    Head of Base

    Under the Head of Delegation’s supervision and in close collaboration with support departments teams (Finance, HR, Logistics & Supply) as well as the Security & Access Manager, the Head of Base ensures the supervision of operations at the level of the area he/she is responsible for.

    • He/she is responsible for staff management, finance and logistics, implementation of activities, programme development and reporting, and security.
    • He/She sees to the proper implementation of operations in compliance with the Strategic Planning (SP) of the delegation’s operations in adherence to the general reference framework and the program approach.
    • He/She works in direct collaboration with the Delegation personnel and interface directly with the Country Representative, as appropriate for programme strategy, reporting and administration.
    • He/She ensures the implementation of the projects and monitor the progress according to pre-established indicators. He/She notifies the Head of Delegation if there is a need to implement corrective measures.
    • He/She supervises all staff assigned to his geographical area.
    • He/She feels accountable to the beneficiaries, collaborators and donors.
    • In coordination with the Head of Delegation He/She is responsible for the safety of Tdh teams under their responsibility and oversee the security rules and the area’s contingency plans.

    • Through delegation from the Head of Delegation, He/She contributes to managing and assuming ultimate responsibility for all the mission’s risks and aspects of access.

    Specific Responsibilities/Context of “tasks”

    More specifically He/She has the following responsibilities:

    Management

    • Supervises and support Project Managers, Admin/Finance, and Logistics staff in Benue.
    • Promotes sound management practices aligned with Tdh values.
    • Ensures coordination and collaboration with key coordination team members.
    • Maintains team cohesion and performance and resolve any management issues.
    • Ensure regular Operational strategy.
    • Supervises and coordinates all projects implemented in Benue State in line with Tdh and donors’ standards.
    • Follows the evolution of the humanitarian and political context of the area of operations and shares this information with the senior leadership
    • Actively participates in identifying the needs and proposes adapted responses as part of the implementation of the country strategy in concert with the program team
    • In concert with the program coordinators and experts and the project leaders, in collaboration with the support department and under the supervision of the Head of Delegation, recommends strategic and op-erational adjustments as needed.

    Programs implementation

    • Ensures implementation of action plans and project coordination mechanisms, facilitates ex-change and troubleshooting; follows up on Country Representative orientations.
    • Ensures supervision and corrective measures as required to ensure quality and timely implementation.
    • Participates in the development of relevant activities including for monitoring and assessment, especially those involving government stakeholders or high-level participants.
    • Leads and facilitates the risk analysis and management strategy for project implementation.
    • Facilitates internal coordination and cross-departmental planning.
    • Networks with other NGOs and entities in the interest of information sharing and best practices and participate in national coordination structures as relevant to Benue.
    • Supports proposal development and donor reporting when requested.
    • Together with the Project Managers, ensures compliance with Tdh partneship standards, approaches and good practices, and contribute to the management of relationship with partners.

    Human Resources

    • Supervises and oversees a diversified team, guaranteeing cohesion and good coordination be-tween them for the successful execution of projects
    • Supervises team structure and performance evaluations, support staff development plans.
    • Promotes and oversee compliance with local labor law and Tdh’s HR policies, in close collaboration with HR Coordinator and team.
    • Contributes to recruitment and staff training planning.
    • Fosters team motivation, cohesion, and conflict resolution when required, defines activity priorities and scheduling.
    • Ensures the proper management of volunteers by the team under his/her responsibility. 
    • Ensures continuous monitoring and provides regular reporting on HR activities, costs, performance indica-tors

    Logistics and Supply

    • Oversees the overall logistics operations of the base, ensuring compliance with organizational policies and donor requirements, in close collaboration with the Logistics Coordinator and team.
    • Ensures proper planning and monitoring of transport, fleet management, and movement of goods and personnel.
    • Supervises the maintenance, security, and optimal use of equipment, facilities, and premises. And monitor stock levels and distribution to project sites.
    • Oversees stock management, including accurate tracking of inventory levels, proper storage conditions, and timely distribution to projects.
    • Maintains an updated procurement plan in coordination with Project Managers and the Logistics/Supply team.
    • Validates suppliers and service providers, ensuring quality and compliance with standards.
    • Ensures continuous monitoring and provides regular reporting on logistics activities, costs, performance indicators.

