    Consultant, Staff Retreat Team Building Facilitator, Data.FI Nigeria

    Background

    • In April 2019, USAID awarded implementation of the Translating Data for Implementation (Data.FI) cooperative agreement to a consortium led by Palladium. Data.FI is a $180 million, 5-year project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries as part of a suite of large-scale global HIV programs representing the next generation of HIV/AIDS programs.
    • The project plays a key role in USAID’s goals of helping partner countries on their journey to self-reliance and transitioning local organizations to prime recipients of USG funding.
    • The overall goal of the project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic.
    • The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. 
    • In order to ensure rapid access to high quality data, Data.FI is working towards accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.

    Purpose of Position

    • Palladium is seeking a qualified consultant to facilitate its Data.FI Staff retreat and to compile a report outlining the workshop's proceedings, including practical recommendations and operational tools which can be used by the team in the future.
    • The consultant will support Palladium in facilitating and moderate a team building retreat that will improve working dynamics, staff motivation, communication, and enhance knowledge sharing.
    • The overall purpose of this assignment is to improve staff productivity and performance at the workplace by conducting various fun, challenging, and engaging activities to strengthen team spirit, trust, and collaboration among team members.

    Primary Duties and Responsibilities
    Preparation / Planning of the Team Building Retreat Workshop:

    • Facilitation of the team building retreat workshop.
    • The team building exercise should be creatively organized to include strategic brainstorming sessions aimed at helping the staff to develop and articulate organization and individual work plans to ensure optimal delivery of the program outputs.
    • More time shall be given to outdoor /interactive / participatory activities.

    Expected Outputs
    Preparation / Planning of the Team Building Retreat Workshop:

    • A customized training and team building plan clearly articulating the objectives of the team building exercise.
    • Interactive and flexible facilitation tools and material aids for brainstorming prepared prior to the workshop.
    • Facilitation of the team building retreat workshop:
    • Prepare and conduct fun and productive activities involving all staff (both indoor and outdoor) that promote team spirit and encourage an understanding of the role of teams in the work environment.
    • Interdepartmental interactions - knowledge sharing session between the program activities underway within the different units.
    • Brainstorming sessions aimed at identifying the mandates and harmonization of the project activities.
    • Brainstorming sessions resulting in a suggested operational structure and communication skills/strategy within/by the organization.
    • A team building component to enhance teamwork.

    The Output of the Retreat Workshop Should be a Report Outlining:

    • The retreat workshop proceedings and key outcomes.
    • Identify strength and weaknesses in communication and collaboration and recommend how to build on strengths and address weaknesses.
    • Strategic recommendations on the institutional design/operational design.
    • The team building exercise should be creatively organized to include strategic brainstorming sessions aimed at helping the staff to develop and articulate organization and individual work plans to ensure optimal delivery of the program outputs.
    • More time shall be given to outdoor / interactive / participatory activities.

    Expected Outcomes:

    • Ensuring that the personnel develop clear working arrangements for the effective delivery of the work plans and or duties and responsibilities outlined in their job descriptions/terms of references.
    • Initiating the discussion on the best communication practices.
    • Supporting the team in clarifying their respective goals and objectives with respect to the ideology of the organization.
    • Facilitating sessions that would help identify those issues which have the potential to inhibit the team from reaching its goals.
    • Satisfying the expectations of all staff for the team building exercise.

    Required Qualifications

    • Master's in Social Sciences, Human Resources Management, Program Management, Development, Communications, or a closely related field.
    • Minimum of 10 years of relevant professional experience.
    • Proven track record of facilitating team building and knowledge sharing workshops and consultancy experience.
    • Demonstrated knowledge of NGO programs management.
    • Excellent analytical writing and communication skills.
    • Full computer literacy and fluency in English – both written and spoken – are essential.
    • Prior experience with donor supported agencies is an advantage, as is knowledge of donor policies and procedures.

    Purpose of Position

    • Palladium is seeking a Strategic Information Advisor to work with the USAID and Data.FI Nigeria Strategic Information (SI) teams and service delivery implementing partners (IPs) to support data quality assessments, the Site Improvement Monitoring System (SIMS), and the Blended Performance Assessment Approach (BPAA) in line with USAID Nigeria's vision of sustainable quality data for decision making to achieve epidemic control. The Advisor will lead DQA processes in line with data quality protocols approved by USAID Nigeria.
    • (S)he will report to the Senior Regional Data Use Advisor and as part of the Data.FI Nigeria Data Analytics team will be supporting situation room activities across several states supported by USAID.

    Primary Duties and Responsibilities

    • Support the development and finalization of DQA protocols, site selection methodology, and site visit plans.
    • Institutionalize a standardized approach/methodology to data reviews.
    • With inputs from USAID/Nigeria's relevant technical office and the Data.FI team, finalize materials and lead data assessor training.
    • Conduct IP M&E systems assessments and data verification for select HIV/OVC program indicators at IP central levels, intermediate and service delivery/sub-contractor levels (as appropriate).
    • Participate and supervise the field activities of multiple teams of data quality assessors
    • Coordinate debrief meetings of DQA and SIMS assessors following the facility and IP visits.
    • Review and provide relevant feedback on daily reports of DQA activities and findings submitted by DQA assessors.
    • Evaluate and assure system compliance with laws and regulations applicable to managing patient information.
    • Technical backstop in data quality and data alignment exercises, working with the IPs at the state level with interventions cascaded to facility levels.
    • Recommend actionable recommendations to address emerging data quality issues and M&E system issues identified.
    • Compile site visit reports and validated data into comprehensive DQA reports.
    • Develop PowerPoint presentations debriefs with USAID/Nigeria and other stakeholders.
    • Carry out other DQA/SIMS tasks assigned by the Senior Regional Data Analytics and Use Advisor/or Country Director.
    • Provide technical support to situation room implementation across several USAID supported states:
    • Work with other IPs to strengthen the data analytics and visualization capabilities of the automated partner performance reporting (APPR) platform, District Health Information Software, version 2 (DHIS2), situation rooms, and other platforms.
    • Build the capacity of national programs and Country staff in data demand and information use, applying developed curricula, and conduct follow-on mentorship.
    • Any other duties assigned per the dynamic programming environment as defined by USAID.

