    Basic Function

    • Incumbent works on special projects across the Consulate's Public Diplomacy efforts with American Spaces partners that support U.S. foreign policy goals, such as speaker programs and education initiatives.  
    • Working with the American Center Director, assists in managing the social media properties for the American Spaces, develop marketing materials, and grow the audience base at the Consulate's American Center and other American Spaces in the district.
    • The AS Assistant assist in developing and executing innovative outreach and training materials in support of the Mission's Interagency Country Strategy (ICS) goals.

    Requirements
    Experience:  

    • Minimum of three (3) years of progressively responsible experience delivering information resources, public education, public affairs, or public relations in a multilingual, multicultural, or multinational public services institution (such as a museum, think tank, American studies or cultural center, or library) is required, with communications, marketing or public relations duties as a significant part of the job is required.

    Job Knowledge:

    • Knowledge of Mission Integrated Country Strategic goals and Public Diplomacy Integrated Plan: basic awareness of contemporary U.S. affairs including political affairs, arts and culture, cultural movements, education, history, social issues: and key figures in these fields is required.
    • Must have good working knowledge of Nigeria's political, social and educational structure and institutions and key personalities.

    Education Requirements:

    Duties
    Basic Function:

    • The incumbent provide primary urgent and emergency outpatient medical care services to all eligible American employees and their family members.  Additionally, the incumbent will provide emergency and occupational health services to all employees of the Mission.  Services will be provided through direct patient evaluation, examination, and treatment. 
    • The LE Staff physician is responsible for determining when hospitalization/medical evacuation is required and arranging all appropriate aspects of the patient's care. 
    • The LE Staff physician will participate in after-hours call responsibilities with other health unit team members.
    • The job holder has significant impact on the entire embassy customer base in a variety of levels and fashions, including decisions on employees’ abilities to work, continued ability to be posted in their overseas assignment based on medical conditions that require ongoing management, and Medevac decisions and implications.
    • The Front Office and Management Officer will look to this position to play a vital role in creating a healthier workplace, writing policies and providing advice on how to improve the health condition and awareness of the entire mission.

    Education Requirements:

    • Medical Degree from an accredited Medical School and completion of appropriate post-graduate internship/residency/or fellowship is required.
    • Must possess and maintains a current valid and unrestricted license to practice medicine within Nigeria, country of citizenship, or the U.S.

    Experience:

    Duties
    Basic Function:

    • The incumbent under the supervision of the Lead, Epidemiology and Surveillance Team coordinates and manages assigned survey and disease surveillance activities in country.  These include the design of routine disease surveillance system with the Ministry of Health (MOH), and the conduct of large, complex surveys designed to measure HIV prevalence and other indicator of importance to evaluating the impact of HIV control programs.  
    • S/he provides technical or managerial oversight include the MOH, national universities, and International NGOs and private sector partners. 
    • The incumbent will participate in the PEPFAR Strategic Information (SI) Technical Working Group (TWG) to ensure that surveillance systems are meeting the needs of the national HIV/AIDS Program in Nigeria and that PEPFAR Nigeria program priorities are developed.  Additionally, s/he works in cooperation with GoN staff at all levels of government to apply case-reporting procedures, sentinel surveillance, and population-based surveillance methodologies to ensure that PEPFAR’s program’s objectives are met. 
    • S/he plays an active leadership role in the Mission’s PEPFAR Technical Working Groups (TWG) and/or the Multisector Technical Groups

    Qualifications and Evaluations
    Experience:

    • Seven (7) years public health experience in the management and development of epidemiological surveillance and /or large scale surveys of HIV/AIDS or other disease programs are required, inclusive of one year of experience at the managerial level is required.

    Job Knowledge:

    • Must have detailed knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data in order to plan, design, direct the implementation of and strengthen procedures for collection, analysis and dissemination of HIV/AIDS epidemiological data. 
    • This includes knowledge of the principles, theories and practices of USG and internationally recognized standards for surveillance and survey regulations and procedures. 
    • Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required. 
    • Good working knowledge of team management techniques to plan, organize and direct multidisciplinary project teams and activities, as well as good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required.

    • Excellent overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, OR SPSS), as well as excellent numerical skills for manipulating and reporting statistical data is required.