    General Administration of Base

    • Ensures smooth day-to-day base operations and administrative systems.
    • Supervises administrative staff and ensure proper document and records management.
    • Ensures adherence to donor compliance and Tdh internal controls.
    • Coordinates closely with finance and HR teams to align operational priorities.

    Finance

    • Oversees the financial management of the base and project budgets.
    • Ensures compliance with donor regulations and internal control systems.
    • Monitors expenditures and financial risks; recommend corrective actions.
    • Supports budget planning and financial analysis with project teams.
    • Ensures accurate cash flow forecast for his/her area of intervention

    Representation

    • Represents Tdh in coordination meetings with authorities, donors, and partners in Benue.
    • Ensures information flow between the field and coordination office.
    • Supports visibility and positioning of Tdh in relevant state-level forums.
    • Act as an ambassador for Tdh Nigeria, through a conduct strictly adhering with Tdh’s value and highest ethical standards.

    Safety, security and Access.

    • Monitors security context and assess risks across the area of operation (monthly drafting of sitrep.)
    • Leads risk preparedness (contingency planning, SOPs, training).
    • Acts as the security focal point and ensure staff awareness and compliance.
    • Reports incidents promptly and contribute to incident follow-up and documentation.
    • Ensures all staff know and comply with security standards and procedures
    • Ensures and leads the design and implementation of risk management strategies and risk mitigation measures.

    Job Requirements/Required Conditions

    Training /Qualifications

    • A relevant bachelor’s degree in fields such as Project Management, International Development, Humanitarian Assistance, or a related field.
    • Professional certifications in project management, logistics, or humanitarian operations are an asset

    Professional Experience

    • A minimum of 5 years in similar positions or in senior management experience in an NGO environment

    Project Coordinator- Access to Justice

    Overall Objective of the position:

    Under the supervision of the Head of Base and in close collaboration with the Deputy Country Representative for Programmes, the Project Coordinator – Access to Justice serves as the strategic and operational lead for a multi-sectoral intervention aimed at strengthening access to justice and protection systems for survivors of GBV in Benue State, Nigeria. The position ensures quality implementation in line with Tdh’s standards, project cycle management principles, and organizational procedures across HR, logistics, finance, and risk management.

    The Project Coordinator is responsible for the integrated delivery and performance of the A2J project, ensuring coherence across legal, psychosocial, health, reintegration, and monitoring and evaluation components. Functioning at a senior management level, the role provides strategic leadership, working closely with a multidisciplinary team as well as with regional technical advisors and the Regional Coordinator for Access to Justice.

    The Project Coordinator will oversee the project cycle from design and adaptive planning to implementation, monitoring, learning, and reporting. Key responsibilities include fostering cross-sectoral integration, strengthening partnerships, ensuring safeguarding and accountability mechanisms are embedded, and promoting survivor-centered, rights-based justice and protection models.

    A central focus of this role is to ensure that access to justice for GBV survivors is not implemented in isolation but integrated within broader protection systems and services in collaboration with government institutions, civil society organizations, legal aid structures, and community-based networks.

    This position requires strong leadership, coordination, and diplomacy skills balancing stakeholder engagement with technical rigor and operational efficiency. The ideal candidate combines legal and protection expertise with experience managing complex, multi-component programs and leading diverse teams in humanitarian or development contexts.

    Tdh operates in regions with security concerns, taking necessary precautions to ensure team safety. The candidate must be willing and able to travel in these areas while respecting organizational safety protocols.

