring that all are against approved work orders and that only completed and reconciled activities are invoiced

    Qualifications:

    • Bachelor’s degree required
    • Minimum of three (3) years of procurement management experience
    • Experience working on USAID-funded projects preferred
    • Strong interpersonal skills and ability to work with culturally diverse staff
    • Knowledge of Nigerian operating environment strongly preferred
    • Fluency in written and spoken English is required
    • Demonstrated leadership, versatility, and integrity

    Accountant | Lagos, Nigeria | 2023

    Responsibilities:

    • Oversee and track all LUWASH annual budgets and revise expected expenditures on an as-needed basis
    • Create, maintain, and effectively manage the LUWASH finance systems, including trackers, procedures, and forms, etc., and conduct regular reviews of finance processes to identify opportunities for improvements
    • Ensure LUWASH financial procedures are in compliance with the most recent USAID financial regulations and procedures
    • Handle all project invoices and work closely with the procurement and operations teams to process invoices and backup documentation
    • Enter and process payments into the project banking system
    • Work closely with the Operations, Procurement and HR staff to ensure that internal policies are followed as they relate to procurement processes
    • Maintain a proper accounting department, checking the project’s internal control system to ensure that the policies and procedures are being adhered to
    • Process payment for local consultants, vendors, grantees, and subcontractors in accordance with USAID/Chemonics accounting procedures and contract policies
    • Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances
    • Other duties as assigned by the supervisor

    Qualifications:

    • Bachelor’s degree required; advanced degree preferred
    • Minimum of four (4) years of accounting/financial management experience
    • Strong interpersonal skills and ability to work with culturally diverse staff
    • Demonstrated understanding of USAID and Nigerian bookkeeping rules and requirements
    • Knowledge of Nigeria operating environment strongly preferred, including registration, taxes, and labor law
    • Demonstrated leadership, versatility, and integrity
    • Fluency in written and oral English is required

    Grants Manager | Lagos, Nigeria | 2023

    Responsibilities:

    • Oversees management of the grant fund in close collaboration with the technical team
    • Advises and guides the technical team on the development of the various requests for proposals and applications
    • Ensure that all contract-specified related regulatory requirements for grants (including ADS, CFR, and OMB) are met in a satisfactory and professional manner
    • Ensures proper negotiation of terms and conditions for sub-grants, local subcontracts, and amendments
    • Builds the capacity of the grants assistant(s)
    • Reviews sub-award budget estimates in conjunction with project finance team to ensure all costs conform with USAID and Chemonics regulations and policies
    • Serves as final reviewer of sub-grant budgets to ensure all lines are eligible, allocable, reasonable, and consistent
    • Works closely with senior staff and the technical team to strengthen sub-awardees’ (grantee/subcontractor, etc.) financial management capacity;
    • Draft and release Request for Applications (RFAs) in accordance with technical activity requirements
    • Reviews and ensures the accuracy of the tracking system and of all Annual Program Statements (APS) and Requests for Applications (RFAs)
    • Assists in the monitoring of Project sub-awards
    • Works together with the financial staff to increase the capacity of sub-grantees to ensure that they follow USAID regulations
    • Ensures that all sub-grant related activities are in compliance with corporate grants policies and all federal acquisition regulations, including FARs, AIDARs, and ADSs
    • Perform other duties as required

    Qualifications:

    • Bachelor’s degree required; advanced degree preferred
    • Minimum of five (5) years of experience with the design, administration, management, and monitoring of grants required
    • Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government agencies
    • Strong interpersonal skills and ability to work with culturally diverse staff
    • Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures
    • Knowledge of Nigerian operating environment strongly preferred
    • Demonstrated leadership, versatility, and integrity
    • Fluent English (written and spoken) required
