    Livelihood Coordinator

    Job Summary

    • Under the direct supervision and guidance of the Project Manager FSNL, the Coordinator will provide effective support to program activities that effectively meet the objectives of building resilience of vulnerable households for food and nutrition security and provide technical oversight and project leadership and management of livelihood and financial Inclusion activities.

    JOB RESPONSIBILITIES: 

    Team Supervision and Technical Management                                                                                                  

    • Provide programmatic leadership & team management in the implementation of the livelihoods interventions.
    • Provide technical guidance and direction for all livelihood activities; define and implement activities to achieve the greatest coverage and impact possible. 
    • Collaborate with the Project Manager and the technical sector leads to prepare strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation.
    • Identify gaps and needs in current programming areas of food security and nutrition, agribusiness and livelihoods programming.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Directly supervise all livelihoods field personnel in targeted areas.
    • Ensure training and ongoing capacity-building opportunities for staff on technical and project management skills.
    • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.

    Coordination, networking and external engagement 

    • Represent CARE at the Early Recovery sector coordination/donor meetings in Yobe.
    • Support the Area Manager in building relationships with other livelihood actors, UN, donor counterparts, and other I/NGOs.
    • Seek opportunities to collaborate with other organizations in both coordination, learning, and programming.
    • Network with other CARE entities, particularly around best practices, technical approaches and resource acquisition
    • Provide CARE’s communications & advocacy department with information to highlight CARE’s livelihood activities and impact.

    Monitoring, Reporting and Evidence Building      

    • The Livelihoods Coordinator will work closely with the MEAL team to develop reports on livelihood activities and submit them to the Project Manager for review as per WFP requirements. 
    • Ensure compliances with CARE and WFP standards in the implementation & management of livelihood programs.
    • Review, analyse provide inputs and feedback on livelihood project interventions to improve quality (including assessment, design, monitoring, and evaluation).
    • In cooperation with the MEAL team, support to strengthen the M&E systems.
    • Ensure that the Livelihoods 5W reports are consolidated and shared with the Early Recovery coordination cluster.

    Resource Mobilization      

    • Contribute to CARE’s resource mobilization efforts. 

    Other Responsibilities as Assigned                                                                     

    Required

    • Post-graduate Degree in Agriculture, Agribusiness or any related field.
    • Minimum 3 years of work experience in agribusiness development, livelihoods, financial and market inclusion programming.
    • Previous experience in implementing Market System Development programming, driving value chain development activities is preferable.
    • Ability to write reports of high quality.

    Desired

    • Knowledge of local languages spoken in Borno and Yobe.
    • Previous experience with INGOs or NGOs. 
    • Advanced computers skills (MS Word, Excel and PowerPoint

    Cash Based Transfer (CBT) Officer

    Job Summary

    • The Cash Based Transfer (CBT) Officer position should efficiently implement Cash Based/In-Kind response, and also perform specialized and/or standardized Cash-Based-Transfer (CBT) program-related processes and activities to support the effective delivery of assistance packages.
    • To provide guidance and support to the government and partners in implementing WFP plans. Part of the responsibility includes traveling to remote field.

    Responsibilities

    Key Duties and Responsibilities                                                                                                                                                                  

    • Apply technical knowledge and skills to implement and/or assist in community delivery of cash-based/in-kind programs. 
    • Promptly identify and recommend solutions to cash-based/GFD technical issues.
    • Participate on the on-job training on how the e-voucher system works, how to handle data, and accurately use the e- devices (e-voucher reader, Smartphone with application, and e-voucher) including the handover process with the vendors.
    • Participate on the on-job training on GFD and beneficiaries' rationing/entitlement.
    • Participate in the process of identifying beneficiary communities/targeting based on robust and participatory criteria if any.
    • Ensure appropriate community messages are transferred to clients, local government partners, vendors, non-clients, and other key actors 
    • Ensure training/re-orientation of the vendor staff e-voucher system (how it works, synchronization, handling including safe keeping of e-devices) until handover of the e-devices to CARE
    • Ensure the conduct of beneficiary feedback and response mechanism (BFRM) activities are undertaken and serve field focal point for handling the BFRM database.
    • Work with and provide timely technical support to CARE’s implementing partners; maintain encouraging and constructive relations with partner staff.
    • Closely work with all CARE field teams in general and with other partners on how to integrate and align cash programming with other partners activities and priorities.
    • Fully align with CARE safety and security procedures and provide support to security monitoring and assessments to ensure a safe and secure environment for program implementation
    • Coordinate the cash transfer assistant.

    Project Monitoring and Reporting                  

    • Assist in the collection of data, conduct of assessments (needs, market, risks, and security), and provide input for concept note/ proposal development for cash transfer project in collaboration with the local community structures and community members 
    • Monitor progress against grant work plan; promptly identify any current or potential delays. 
    • Produce/give CARE and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements.
    • Assist his/her supervisors to ensure all monitoring activities are fully detailed, including systematic and timely data required under the grant and for CARE M&E purposes.

    Capacity Building and Coaching:                                                                                                                               

    • Aware the communities and partners to consider cash response as one modality at the appropriate situations. 
    • Capacitate the community facilitators, staff under his/her supervisee, and others (if any) on cash Transfer Programming. 
    • Support and mentor the field staff on GFDP through CBT & In-kind modalities. 
    • Support and mentor the vendors to meet the humanitarian principles during Cash Response program/facilitating the payment to the beneficiaries. 

    Coordination and Representation                  

    • Participate on seasonal and FSS cluster assessments and share findings.
    • Work integrating with CARE finance, procurement, and admin/HR staff to process Purchase Requests, and Payments.
    • Represent the CARE in coordination meetings at different levels like LGA, community, and wards.
    • Build very good team sprit with CARE program and supporting staff at field and at office. 
    • Other duties as assigned by the supervisor to enable and develop CARE programs.

