    Finance Officer

    Job Overview

    The Finance Officer (FO) reports to the Director, Finance and Admin. The FO will be responsible for supervising all banking transactions, preparation of PVs and writing of cheques, posting of PVs and preparation of financial reports. He/she is responsible for budget tracking, reviewing posted accounting transactions in the QuickBooks, bank statements reconciliation, and preparation of staff payroll. The FO will also be in charge of making requisition for funds, reimbursements and involvement in the capacity building of relevant staff on Financial management. He/she is to keep financial records and produce financial reports for audits.

    Specific Responsibilities:

    • Process all approved payments in line with standard practices with appropriate supporting documents
    • Provide administrative and technical support to the Staffs to ensure that all advances are retired and reports are prepared and submitted on a timely basis.
    • Assist in the logistics preparation for and during workshops.
    • Filling of retired payment vouchers with supporting documents.
    • Posting of daily transactions (Income & Expenditure) using accounting Package.
    • Carry out banking transaction and recording of daily lodgments and withdrawers
    • Preparation of PVs and writing of cheques
    • Posting of PVs and preparation of financial reports
    • Responsible for budget tracking, bank statement reconciliation  and preparation of staff payroll
    • In charge of making requisition for funds, reimbursement and involvement in the capacity building of the Staffs on financial management
    • Keep financial records and write up financial reports.

    Coordinate and support the finance unit management of accounting systems, policies and procedures in compliance with ARFH established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the project beneficiaries.

    Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources

    • Any other duty that may be assigned.

    Qualification Required

    ·         B.Sc. Accounting, Economics or Social Sciences

    ·         ICAN, CFA or ACCA Qualification

    • 4 – 5 years of professional experience in an NGO environment
    • Professional proficiency in spoken and written English and strong interpersonal communication skills

    ·         Good working experience with QuickBooks Accounting package

    ·         Excellent working knowledge of Microsoft Office – Excel, Ms Word, PowerPoint, etc.

    TB/HIV Specialist

    Location: Minna, Niger State

    Job Overview

    • The TB/HIV Specialist will work report to the TB/HIV Advisor to ensure continuous TB screening during the ART and PMTCT clinic and other service delivery points where programs have contact with clients with the aim of increasing the TB/HIV coinfection notification rate.
    • Optimize routine screening of TB in HIV patients
    •  Intensify TB infection control measures
    • Mentor Health Care Workers to Scale up uptake of IPT
    • Linking testing to prevention for HIV negative PBFW:
    • Implement innovative strategies to increase awareness of TB/HIV co-infection among people Living with HIV and prevent transmission of TB among PLHIV
    • Identify TB presumptive cases and provide support for sample collection and referral for GeneXpert Testing.
    • Support the TB/HIV Advisor to deploy innovative strategies to ensure optimal TB diagnosis across all the GeneXpert sites in both Kwara and Niger States
    • Will lead the Community TB workers to intensify contact tracing for all newly identified cases to reduce community spread.
    • S/he will ensure Tuberculosis Preventive Treatment (TPT) is administered to PLHIV to protect them from the likelihood of coming down with TB.

    Key Responsibilities

    • Strengthen the Referral System for Sputum Transportation
    • Ensure all program documentation meets donor requirements and audit inspection standards, and is submitted to donors in a timely fashion;
    • Contribute to HIV/AIDS & TB strategy implementation and operational planning, and for cross-cutting priorities;
    • Coordinate the design and implementation of components related to tuberculosis programs and TB/HIV collaborative activities.
    • Provide technical assistance in tuberculosis and TBHIV management capacity building to field officers
    • Work in close collaboration with the Care and Treatment Unit in the implementation of integrated HIV, TB and other medical services at the facility level
    • Assist in the provision of programmatic assistance to CBOs on issues of management and control of tuberculosis and HIV activities in communities of intervention.
    • Contribute to development of lessons learned from programs and projects related to tuberculosis and TBHIV collaboration and apply these lessons to modify existing program and improve the design of new programs.
    • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
    • Contribute to the development of program strategies, subproject documents, work plans and budgets.