    Strategic Program Leadership

    • Provide overall strategic and operational leadership for the A2J project in Benue State, ensuring cohesive, quality, and results-driven implementation across all program components—Access to Justice, GBV response, MHPSS, Health, Socio-economic Reintegration, and MEAL.
    • Lead integrated planning and adaptive management processes, overseeing the development of workplans, implementation strategies, and performance frameworks in alignment with Tdh standards, organizational priorities, and donor commitments.
    • Ensure that survivor-centered, rights-based, and gender-transformative approaches are consistently embedded across all program pillars.
    • Work in close collaboration with the Deputy Country Representative for Programmes, as well as regional technical advisors and the Regional Coordinator for the Access to Justice Programme, to ensure strategic coherence, technical soundness, and alignment with regional priorities.
    • Contribute to the design of new projects and development of high-quality proposals, ensuring that learning from implementation and contextual analysis informs program growth and donor engagement.

    Team Management and Technical Supervision

    • Provide overall leadership and supervision for the multi-disciplinary project team, including component leads (e.g., GBV Legal Assistance Specialist, MHPSS Specialist, Health, and WASH staff), ensuring coherent and integrated delivery of all project components.
    • Facilitate cross-functional collaboration between project staff and technical advisors from the Delegation team to ensure alignment with Tdh standards, methodologies, and technical guidance.
    • Ensure effective coordination between programmatic, operational, and technical streams (GBV, MHPSS, Health, WASH, MEAL), promoting accountability and synergies across components.
    • Support the capacity strengthening of national staff and local partners, fostering their ability to progressively assume greater technical and leadership responsibilities for sustainability.
    • Model and promote an inclusive, supportive, and safeguarding-compliant leadership style, consistent with Tdh’s values.

    Access to Justice Technical Oversight

    • Provide strategic and technical guidance on access to justice interventions for GBV survivors, ensuring integration across legal aid services, community-based mechanisms, customary systems, and formal judicial structures.
    • Oversee the development, adaptation, and implementation of survivor-centered tools, protocols, and referral pathways, ensuring they are safe, ethical, and contextually appropriate to IDP camp and host community settings.
    • Promote innovation and learning in community-based justice initiatives, alternative dispute resolution, and institutional capacity strengthening (e.g., police, judiciary, legal aid providers), in close collaboration with Tdh technical advisors.
    • Ensure that accountability, protection principles, and safeguarding standards are embedded in all access to justice activities.

    Systems Strengthening and Institutional Engagement

    • Build and sustain strategic partnerships with government ministries, justice sector institutions, traditional and community authorities, civil society organizations, and professional bodies to enhance systemic responses to GBV.
    • Facilitate coordinated, multi-sectoral action across justice, health, WASH, protection, and social welfare actors to ensure an integrated and survivor-centered response framework in Benue State.
    • Lead advocacy and policy dialogue to promote the effective implementation of existing legislation particularly the Benue State Violence Against Persons (Prohibition) Law and support reforms that strengthen institutional accountability and access to justice for survivors.
    • Promote capacity development and institutional ownership by engaging state and local actors in co-designing and sustaining protection and justice mechanisms

    Program Quality, MEAL, and Adaptive Management

    • In close collaboration with the MEAL Manager and technical advisors, ensure that robust monitoring, evaluation, accountability, and learning (MEAL) systems are embedded across all program components, enabling evidence-based decision-making and adaptive management.
    • Promote the systematic use of disaggregated data, survivor and community feedback, and participatory learning approaches to guide program adjustments and strengthen relevance, inclusivity, and impact.
    • Ensure full compliance with Tdh’s programmatic and technical standards, donor requirements, and international protection frameworks, with particular attention to safeguarding, protection mainstreaming, and risk mitigation protocols.
    • Support the documentation and dissemination of lessons learned, promising practices, and innovations to inform internal learning and external advocacy.

    Financial, Operational, and Resources Management

    • In close collaboration with, and under the supervision of, the Field Coordinator/Head of Base, provide oversight and coordination for the financial, human resource, logistics, and supply chain management elements of the project, ensuring alignment with Tdh standards, donor requirements, and compliance frameworks.
    • Contribute to budget planning, forecasting, and monitoring, ensuring effective use of resources and timely adjustments to meet programmatic priorities.
    • Coordinate with HR teams to support recruitment, onboarding, and capacity development of project staff, fostering a professional, inclusive, and accountable working environment.
    • Work with logistics and supply chain teams to ensure timely and transparent procurement, fleet, and asset management, as well as effective delivery of program materials and services.
    • Ensure strong operational coordination mechanisms across program, finance, HR, and logistics teams to guarantee the smooth and efficient delivery of activities, including service provision, outreach, training, and coordination forums.
    • Oversee the management of partnerships, sub-awards, and consultancies, ensuring that contractual, safeguarding, and operational standards are respected.