    Required

    • University Degree/HND in any of the following disciplines: Agricultural Economics or related field. 
    • At least 3 years of experience in connection with project management in the food security and/or livelihood sector, and preferably in a non-governmental organization of humanitarian and international character 
    • Previous experience in food distribution supervisory field is preferable
    • Ability to write reports
    • Able to work outside of regular working hours as required, including evenings and weekends if required.
    • A good experience in supervision is required. 
    • Experience with survey methodologies, nutrition assessment and relevant data analysis
    • 3 years of progressively responsible experience in the food security and / or livelihood sector of INGO and/or directly related area
    • Fluency in English and Hausa

    Desired

    • 3 years of progressively responsible experience in the food security and/or livelihood sector of INGO and/or directly related area. 
    • Experience in a development and/or humanitarian organization.

    Livelihood and Economic Inclusion Officer

    Job Summary

    • The Livelihood and Economic Inclusion Officer will be responsible for planning, implementing, and monitoring of livelihood, economic inclusion, agri-business development and Market System Development.

    Responsibilities

    Activity Planning and Implementation                                                                                                   

    • Lead on the livelihood component including planning, implementation, and monitoring. 
    • Ensure that the project livelihood activities are implemented in line with the project's main objectives for the targeted groups and in compliance with CARE and WFP policies and practice with respect to safeguarding policy, code of conduct, equal opportunities, and other relevant policies and procedures.
    • Update activities trackers for the livelihood component. 
    • Draft concise, useful, and analytical reports, case studies, and other documents as needed on a monthly, quarterly, and annual basis as required.
    • Develop and maintain strategic relationships with stakeholders including other NGOs, INGOs, governmental authorities, and private sector to ensure smooth implementation.
    • Support the MEAL team in developing and updating monitoring tools relevant to the project’s livelihood interventions. 

    Capacity Building/ Technical Support                                                                                                   

    • Mobilize beneficiaries into product groups.
    • Review and adapt basic business, financial and relevant technical training material.
    • Deliver livelihoods and economic inclusion training (Seed Multiplication, FFBS, VSLA, Business Management, Agro-processing and Product Marketing) and coaching sessions for beneficiaries.
    • Identify and organize collaborative partnerships with the relevant governmental authorities, local services providers / traders and ensure targeted HH have access to this network.
    • Facilitating peer-to-peer support and formal collaboration between targeted HHs.

    Coordination and Representation    

    • Participate in coordination cluster assessments.
    • Represent the CARE in coordination meetings at LGA, community and wards.

    Resource Mobilization                                                                                                                                                   

    • Contribute to funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.

    Scope Assistant

    Job Summary

    • The role holder will oversee the implementation of WFP-funded SCOPE registration activities in all Food Security and Livelihood project locations throughout Yobe state.
    • Under the direction of the information technology officer, will be working closely with other FSL Project Officers and SCOPE Registrars to ensure that beneficiaries are properly registered and that SCOPE cards are issued to enrollees.
    • He/she will be the overall supervisor of the scope registration team and will be responsible for project field management, coordination, and regular monitoring in all areas of operation.
    • He/she will also represent CARE at SCOPE-related meetings with WFP and stockholders.

    Responsibilities

    SCOPE                                                                       

    • Manages and regularly updates the Food Security and Livelihood project SCOPE/Digital registration in compliance with the defined project strategy as well as ARE and WFP guidelines.
    • Supervises the SCOPE registration team and provides appropriate guidance and oversight as they conduct daily field activities.
    • Total management of the SCOPE/Digital registration equipment, materials, and data.
    • Manages the SCOPE /digital registration data, and progress report of the e-registration activities to enhance smooth distribution exercise.
    • Manages shared e-registration-related complaints in accordance with CARE and WFP guidelines.
    • Liaises closely with WFP SCOPE Unit/Office regarding SCOPE implementation and related issues.
    • Actively participates along with other project officers in coordination meetings, if requested.
    • Prepares and submits all SCOPE registration activities reports at the end of each SCOPE activity.

    Training/Registrar engagement                                                                                     

    • Facilitates the training of Scope project staff on the Scope online/offline system focusing on efficient planning, coordination, implementation, and monitoring of the project activities.
    • Participate fully in the selection and engagement experience SCOPE registrar in various locations of implementation.

    SCOPE Infrastructure                                                                                            

    • Maintain IT systems during the WFP SCOPE registration/verification.
    • Support WFP SCOPE Registrars during Food distribution activities in the LGAs in Yobe state.
    • Manage all WFP SCOPE IT-related issues in the LGAs in coordination with WFP SCOPE Team.
    • Plan SCOPE activities (data capture, verification, etc) in coordination with the project manager.

    Stockholder Engagement                                                           

    • Develops and maintains strong working relationships with all stakeholders – WFP, Community support groups, community leaders, and NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.

    Collaboration                                                                 

    • Participates actively in the monitoring of the project in collaboration with the M&E Officer with specific attention on the efficiency of the WFP Livelihood, BSFP, GFD, etc.

    Resource Mobilization                                                                                    

    • Contribute to CARE’s resource mobilization efforts.                                                          

    Required

    • BSc/HND in Electrical Engineering, Computer Science, Computer Engineering, Information Technology, or related study and evidence of NYSC discharge certificate.
    • At least 5 years of relevant work experience in a related technical environment.
    • Experienced in the INGO Sector of which 3 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context.
    • Proficiency with LAN, Wireless, and WAN technologies
    • Proficiency in troubleshooting and resolving network, hardware, and software problems.
    • Fluency in English is required.