    Qualifications Required

    • MBBS with Master’s degree in public health.
    • Minimum of 4-6 years progressive experience in TB/HIV Care and treatment
    • Expertise and experience in infectious diseases such as Tuberculosis, HIV/AIDS
    • Experience applying a gender perspective to disease specific programming desirable

    PMTCT and CECAP Specialist

    Job Overview

    • The PMTCT/CECAP Specialist will report to the PMTCT/CECAP Advisor.  
    • Work with the PMTCT/CECAP Advisor to facilitate access of pregnant women and promote regular attendance at the antenatal clinic
    • Work with the PMTCT/CECAP Advisor to facilitate the scale up implementation of PMTCT program across selected PHCs in LGAs of intervention
    • Ensure that non-hospital delivery will be identified for prompt referral for HTS through the community leaders.
    • Support the mapping of all TBAs, maternity homes and prayer houses where delivery takes place and hold meeting with them on the areas of collaboration. 
    • Support facility level implementation and clinical mentoring of healthcare workers on increasing demand for PMTCT and Cervical cancer screening uptake
    • Supervise the activities of trained testers conducting HTS using various community structures to increase case findings of HIV positive pregnant women
    • Ensure all HIV positive pregnant women or mothers identified at the community level are supported through assisted referrals for treatment in designated health facilities
    • Increase the awareness and uptake of Cervical Cancer Screening among WLHIV enrolled on the ACE cluster 4 Project through innovative approach at the Facility and community. Provide strategic direction, technical oversight, and ensure appropriate support for the development and implementation of program activities in Cervical Cancer prevention.

    Key Responsibilities

    • Work with the PMTCT/CECAP Advisor to ensure all HIV positive pregnant women undergo routine laboratory investigations and ensure that all positive pregnant women are linked to treatment
    • Ensure aggressive linkage to prevention services for at risk clients including AGYW, women of reproductive age and PBFW. This will include integrated PrEP services within the ANC/PNC.
    • Ensure that HEIs are provided with single or dual ARV prophylaxis to prevent transmission of HIV from mother to child.
    • S/he will ensure that EID testing is used to identify infected children at birth using NAT based on the new 2020 HIV Prevention, Care and Treatment.
    • Work out logistics to ensure ARV prophylaxis are provided to expose babies as per guidelines for low risk babies and high-risk babies.
    • Ensure all exposed babies are supported to receive immunization according to NPIs.
    • All Positive mothers and their infants are linked to OVC services within the state of implementation who will support active tracking through assisted referrals from birth to the final outcome of the baby
    • Implement strategies to improve Cervical cancer screening among women living with HIV
    • Work with health facilities to ensure the ART and PMTCT clinics are used as screening hub for WLHIV using Visual Inspection with Acetic Acid (VIA).
    • Strengthen Linkage of VIA positive for further diagnosis and appropriate treatment through effective referrals.
    • Support training plans and facilitation of health care providers on cervical cancer prevention program and to build capacity of the health facility staffs to ensure the necessary equipment and supplies are available
    • Supervise and mentor health care workers at sites implementing the program
    • Build capacity of service providers in documentation, data collection and analysis
    • Document successes, lessons learned, and challenges in implementation through routine monthly, quarterly, and/or annual reports to ARFH National Office, CCCRN, the donor, and other reporting requirements as requested.
    • Maintain excellent relationships with all partners
    • Support the PMTCT/CECAP Advisor to prepare budgets, and work plans, particularly those pertaining to cervical cancer prevention program.

    Qualifications Required

    • MBBS and Master’s degree in public health as added advantage.

    TB /HIV Advisor

    Location: Ilorin, Kwara State

    Job Overview

    Reporting to the Chief Executive Officer of ARFH but with direct responsibility to the Chief of Party of the ACE project the TB/HIV Advisor will;

    • Provide technical leadership in the delivery of TB, TB-HIV and other integrated medical services across all the ACE C4 supported sites in Niger and Kwara States.
    • Develop tools, SOPs and provide recommendations related to the implementation, clinical management and monitoring of TB/HIV activities across all the ACE supported facilities
    • Provide strategies and approaches, related to TB/HIV co-infection case finding and effective referrals
    • Support implementation of TB/HIV including clinical mentoring of healthcare workers geared towards identification of TB/HIV co-infection cases and appropriate management.
    • Coordinate the design and implementation of components related to tuberculosis programs and TB/HIV collaborative activities in all ACE supported states

    ·         Implement innovative strategies to increase awareness of TB/HIV co-infection among people Living with HIV and prevent transmission of TB among PLHIV

    • Provide high-level technical expertise and oversight to ensure that the ACE TB & HIV programs are of high quality and impactful
    • Provide technical leadership and technical support related to TB/HIV collaboration strategies and approaches related to implementation of collaborative activities
    • Assist in the rollout and scale-up of suitable models for TB & HIV/AIDS service delivery, in collaboration with Ministries of Health, donors and other stakeholders;
    • Support start-up of new TB & HIV/AIDS programs, work planning, and provide technical input throughout project implementation to ensure programs meet set objectives
    • Provide strategic guidance for program interventions in the following areas: KPs at higher risk of TB and HIV infection, paediatric TB and HIV counselling and testing, prevention among PLHIV, HIV care and treatment, PMTCT, and integrated services.
    • Represent ARFH in HIV & TB Technical Working Groups (TWG), task teams, workshops and campaigns;

    Qualifications Required

    • MBBS or degree in Behavioural or social sciences. Possession of Master’s degree in public health, behavioural sciences or other relevant discipline is desirable
    • Minimum of 7-9 years progressive experience in TB/HIV Care and treatment
    • Demonstrated experience and track record in dealing with public and private donors, including knowledge of and experience with donor funded mechanisms.

