    LSM Coordinator

    The Opportunity

    • As the Larviciding Coordinator, you will provide organizational and logistical management for the project’s integrated vector control operations in country.
    • You will focus on programmatic and management oversight for all aspects of the PMI Evolve project’s larval source management (LSM) operations in Argungu, Kebbi State, including spray planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting.
    • You will coordinate closely with government counterparts and oversee the activities of project’s field and seasonal  staff.
    • This position reports to the Technical Manager and works closely with the Entomology Coordinator and MEL Specialist.
    • This employment is for a fixed term of 12 months. This position is in Argungu, Kebbi State.

    Key Roles and Responsibilities

    Specific duties and responsibilities include the following:

    • Coordinates all activities of larvicide evaluation and larval source management in target sites.
    • Determining larviciding operations labor requirements, and overseeing the recruitment of seasonal personnel
    • Quantifying insecticides/larvicides, sprayers, PPE, and all other equipment and supplies
    • Developing operations activity schedules and organizing micro-planning meetings
    • Ensuring adherence to USAID/PMI BMP for IRS/Larviciding
    • Coordinates training-of-trainer courses, and the training of the different categories of larviciding personnel.
    • Determines larviciding personnel performance targets, and tracks progress against larviciding campaign targets and timelines.
    • Ensuring that there are adequate stock levels of commodities, equipment and supplies, at all larviciding operation sites.
    • Ensuring that correct techniques are applied and ensuring that supervision and monitoring tools are used as required
    • Ensuring quality and accuracy of primary data and safely delivered to data centers
    • Oversees the management of warehouses and stores and ensures that appropriate equipment, larvicides and PPE are provided to seasonal personnel
    • Ensuring that all store records are up to date throughout the larviciding operations
    • Identifying, and overseeing the preparation and renovation of larviciding operation sites/bases
    • Achieves operations-related Monitoring & Evaluation and Quality Control indicators of the project.
    • Develops all reporting-related deliverables for larviciding activities
    • Promotes targeting, integration and equity (gender equity, hard-to-reach populations, etc.) of project’s vector control strategies and activities.
    • Oversees social behavior communication and community mobilization and directly supervises other larviciding personnel
    • Supports the MEL team in data management, analysis, and preparation of report
    • Contributes, in close coordination with the Technical Manager, to the development and delivery of the country capacity-building plan to transfer integrated vector control skills to stakeholders including local institutions.

    What We Value

    Minimum Qualifications

    • Bachelor’s Degree + four years of relevant experience, or master’s degree + two years of relevant experience 

    Preferred Qualifications

    • Bachelor’s Degree in Public Health, Environmental Health, or other relevant field.
    • At least four (4) years of relevant professional work experience, with significant amounts of experience directly in Integrated Vector Control.
    • Experience in regulatory and operational aspects of insecticide use and management is preferred.
    • Demonstrated ability to work with a minimum of direction and supervision.
    • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
    • Strong management and planning skills of project tasks and budgets.

    • Excellent computer skills, computer software programs, including MSWord, Excel, and PowerPoint.

    Entomology Monitoring, Evaluation and Learning Analyst

    The Opportunity 

    • As the PMI Evolve LSM Entomology MEL Analyst, you will be responsible for managing and implementing monitoring, evaluation and learning functions for PMI Evolve entomology activities.
    • You will play an important role in collecting, managing and analyzing entomology data to inform evidence-driven decisions.  
    • This position reports into PMI Evolve MEL Specialist.  
    • This is employment is for a fixed term of 12 months. This position is in Argungu, Kebbi State.

    Core Responsibilities 

    • Manages LSM activities including tablets configuration, training of community vector control technicians and Community mosquito collection, data synchronization, data cleaning, data verification for completeness, accuracy, and consistency, troubleshoots any issues related to mobile data collection process.  
    • Ensure consistent and ongoing coordination and communication among project team members and/or subcontractors to support timely and high-quality data collection, data entry and data cleaning activities.
    • Manage entomological data entry and data cleaning activities, and regularly monitor data quality within the DHIS2-based data management system. 
    • Support the maintenance of the project’s DHIS2-based data management system by regularly updating key documentation and communicating configuration requirements.
    • Support the testing and implementation of MEL tools and systems, including but not limited to mobile data collection, DHIS2-based programs, etc.
    • Provide support to the lead entomologist(s) in the development of summary data tables, figures and dashboard items for reports and presentations.
    • Lead training of data entry clerks, technicians, or other key stakeholders on the use of standard project MEL tools and practices
    • Work with key stakeholders and partner organizations to respond to entomological data requests and export result breakdown.
    • Other duties as assigned.  

    What We Value

    Minimum requirements

    • Bachelor’s Degree + 2 years of relevant experience, or master’s degree

    Preferred qualifications

    • Proven track record in managing data collection, data management, analysis and reporting activities; experience with USAID-funded is projects preferred.
    • Demonstrated experience in using Excel is required. 
    • Experience using DHIS2 and mobile data collection platforms (DHIS2, ODK, CommCare, or other similar programs) is highly desirable.
    • Strong analytic and quantitative database management skills and report writing.
    • Good interpersonal, communication and analytical skills
    • English language fluency 
    • Knowledge of Hausa Language will be an added advantage
    • Willingness to travel to the field to provide on-site support as needed.