    Representation, Visibility, and Thought Leadership

    • Represent Tdh and the Access to Justice project in relevant coordination forums, technical working groups, donor engagements, and policy dialogues at state and national levels, ensuring consistent and professional communication of program objectives and achievements.
    • Contribute to Tdh’s strategic positioning as a key actor in survivor-centered justice, integrated GBV response, and system-strengthening approaches, in close collaboration with the Deputy Country Representative and regional technical advisors.

    Technical Advisor- Gender Justice

    Overall Objective of the position:

    Under the supervision of the A2J Project Manager, the Technical Advisor Gender Justice actively con-tributes to strengthening access to justice for survivors of gender-based violence (GBV). Their main role is to ensure gender-sensitive, survivor-centered legal and judicial support aligned with national, regional, and international standards.

    In this capacity, they support the development and implementation of rights-based legal interventions by:

    • Conducting participatory diagnostics to identify systemic, institutional, and sociocultural barriers to survivors’ access to legal and judicial services.
    • Designing and disseminating protocols for legal and judicial care, referral pathways, training curricula, technical tools, and practical guides for quality legal assistance.
    • Assessing capacity-building needs and providing initial and ongoing training for judicial actors and legal aid providers (trainings, mentoring, individualized support).
    • In close collaboration with justice professionals, judicial authorities, community structures, medico-legal providers, Justice Houses, Free Legal Consultation Offices, and technical partners, they support the establishment of formal referral systems and collaboration with pro bono lawyers and public legal aid services. The Technical Advisor also supervises field activities, supports teams and partners (especially para-legals and project lawyers), and provides necessary technical assistance to deliver accessible, gender-sensitive, survivor-centered legal services.
    • Finally, they support community activities such as legal education sessions, transformative gender dialogues, GBV case identification, and the production of adapted awareness tools, providing technical supervision to community teams. They also contribute to documenting, capitalizing on, and disseminating good practices in gender justice.
    • Tdh operates in regions with security concerns, taking necessary precautions to ensure team safety. The candidate must be willing and able to travel in these areas while respecting the organization’s safety protocols.

    Technical Support and System Strengthening

    • Lead the development and contextualization of legal and judicial care protocols tailored to GBV survivors in Benue.
    • Support the design and implementation of legal referral systems in partnership with local actors, the Ministry of Justice, and legal aid providers.
    • Guide the creation and dissemination of survivor-centered, rights-based legal tools and training materials.
    • Support the integration of legal services within community structures (e.g., Justice Houses, Women’s Centers, Safe Spaces).
    • Facilitate the alignment of national procedures with international standards on GBV legal response and gender justice.

    Capacity Building and Mentorship

    • Conduct needs assessments of legal and justice actors (lawyers, paralegals, police, judiciary) to inform training and supervision plans.
    • Design and deliver tailored capacity-building activities including workshops, mentorship sessions, and on-the-job coaching.
    • Provide continuous technical support to local partner organizations implementing legal services.

    Field Support and Supervision

    • Monitor and support the day-to-day implementation of legal services across project sites, ensuring survivor safety, confidentiality, and quality.
    • Work closely with field teams to ensure effective coordination between legal, psychosocial, health, and protection services.
    • Supervise and advise paralegals, legal aid providers, and community volunteers.
    • Organize inter-agency and inter-sectoral case conferences to address systemic access barriers and individual complex cases.

    Advocacy and Coordination

    • Strengthen partnerships with the Ministry of Justice and Legal Aid Council in Benue for coordinated GBV legal response.
    • Support and participate in Legal Aid coordination platforms, GBV sub-sector meetings, and Access to Justice working groups at state level.
    • Collaborate with traditional and community leaders to promote access to justice for vulnerable women and girls.
    • Contribute to the development and dissemination of advocacy briefs, policy recommendations, and awareness-raising materials on gender justice.

