    Performance Monitoring Specialist

    The Program

    • RTI International in collaboration with Plan International and other partners are implementing a 4-year USAID funded Effective Water, Sanitation, and Hygiene (E-WASH) program
    • E-WASH will provide technical assistance to and will work in collaboration with state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards (SWBs) in Nigeria. The overall goal is improvement of urban water and sanitation service delivery.

    Job Description

    • The Performance Monitoring Specialist will report directly to the MEL Advisor and shall be responsible for monitoring all State level E-WASH activities including developing monitoring/progress reports and supporting quarterly/annual reports collation (e.g. quarterly SWB and Utility progress reports), routinely upload field-based data to E-WASH Integrated Database Management System (IDMS) and provide timely Key Performance Indicators (KPIs) updates for onward reporting to USAID MEL Performance Reporting System (PRS).
    • PMS will support the conduct of targeted state-specific field-based studies and research assessments to inform the development of KM/ Learning products
    • The PMS will actively collaborate with other members of the MEL team (i.e. Senior MIS Specialist and Senior Media and Communications Specialist); designated STTA MEL Specialists and work alongside members of the E-WASH state program team.

    Essential Duties

    • Monitor and work closely with the MEL Advisor and other team members to implement the programs MEL plan and systems.
    • Support data collection, analysis, and interpretation. Work with utility M&E departments to review and adjust targets on a quarterly basis with the Department Managers for four quarters after the initial implementation of the Performance Improvement Plans (PIPs).
    • Build capacity of program partners and transfer this responsibility gradually to the SWB and CSO M&E departments/personnel.
    • Support the development of learning/KM products to highlight key research findings, implementation lessons and best practices identified during E-WASH program implementation;
    • Facilitate the implementation of effective program MEL mechanisms on grants reporting, generating Key Performance Indicators (KPIs) reports for State Water Boards (SWBs) and Utilities including Civil Society Organization (CSO) monitoring to inform onward performance reporting to USAID.
    • Work closely with respective E-WASH program and partner staffs to ensure timely upload of performance reporting data; robust grants monitoring and document reviews of SWB Performance Improvement Plans (PIPs) benchmarking procedures.
    • Work closely with the State Team Leader to identify issues in the state program and agree on the redress.
    • Lead on activity monitoring, performance improvement, learning and adaptive management in the State.
    • Actively participate in specialists’ meetings to ensure adherence to the set indicators and provide technical oversight.
    • Collaborate with the Senior MIS Specialist to conduct field-based assessments and evaluations i.e. Data Quality Assessments (DQA), Collaboration Mapping, Updating Pivot Logs, Rapid Political Economy Analysis (PEA) and other rolling assessments to inform program learning and adaptive management measures.
    • Ensure compliance with E-WASH Data Risk Mitigation Strategy and work alongside the MEL Manager and designated STTA/USAID representatives to conduct data quality assessments for performance indicators.
    • Conduct of routine field visits and spot checks to support surveys (Household and GIS mapping) as well as inform the development of program reports i.e. Key Performance Indicators (KPI) reports, Grants Monitoring Reports (GMRs), Activity Monitoring Reports (AMRs) etc.
    • Identify potential research areas of interests related to E-WASH program focus and work to develop evidence-based articles and publications.
    • Handle additional ad-hoc responsibilities as assigned by the MEL Advisor or required by the E-WASH program.

