    Program Officer

    ESSENTIAL FUNCTIONS

    • Provide support to programs
    • S/he will also design/review program materials and produce briefing and reports for meetings and technical consultations.
    • S/he will also support LHEF ethics applications and reporting
    • Coordinate technical advisory group, including maintaining communication with group members, documenting consultations. 
    • Support preparation for and implementation of Programs including communicating with program partners, maintaining timelines and documentation of Program activities, and planning for and supporting implementation of Programs. 
    • Oversee project coordination and partner collaboration to ensure timely communication, information sharing, and project implementation
    • Coordinate and support work planning, budgeting, and reporting
    • Assist in the preparation and monitoring of contractual agreements with organizations and consultants; monitor, review, and manage approval of invoices
    • Facilitate efficient communication with donors, partners, and consultants; establish and implement systems for partner, consultant, and field communication
    • Participate in communicating of the project’s vision, activities, and project results; develop/review external-facing presentations, briefs, and reports

    OTHER FUNCTIONS

    • Organize meetings and events (e.g. regular donor meetings, technical expert group meetings)
    • Support new business development initiatives as needed
    • Represent LHEF at meetings and events

    POSITION QUALIFICATIONS

     Education

    • Bachelor's degree in Medical sciences, social sciences, public health or a related field

     Experience

    • 3-5 years of experience implementing or managing Local, National and international public health programs, preferably NGO projects
    • Program management and/or program coordination experience required
    • Demonstrated ability to work effectively and ethically in international settings with multi-cultural teams and with technical and administrative staff and consultants
    • Proven expertise facilitating collaborative work with diverse partners engaged in complex projects; demonstrated ability to communicate effectively with these partners and colleagues and build strong professional relationships and networks

     Skills

    • Excellent written and verbal communication skills in English, including the ability to convey complex concepts in a clear and concise way and to help stakeholders act on the information
    • Knowledge of donor rules and regulations
    • Ability to manage and coordinate diverse tasks and facilitate relationships among multiple parties
    • Demonstrated ability to multi-task and to respond to changing situations in a flexible manner
    • Expertise preparing thorough, well-written, and concise documents
    • Sensitivity to cultural differences and understanding of the political and ethical issues in assigned areas
    • Ability to work and effectively communicate across operations, program, and research teams
    • Ability to work well in a team environment
    • Ability to work efficiently independently
    • Organizational skills and attention to detail
    • Good presentation skills
    • Proficiency in all programs in the Microsoft Office Suite; experience in other computer programs desired

    Grant Writer

    Job Summary

    • The Grant Writer will identify, define and develop funding sources to support existing and planned program activities as well as lead the development, writing, and submission of grant proposals to federal, state, and private funding agencies.

    RESPONSIBILITIES

    • Preparation of proposals and grant applications, and performance of  responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities in areas that support LHEF programs. 
    • The position is also responsible for collecting, analyzing, and reporting data on the performance of program activities that are funded by federal, state, and private funding agencies.
    • Researches and identifies new government, corporate, foundation and private funding prospects to match LHEF priorities. 
    • Generates high-quality proposals, narratives, applications and supporting documents in response to solicitations consistent with all policies and procedures of Galveston College, and the requirements and guidelines of the funding agencies;
    • Generates revenues for LHEF programs through timely submission of well-researched, WELL written and well-documented grant proposals;
    • Maintains primary responsibility for grant schedules and tracking grants;
    • Serves as a liaison to all funding agencies and organizations;
    • Works with appropriate personnel to research, develop, write and submit letters of inquiry, concept papers and grant proposals;
    • Coordinates and follows-up on the progress of submitted proposals;
    • Coordinates with the Business Office to create expenditure and income budgets to accompany proposals;
    • Develops and maintains a master file on pending grants and contracts;
    • Remains up-to-date on current issues relative to grant proposals;
    • Meets regularly with staff to discuss current and new funding needs;
    • Become cognizant of regulations & other matters of compliance with all grants including the FAQs, email, webinars and all other communiques from the Department of Education as they relate to the grants;
    • Become familiar with and adhere to policies and procedures of Galveston College and the State of Texas regarding grant management;
    • Inform staff and answer questions regarding allowability of proposed expenditures related to all specific grants;
    • Inform supervisor on the progress of all grants and issues that may arise with each grant.
    • Maintains confidentiality of information exposed to in the course of business regarding students, supervisors or other employees;
    • Contributes to a safe educational and working environment by participating in all drills and training and being prepared to take action should a health or safety emergency occur;.

     JOB REQUIREMENTS

    Minimum Education, Skills and Abilities

    • Bachelor’s degree required;
    • Grant writing experience, preferably with an NGO focus;
    • Experience which should demonstrate a proven track record of securing new funding opportunities; comprehensive knowledge of research, and the ability to distinguish and  identify opportunities for LHEF and technical programs.
    • Ability to work effectively under pressure; 
    • Excellent writing and verbal skills;
    • Be highly organized with the ability to implement systems and follow-up processes;
    • Proficiency in research, interpreting, and analyzing diverse data;
    • Excellent Computer skills (Microsoft Office Word, Access, PowerPoint and Excel), and database management skills;
    • Motivated self-starter with the ability to work collaboratively and independently with purpose and accuracy in a fast-paced environment. 

    Preferred Education, Skills and Abilities

    • Bachelor's degree;
    • 3 to 5 years of experience as a successful grant writer;
    • Previous grant budget development and management;
    • A proven record of securing major grants with certifiable references;
    • Knowledge of grant application process, scoring criteria and funding cycles;
    • Previous federal grant application, submission, approval and management of funds