    Community Engagement and Awareness

    • Provide technical guidance on the design and rollout of community legal education sessions, radio programs, and outreach campaigns.
    • Oversee the production and dissemination of culturally appropriate legal awareness materials.
    • Strengthen linkages between formal justice systems and community-based dispute resolution structures, ensuring they are aligned with global human rights and gender standards.

    • At least 3 years relevant experience as a legal assistant within organizations promoting and protecting children’s rights, women’s and girls’ rights, and protection against violence.
    • At least 3 years in a similar role as a technical advisor or thematic focal point for an NGO or a civil society organization.
    • Good knowledge and mastery of the justice sector in Nigeria (Proven experience working with national or state-level justice actors, including the Ministry of Justice, legal aid schemes, and courts).
    • Proven knowledge of GBV intervention strategies, especially protocols and integrated survivor care systems in Nigeria.

    Technical Advisor- Mental Health and Psychosocial Support (MHPSS)

    General Job Description:

    • Under the supervision of the A2J Project Manager, the MHPSS Technical Advisor is responsible for defining and implementing MHPSS interventions for the Tdh delegation in Nigeria, particularly in the Benue state, with a focus on refugee and IDP populations. S/he will provide technical and clinical guidance to Tdh staff and local partner organization, with a particular focus on case review, diagnostic assess-ments, and referral of complex cases. While the specialist may conduct psychological evaluations and guide intervention strategies, ongoing therapy is not expected. Severe mental health cases should be safely referred to appropriate psychiatric care facilities, in line with national systems and humanitarian protocols.

    As part the key responsibilities, he/she: 

    • Provides case consultation and clinical supervision for complex cases referred by local partner MHPSS staff, including diagnostic support, risk assessment, and intervention planning, while ensuring compliance with ethical and humanitarian principles.
    • Refers severe or psychiatric cases to appropriate mental health services, ensuring consent, confidentiality, and follow-up support when possible.
    • Assesses capacity-building needs and providing initial and ongoing training for front line staff and volunteers (trainings, mentoring, individualized support).

    In this capacity, he/she contributes to the design, implementation, monitoring, and communication of all MHPSS activities carried out by Tdh, primarily within projects in Benue state and in Nigeria. He/she is also responsible for strengthening the technical and operational capacities of the team and partners.

    Tdh operates in regions with security concerns, taking necessary precautions to ensure team safety. The candidate must be willing and able to travel in these areas while respecting the organization’s safety protocols. 

    Specific Responsibilities / Context   « tasks »

    • Strategy, Design and Planning
    • Lead the development of the MHPSS strategy for the project, ensuring it is aligned with Tdh’s global standards, sector best practices, and the specific needs of IDPs and other vulnerable groups.
    • Establish a framework for quality assurance, monitoring, evaluation, and capacity strengthening in relation to MHPSS interventions.
    • Define quality standards and key criteria for identifying and prioritizing vulnerable groups, in line with international guidelines and Tdh standards.
    • Support the establishment of both direct service provision and system-strengthening approaches to sustainably improve mental health and psychosocial well-being for children, survivors of SGBV, and other vulnerable individuals in IDP settings.
    • Contribute to the development of community awareness and sensitization initiatives to address stigma, encourage positive coping mechanisms, and improve identification and referral of people in need of support.
    • Provide technical input to the Tdh Delegation’s overall MHPSS strategy in Nigeria and contribute to the design of projects requiring MHPSS expertise.
    • Support fundraising efforts through technical inputs to concept notes, proposals, and other donor communications related to MHPSS.