    Qualifications and Experience

    • A Master's or Bachelor's Degree in Social Science or a related field
    • A minimum of Master's Degree and 1 year of experience in measuring and evaluating governance or WASH-related programme or a Bachelor's Degree and 3 years of experience or equivalent combination of education and experience in measuring and evaluating governance or WASH-related programming.
    • Experience working on donor funded projects especially USAID would be beneficial.
    • Familiarity with robust grants reporting protocols (for CSEF grantees) and mobile data collection apps/tools (i.e. Kobo Tool Box, Magpi, CAPI, FS Mobile) for effective performance monitoring of donor funded projects.
    • Strong technical skills in data management, Monitoring and Evaluation (M&E), survey and questionnaire design, household surveys and mapping, and/or conducting field-based assessment is required.
    • Experience with mobile based data collection tools and grantee reporting is desirable. Skilled proficiency in Excel, Word, and other Microsoft (MS) Office software; data analysis software (such as Excel, SPSS or Stata).
    • Experience in knowledge management and communications for outcome reporting including conducting research focused studies and assessments as a basis for developing learning/KM products (i.e. fact sheets, newsletters, outcome journals.
    • Knowledge of USAID's Collaboration, Learning and Adaptation (CLA) approach is beneficial.

    Grants Manager

    Details

    • The Grants Manager will oversee grants management process and subcontracts for local organizations, including grant proposal tracking, reviewing, and approving process. Provides technical assistance, as required, to build capacity of local partners and grantees.

    Essential Duties

    • Handle day-to-day administration of grants awarded under the program, from solicitation phase through closeout.
    • Monitor compliance with both award-specific requirements and applicable regulations.
    • Issue Requests for Applications (RFAs) in consultation with the program team.
    • Review and negotiate all grant applications and participate on the evaluation committee.
    • Coordinate and conduct compliance review(s) and pre-award surveys.
    • Provide guidance to grantees on rules and regulations applicable to assistance instruments as well as program reporting.
    • Capacity Building
    • Develop a monitoring plan for grantees using the information collected pre-award.
    • Provide capacity-building training to local organizations, customizing it to meet the organizations’ needs.
    • Coordinate and facilitate any capacity-building activities among the technical teams or outside firms/consultants.
    • Post-Award
    • Coordinate execution of award documents (pre-award authorizations, awards, modifications, etc.).
    • Maintain grant files, including records on monitoring and evaluation and other quality control activities (financial, programmatic, proof of performance).
    • Ensure compliance with award terms and conditions.
    • Coordinate field activities and communication among grantees and USAID (e.g., legal, finance, status reporting, procurement).
    • Review and process grantee invoices for compliance and coordination with technical teams for performance measurement.
    • Close out completed grants.

    Qualifications and Experience

    • Master’s degree and 6 years of experience or Bachelor’s degree and 10 years of experience
    • International cost accounting experience, as well as experience with USAID rules and regulations.
    • Experience must include five years of experience managing grants programs.

    Skills & Abilities:

    • Demonstrated capacity to design a grants program and accompanying grants manual.
    • Demonstrated ability to work within a culturally diverse team.
    • Demonstrated, excellent written and oral presentation skills in English and Kiswahili are required.

    State Team Lead

    Job Description

    • Responsible for leadership of overall implementation of E-WASH project activities across sectoral, utility, and external relations in Abia or any other E-WASH state that he/she may be assigned to. Responsible for building strong relationships with state-level counterparts particularly within the State Water Board (SWB) to ensure the sustainability and effectiveness of reform efforts. Lead efforts for technical assistance to and capacity building of counterparts to deliver high-quality services. Oversee the delivery of services from short-term experts and support the overall harmonization of institutional and community efforts at the state-level. Liaise with security, finance, and M&E counterparts to support state-level implementation. Oversee state-level specialists.