    Environmental Compliance and Safety Assistant

    The Opportunity 

    • As the Environmental Compliance & Safety Assistant, you will be responsible for overseeing LSM program compliance with United States Government (USG) and local environmental regulations, and program adherence to requirements as laid out in USAID Programmatic and Supplemental Environmental Assessments and amendments, and compliance with the PMI IRS Best Management Practices Manual in 11 wards of Argungu LGA in Kebbi State. Under the supervision of the Technical Manager, she/he will be responsible for Larval Source Management activities detailed below. This employment is for a fixed term of 12 months. This position is located in Argungu, Kebbi State.

    Project Description

    • The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains.
    • Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact.
    • Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

    Core Responsibilities 

    • Ensure environmental compliance procedures and best practices in waste management, inventory management, vehicle inspections and Pre-Season Environmental Compliance Assessment  
    • Ensure safe working procedure during larval source management activities.
    • Ensure appropriate and timely disposal/recycle of solid waste generated during LSM activity.
    • Lead routine environmental assessments and store preparation and support the routine environmental monitoring.
    • Supervise and perform routine inspection of LSM activity implementation, safe storage, use, and disposal of larvicides.
    • Participate in the training of community vector control technicians and community mosquito collectors. 
    • Provide technical assistance to LSM implementation teams and counterparts.
    • Ensure the timely preparation of LSM reports. 
    • Demonstrated ability to work with a minimum of direction and supervision.
    • Performs additional tasks as may be assigned from time to time by supervisors.

    • High School Diploma plus 4 years relevant experience or bachelor’s degree plus 2 years relevant experience 

    Preferred Qualifications

    • Bachelor’s Degree with a minimum of 2years of relevant workplace experience, or master’s degree with a minimum of 1 years’ experience in Environmental Compliance, Health and Safety, Environmental Engineering, or other relevant field.
    • Some experience in environmental compliance and insecticide use and management.
    • Experience working in close partnership with government stakeholders, local community leaders, and partner organizations with an emphasis on capacity strengthening and skills transfer.
    • Two years of successful training and coaching experience in a field environment.
    • Demonstrated ability to work with a minimum of direction and supervision.
    • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
    • Demonstrates leadership and teamwork and produces high quality work in a timely, cost-effective manner and has excellent writing skills.
    • Excellent organizational, interpersonal communication and computer skills.

    Storekeeper

    The Opportunity 

    As the Storekeeper, you will be responsible for inventory management and assuring that commodities used in integrated vector control (IVC) campaigns are secure and safely stored at the project’s main warehouse. You will help arrange for the logistics of delivering all IVC commodities – whether IRS, ITN, LSM, or new malaria vector control products – to campaign operations sites in various locations, and assuring accurate inventory counts for all commodities being used during an IVC campaign. You will be expected to liaise regularly with the seasonally employed storekeepers, logistics assistants, and/or IVC site supervisors during campaigns to ensure all needed commodities remain in-stock, and updating project staff of stock movements, inventories, and trends.   This employment is for a fixed term of 12 months. This position is in Argungu, Kebbi State.

    • Receipt and quality control of delivered goods to project warehouse.
    • Processing appropriate hard copy and/or digital supply chain documentation to document stock movement and updating stock cards to assure an accurate count of IVC commodities at the central warehouse.
    • Managing the project’s inventory control system during an IVC campaign – IRS, ITN, or LSM - including storage, quality control, inventory record-keeping, and inventory reporting.
    • Working with the project staff to supervise the storage, distribution, and transport of IVC commodities throughout the vector control supply chain to assure they have the necessary equipment.
    • Working with project staff to supervise storekeepers, IRS operation sites, and/or ITN distribution points.
    • Assuring accurate and exact knowledge of IVC malaria commodities at the central warehouse
    • Ensuring that at the end of an IVC campaign and/or distribution event, the personal protective equipment (PPE) and commodities are retrieved from the field sites and are accurately recorded in the stock register.
    • In collaboration with the Environmental Compliance & Safety Officer:
      • Ensuring that all health and safety measures are in place and followed when utilizing insecticide- or larvicide-based products
      • Ensuring clearance and proper disposal of all waste material and excess items from project store.
    • Other duties as assigned.

    What We Value

    Minimum Qualifications

    • Bachelor’s Degree + two  years of relevant experience or masters + zero years of experience

    Preferred Qualifications

    • Bachelor’s Degree in Logistics, Business, Supply Chain Management, or other relevant field.
    • At least four years  in supply chain management and the storage of health commodities.
    • Demonstrated experience in warehouse/stores management.
    • Experience managing ITN, IRS, or LSM commodities for malaria vector control is an advantage.
    • Excellent management, supervisory, organizational, computer, and writing skills.
    • Experience with international donor projects preferred
    • English language fluency. 
    • Ability to speak Hausa Language will be an added advantage
