    Education Officer

    Location: Maiduguri, Borno
    Anticipated start Date: 15th August, 2017
    Scope of Work

    • The IRC Nigeria is currently expanding its education portfolio in the northeast of the country in line with its five-year Strategic Action Plan (SAP). A priority outcome for the country program is that girls and boys enroll in and attend safe, functioning, responsive education services.
    • The IRC aims to both rebuild, reequip, and staff damaged school infrastructure and enhance the quality of education through curriculum improvements in formal and non-formal institutions, with a particular focus on social and emotional learning.
    • In partnership with Creative Associates, the IRC intends to implement a twenty month project under the Education in Emergencies (EiE) component of DFID’s North-East Nigeria Transition to Development Programme (NENTAD) that aims to deliver an effective response to the basic needs of vulnerable people impacted by the crisis in northeast Nigeria.
    • The EiE project will reach more than 100,000 children and adolescents in Borno and Yobe states with quality formal and non-formal education services, including literacy, numeracy, and social-emotional skills.
    • The Teacher Education Officer will be responsible for the overall management of DFID EiE education activities in either Borno or Yobe state.
    • S/he will be responsible for providing technical leadership for all teacher education activities, including leading and coordinating the teacher education and systems support activities at the national and state level.
    • The position requires experience with teacher training policy and practice, designing programs for data collection and analysis, and personnel management.
    • The position reports to the Program Manager and it is contingent on funding.

    Responsibilities
    Primary Responsibilities:

    • Oversee the implementation of all teacher education activities in Borno State in both formal and non- formal schools.
    • Oversee training, coaching and on-going support of teachers, tutors and learning facilitators in order to improve instructional practices in literacy, numeracy and social and emotional skills.
    • Ensure technical coordination of state-level activities related to teacher education and curriculum development, and obtain support from directorates and local government authorities as needed

    Oversight of Teacher Education Interventions:

    • Oversee the selection of learning facilitators and tutors for the intervention and contribute to tools for selection such as assessment tools.
    • Oversee the initial training of learning facilitators, as well as their continuous professional development.
    • Monitor progress towards the objectives and intended outputs pertaining to teacher education using routine data, spot checks, observation, and other methodologies.
    • Provide regular written and verbal reports on education activities to supervisor, senior management, project partners and donors.
    • Under the guidance of the Education Coordinator, provide technical supervision and guidance to Education Officers and implementing partners as required.
    • Promote the quality of teacher education activities by setting up quality assurance mechanisms and checks in collaboration with other staff.

    Coordination:

    • Lead integrated state and LGEA, SUBEB, and SBMC technical working groups and steering committees pertaining to teacher education, curriculum and assessment.
    • Work closely with consultants as needed to ensure effective implementation and quality content.
    • Coordinate with colleges of education and NCCE for the contextualization and validation of curriculum.
    • Represent the project in major state meetings and events as appropriate
    • Develop and maintain effective working relationships with key stakeholders including government actors, UN agencies, international and local NGOs, and other relevant actors.
    • Represent IRC to local communities, government departments, international agencies, and local

    HR & Team Management:

    • Provide supportive supervision to Education Officers.

    Other:

    • Any other duties as assigned by the supervisor to enable and develop IRC programs.

    Key Working Relationships

    • Position Reports to: Program Manager. Indirect reporting line to Senior Consortium Coordinator.
    • Position directly supervises: Other internal and/or external contacts: grants unit; finance, HR and supply chain departments

    Job Requirements

    • University degree in Education; advanced degree preferred.
    • At least three years of relevant professional experience with an international or civil society organization, including direct implementation of education programming
    • At least five years of experience related to teacher professional development.
    • Experience working with displaced or otherwise marginalized communities required
    • Strong verbal communication skills and effective in representation and liaison with external actors
    • Excellent spoken and technical writing ability in English, including report writing
    • Good computer skills in programs including MS Word, Excel, Powerpoint, and Outlook
    • Ability to work under pressure in challenging working and living conditions
    • Willingness to travel extensively in northeast Nigeria, including to remote and/or insecure locations

    Working Environment

    • The position will be based in Maiduguri, Nigeria with frequent travel throughout Borno state, including to remote and insecure locations.
    • The situation in northeast Nigeria continues to be volatile and the security phase is orange or red depending on location.