    Essential Duties

    • The team leader will lead RTI E-WASH state implementation team to support the state, and specifically the state’s water board to implement the following project activities:
    • Provide technical support/assistance to develop water, sanitation and hygiene (WASH) baseline information that will feed into state Service Improvement Plan (SIP).
    • Support the creation of a professionally managed, commercially oriented SWB
    • Facilitate the increase in political and managerial autonomy of the SWB
    • Support strengthening of corporate culture that motivates and inspires staff to excel and achieve its vision, mission, and goal
    • Support Human Resources Development within the SWB
    • Support the improvement of financial and operational viability of SWB
    • Facilitate the improvement of business processes, financial management practices, billing and collection and customer service within SWB
    • Assist in the promotion and support the implementation of tariff review and increase
    • Support the SWB to develop, implement, monitor and evaluate a Performance Improvement Plan (PIP) over a period of specified time
    • Facilitate the development of Asset Maintenance Management Systems for SWB
    • Facilitate the design and operationalization of a Utility Support Fund for emergency repairs and small-scale improvements to increase operational efficiency
    • Support development and implementation of Non-Revenue Water (NRW) Management Strategy for state
    • Facilitate the strengthening of policy, institutional, and regulatory frameworks for improved WASH services
    • Support and design the implementation of specific policy reforms
    • Facilitate the establishment or strengthen regulatory unit or commission
    • Support the design and implement a strategy to improve the financing of WASH service delivery expansion and improvements
    • Support the enhancement of social accountability and institutional transparency for the WASH sector
    • Facilitate mapping and develop plans for public sanitation service improvement
    • Build coordination, advocacy, and strategic communications among sector stakeholders
    • Support the development and implementation of a Communications for Reform Strategy for the state
    • Provide technical support for institutionalization of GIS applications in the SWB
    • Perform any other functions as required by the COP

    Minimum Required Education & Experience

    • Master’s degree in Civil Engineering, or Business Management or any other engineering field or any other relevant field and 9 years of experience in water utility operations and management and/or WASH, MSC and 12 years or Bachelor’s Degree and 16 years of experience or equivalent combination of education and experience.
    • Expertise in performance and process improvement and specific expertise in areas including HR management, strategic planning, training and capacity building, financial management, and/or customer satisfaction and engagement.
    • Proven ability to effectively engage with and build capacity of government counterparts.
    • Demonstrated strength in diplomacy and consensus building to support reform and institutional change efforts.

    Job Description

    • The Driver will be responsible for driving E-WASH staff, international STTA visitors and local STTAs
    • He/She will provide reliable and safe driving services, ensuring the highest standards of professionalism, discretion, integrity, sense of responsibility, excellent knowledge of protocol whilst ensuring compliance with local driving rules and regulations.

    Essential Duties

    • Reliable and safe driving services for staff and officials: Drives office vehicles for the transport of E-WASH staff, international STTA visitors and local STTAs, delivery and collection of mail, documents and other items, and meeting official personnel and visitors at the airport and may include assisting with basic visa and customs formalities arrangements when required.
    • Maintenance of assigned vehicle: Ensures vehicle is always kept in good running condition by addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels and car washing.
    • Documentation of vehicle related information: Ensures availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle;
    • Keeps track of insurance and other vehicle particular expiring dates.
    • Log official trips, daily mileage, gas consumption, oil changes, greasing etc.
    • Read and understand specific vehicle/vessel operating manual to ensure appropriate operations of the vehicle.
    • Obey traffic rules and road signs, negotiate, liaise and coordinate with local authorities to facilitate smooth running of vehicle movements.
    • Ensures that the steps required by rules and regulations are taken in case of involvement in an accident.
    • Produce weekly records of mileage traveled.
    • Identify any apparent problems during field deliveries and report them to the appropriate personnel.
    • Develop and maintain good working relationships with all project/office personnel.
    • Perform other related tasks as required.

    Qualifications and Experience

    • Minimum of a Secondary School Certificate with three years of work experience.

    Knowledge, Skills and Abilities:

    • Knowledge of driving rules and regulations and skills in minor vehicle repairs.
    • Knowledge of radio, email, telephone and other relevant applications.
    • Trustworthy, high sense of responsibility, alertness, physical fitness on duty, emotional stability, neat and courteous.
    • A valid driver's license and knowledge of local driving rules and regulations.
    • Work experience as a driver in an international organization NGO or embassy with a safe driving record.
    • Ability to deal patiently and tactfully with people of different nationals and cultural backgrounds.
    • Ability to fluently communicate in both verbally and written language(s)
    • Fluency of the local language of the duty station as well as proficiency in English.