    PMTCT and CECAP Advisor

    Location: Minna, Niger State

    Job Overview

    The PMTCT and CECAP Advisor will report to the Chief Executive Officer of ARFH but with direct responsibility to the Chief of Party of the ACE project The PMTCT & CECAP Advisor will:

    Facilitate the optimization of maternal retesting to close gaps of missed opportunities.

    Ensure optimization of ARV regimens for HIV positive PBFW:

    • Mentor providers to counsel women on available treatment options before, during pregnancy and breastfeeding.
    • Promote Partner Involvement/participation during ANC. ACE C4 will implement interventions that promote partner support at ANC by leveraging community/religious platforms to facilitate men’s engagement in ANC.
    •  Integrate PMTCT into SRH, MNCH Services. ACE C4 will integrate PMTCT into family planning services across supported services to prevent HIV transmission during pregnancy among women and adolescent girls.
    • Testing and follow up of HE to ensure sites achieve 100% coverage of EID testing for HEI by 2 months of age and same-day linkage to ART initiation for positive infants.
    • Support follow-up HIV tests for HEI at 9-12 months; at any time, the infant has signs suggestive of HIV infection; and after 18 months and/or 6 weeks after cessation of breastfeeding to determine final HIV status.
    • Improve Cervical Cancer Screening
    • Work with health facilities to ensure the ART and PMTCT clinics are used as screening hub for WLHIV using Visual Inspection with Acetic Acid (VIA).

    Job responsibilities

    • Provide Case-management for mothers and HEI until a final outcome is ascertained
    • Strengthen referral mechanism for Community PMTCT.
    • Map and update the directory of service providers offering ANC services.
    • Leverage support for Rapid Test Kits (RTKs) for testing from Government and other stakeholders including private sector.
    • Facilitate the adoption of a cluster-based approach to facilitate HTS at TBA/FBA centers for all registered pregnant women.
    • Engage and train women who successfully complete PMTCT to serve as Mentor-Mothers and provide adherence support to newly diagnosed PBFW and collaborate with SFH/OVC partner and Community Case Workers to facilitate ARV prophylaxis within 72hours, and DBS at six weeks until final outcome, and management of OIs.
    • Lead the deployment of innovative strategies to reduce the risk of MTCT in a HIV positive woman during pregnancy, labour, delivery and breastfeeding through prompt treatment of STIs and infection of the genital tract, ensuring adequate nutrition for pregnant women.
    • Ensure all exposed babies are supported to receive immunization according to NPIs.
    • Support planning, coordination and supervision of cervical cancer screening activities in ACE- C4 supported facilities
    • Support training facilitation of health care providers on cervical cancer prevention program and build the capacity of the health facility staff and service providers on cervical cancer screening, documentation, data collection and analysis.
    • Support effective referral system for WLHIV diagnosed with Cervical Cancer to appropriate treatment centre within the state.
    • Carry out strengthened supportive supervision, data quality and commodity management
    • Incorporate cervical cancer prevention program (CECAP) into other health services - HPV vaccination, conduct screening using VIA, and treatment using thermal ablators (where eligible as well as utilize other technologies to improve uptake) for all Pregnant Women Living with HIV (PWLHIV) targeted at AGYW, and refer appropriate services linked with reproductive health.
    • Build the capacity of Health care workers and facilitate access of women living with HIV for cervical cancer screening
    • Work closely with other relevant ministries, the implementing partners and other key stakeholders to support implementation of CECAP strategies;
    • Ensure that high volume sites across all the LGAs interventions are supported to be able to conduct VIA.
    • Strengthen Linkage of VIA positive for further diagnosis and appropriate treatment through effective referrals.

    Qualifications Required

    • MBBS with post graduate degree in Public Health is required for this position.
    • The applicant must have 7 – 9 years of professional experience in an integrated HIV Care and treatment, PMTCT, Cervical Cancer Screening and Treatment Program.
    • Demonstrated experience training clinical or community-based healthcare workers on CECAP and other HIV prevention areas.
    • clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) including TB in resource constrained settings.
    • Demonstrated skills in screening of cancer of the cervix and HPV
    • Possession of an MPH or post graduate degree in a related field is an advantage
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable
    • Ability to work in a complex environment with multiple tasks, short deadline, and intense pressure to perform and timely target achievement is required for this position