    Finance Manager - Consortium

    Location: Maiduguri - Borno/Damaturu - Yobe
    Anticipated Start Date: August 1, 2017.

    Scope of Work

    • The Finance Manager will be responsible for overseeing the financial performance of a DFID-funded education in emergencies consortium.
    • The Finance Manager will provide leadership in developing tools for successfully administering a consortium budget and providing financial analysis of the projects performance to inform decision making processes.
    • As a member of the lead implementing agency, the Finance Manager will work with finance staff from IRC and sub-agreement partner agencies and will oversee the coordination of reporting that adheres to all agencies’ financial protocols.
    • S/he will work closely with the IRC Nigeria Finance Controller to submit accurate, reports in line with DFID requirements.
    • The Finance Manager will report to the Senior Consortium Coordinator and also have a dotted reporting line to IRC Nigeria Finance Controller.

    Responsibilities
    Financial Control:

    • Coordinate the financial aspects of the multi-state, multi-year, multi-partner programs in line with DFID requirements.
    • Oversee financial aspect of sub-grant tracking and subcontracting, ensuring forward planning and preparation for donor reporting, adherence with DFID and consortium requirements and timelines, and timely submission of partner agency’s reports.
    • Ensure that financial management systems and records are effective and robust in order to identify and protect the assets and interests of the consortium.
    • Coordinate, review and monitor cash forecast for Lead agency and for each partner on monthly basis and draw down adequate cash to meet their stated cash requirement.
    • Consolidate cash flows, reporting templates, financial plans and amendments throughout the project life.
    • Review and monitor budgets to support financial stability, efficiency and value for money.
    • Maintain an adequate filing system for all financial and accounting deliverables to ensure ease of access during internal/external audit.
    • Monitor budget burn rates and recommend appropriate action on any significant variances ( +/-10%) or as per DFID guidelines.
    • Prepare budget amendments based on performance and currency fluctuation.
    • Participate in a procurement committee for procuring joint items and large capital assets for the consortium members.

    Financial Reporting:

    • Prepare Consortium Budget vs Actual reports on monthly basis.
    • Consolidate financial reports, fund requests and budgets in a timely fashion.
    • Ensure that all financial records and accounts are compiled on time, accurately and in line with international accounting standards and donor regulations.
    • Finalize year end accounts and provide any ad-hoc reports that may be required.
    • Ensure all consortium members submit accurate time sheets.
    • Maintain accounting records.
    • Follow up on timely implementation of the recommendations to remedy significant variances.

    Capacity Building:

    • Occasionally participate in any such consortium meetings to foster compliance and to address any financial issues.
    • Ensure that sub-grant related processes and procedures are consistently implemented through the use of compliance checks and agreements.
    • Undertake periodic visits to the field in order to support consortium members and put forward recommendations for improvements where appropriate.
    • Facilitate training sessions on grants management, general accounting, internal controls and administrative systems.
    • Ensure internal audit recommendations for grant funded projects are adhered.
    • Track lessons learned and share with consortium members throughout the projects implementation.
    • Organize for Peer reviews amongst the finance personnel of the three sub agreement partner agencies and draw lessons learnt to improve financial oversight.

    Knowledge, Skills and Abilities

    • Master's Degree in Finance or Accounting or professional accounting qualification, such as a CPA or equivalent.
    • Minimum of three years of experience in a finance/accounting role preferably with an international NGO.
    • Demonstrated experience in developing and managing large budgets, with preference for previous experience working in a consortium.
    • Experience in working on projects funded by major international donors, with preference for previous experience with DFID.
    • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among other partner organisations.
    • Ability to work towards tight reporting deadlines as required.
    • Strong analytical, interpersonal, communication and organisation skills.