    Technical and Methodological Support on MHPSS

    • Lead a mapping and assessment of MHPSS gaps in Benue, with specific attention to forced displacement, IDP camp dynamics, and patterns of influx and return.
    • Produce regular thematic analyses of MHPSS issues, including gender- and age-specific vulnerabilities, and conduct research on existing community and cultural support mechanisms (e.g., traditional healers, faith-based approaches).
    • Support the Ministry of Health at LGA and State level in developing and implementing MHPSS strategies and plans adapted to IDPs and other affected populations.
    • Coordinate the development and dissemination of service maps and referral pathways across partners in Benue, ensuring clear and survivor-centered mechanisms for SGBV and child protection case management.
    • Contextualize and adapt evidence-based psychosocial support methodologies for children, adolescents, and caregivers in IDP camp settings (e.g., PM+, EASE, EQUIP), ensuring alignment with trauma-informed and survivor-centered approaches.
    • Design and oversee a capacity-building plan for Tdh staff, local partners, and relevant authorities, based on identified needs and aligned with Tdh’s MHPSS framework and project objectives.
    • Provide ongoing technical guidance to Tdh teams to strengthen integration of MHPSS into project interventions, with particular attention to protection, SGBV response, and work with highly vulnerable groups.
    • Promote a multisectoral and integrated approach by fostering linkages between MHPSS, protection, health, education, and other relevant sectors in both direct implementation and system-strengthening activities.

    Quality Assurance and Learning

    • Ensure that all MHPSS activities are designed and implemented in line with interagency standards, Tdh’s MHPSS framework, Nigerian regulations, and survivor-centered principles for SGBV response.
    • Support the integration of well-being assessments into project activities, ensuring that monitoring captures not only outputs but also changes in mental health and psychosocial well-being of children, survivors of SGBV, and other vulnerable groups.
    • Promote participatory monitoring approaches, engaging staff, partners, community members, and service users in assessing the quality and relevance of MHPSS interventions.
    • Collaborate closely with MEAL colleagues to embed MHPSS-specific indicators and tools into the broader monitoring, evaluation, accountability, and learning system.
    • Actively participate in field missions, supervision visits, and coordination meetings to identify challenges and propose corrective actions, with particular attention to staff well-being and safe delivery of services.
    • Verify, analyze, and interpret MHPSS-related data (quantitative and qualitative), and produce regular reports to inform decision-making at project and delegation levels.
    • Identify, document, and disseminate MHPSS best practices, lessons learned, and successful approaches (manuals, guidelines, tools) for use by Tdh teams, partners, and external stakeholders.
    • Contribute to a learning culture within the delegation by encouraging reflection, peer exchange, and adaptation of approaches based on evidence and community feedback.

    Advocacy and Representation

    • Support the Ministry of Health in leading and strengthening coordination mechanisms for MHPSS in Benue State, contributing to the establishment or reinforcement of an MHPSS working group.
    • Facilitate regular coordination meetings with MHPSS stakeholders, including government agencies, NGOs, UN actors, and local partners, to ensure effective collaboration, referral pathways, and complementary services.
    • Maintain proactive and trust-based relationships with government counterparts (Ministry of Health, Ministry of Women Affairs and Social Development, judiciary, law enforcement), community leadership, humanitarian partners, and the local implementing partner.
    • Represent Tdh on MHPSS issues in state and national coordination forums, inter-agency discussions, and technical working groups, ensuring alignment with SGBV and protection priorities.
    • Contribute to Tdh’s advocacy efforts in Benue by identifying key issues affecting IDPs and survivors of SGBV, formulating advocacy points, and supporting the development and implementation of advocacy strategies.
    • Collaborate with the Communications team to develop survivor-sensitive advocacy materials, case studies, and visibility content that highlight the impact of MHPSS interventions and promote positive narratives around mental health.
    • Disseminate Tdh’s knowledge, lessons learned, and good practices within relevant professional networks, both nationally and internationally, to advance evidence-based and rights-based approaches to MHPSS in humanitarian settings.

    Guidance, Safeguarding & Staff Support

    • Support the recruitment and onboarding of MHPSS staff in partner organizations when required, contributing to technical assessments and initial training.
    • Promote staff well-being and resilience by encouraging staff care practices, facilitating technical debriefings, and fostering safe spaces for reflection within partner teams.
    • Ensure all staff and partners are familiar with and consistently apply Tdh’s safeguarding policies, code of conduct, and security procedures.