    Required Qualifications

    • A Master's Degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science, or a related field.
    • At least 8 years' experience advising on HIMS or routine health information systems.
    • Experience working with HIV/AIDS programs, including DHIS 2 preferred.
    • Extensive demonstrated experience in leading and managing rigorous and evidence-based DQAs.
    • Extensive demonstrated experience in training M&E methodologies, data collection and analysis, and findings dissemination sessions using DQA findings.
    • Demonstrated experience writing evaluation reports and data quality assessment reports for USAID or other donors.
    • Sound knowledge of the USAID ADS policy, especially guidance and requirements on DQAs.
    • Familiarity with conducting qualitative and quantitative data analysis in SPSS, Stata, NVivo, or Excel for DQA.
    • Working knowledge of patient-level and aggregate data management systems.
    • Knowledge of project management principles to manage outputs with multi-disciplinary teams, including extensive
    • knowledge of IT principles, methods, and techniques.
    • Ability to work well under pressure; skills in crisis management and problem-solving; ability to achieve consensus among multiple stakeholders.

    Purpose of Position

    • Palladium is seeking a Strategic Information (SI) Consultant to support the USAID and Data.FI Nigeria SI teams and in collaboration with U.S. President's Emergency Plan for AIDS Relief( PEPFAR) service delivery implementing partners (IPs), the  National Agency for the Control of AIDS (NACA) and relevant Taraba State Ministries, Departments and Agencies (the State Ministry of Health, Taraba State Agency for the Control of AIDS (TACA), State Ministry of Women Affairs) to leverage weekly PEPFAR high-frequency reporting (HFR) data to support control of the HIV epidemic in the state.
    • The SI Consultant will work with the Data.FI Nigeria SI Advisor and TACA to implement a field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for key priority indicators, by promoting peer-exchange and problem solving. The Consultant will be reporting to the SI Advisor, with overall supervision provided by the Senior Regional Data analytics and Use Advisor

    Primary Duties and Responsibilities

    • Provide technical support to PEPFAR high-frequency reporting (HFR) and optimal use of the automated partner performance (APPR) platform at the state level; facilitation of access across hierarchies.
    • Support TACA and State Ministry of Health in institutionalization and implementation of the HIV/AIDS program situation room; standardizing the data review approach across the State LGAs , partners and other stakeholders.
    • Support implementation of weekly data reviews for rapid action methodology at State level and across hierarchies.
    • Support implementation of a unified data use strategy and data review guidelines
    • Conduct data collection and collation at State level
    • Working with the Strategic Information Advisor(s), support implementing partners to facilitate and support HFR processes to identify barriers to data use and generate solutions to address those barriers.

    • Palladium is seeking a Data Analyst to support the USAID and Data.FI Nigeria Strategic Information (SI) teams and service delivery implementing partners (IPs) to leverage weekly PEPFAR data to control the HIV epidemic in Nigeria.
    • In support of the overall aim of the Data.FI data use strategy to generate demand for data and improve clinical outcomes around testing, linkage, retention, and viral suppression by engaging IPs, LGA stakeholders, and state-level decision-makers; the Data Analyst will provide in-depth analysis of data, support generation reports, and high-quality dashboards and information products for key priority indicators.
    • The Analyst will report to the Senior Regional Data Use and Analytics Advisor.

     Primary Duties and Responsibilities

    • Support weekly surge reporting for surge and "yellow" states
    • Support weekly data analysis of high-frequency reporting (HFR) data
    • Support orphans and vulnerable children (OVC) program data analysis
    • Support semi-annual USAID Data for Accountability, Transparency, and Impact Monitoring (DATIM) performance analysis
    • Support data extraction, aggregation, and triangulation from different data sources - automated partner performance reporting (APPR), DATIM, and the National Data Repository (NDR)
    • Support the Site Improvement Monitoring System (SIMS)/APPR data follow-up and configuration
    • Support the conduct of regular analysis and reviews of national and state-level performance on key priority indicators
    • Support development of APPR visualization and compiling user requirements; clarify and document data analysis and reporting needs. Support guidance and insight on data visualization options for dashboard design.
    • Support formatting of data architecture and structures necessary to support reports on the APPR and dashboards.
    • Support documentation of implementing partners and stakeholders request for APPR and analyses requirements
    • Support periodic data quality assessments and SIMS activities
    • Support target projection, generation and analysis for HIV care and treatment, and OVC indicators

    Required Qualifications

    • A Master's Degree in Public Health, Statistics, Health Informatics, Computer Science, Monitoring and Evaluation, or another related field.
    • A Bachelor's degree with sufficient years of experience will also be considered.
    • At least three to five years' work experience in data analysis, data formatting, BI (Tableau, Power BI, and other tools), and analytics development or other related analytical projects with recent proven experience developing data visualizations, dashboards, and reporting.
    • At least three years' experience working with health management information systems or routine health information systems
    • Experience working with large datasets (on relational and non-relational data stores) and excellent understanding of metadata, District Health Information Software, version 2 (DHIS 2), and patient-level data.
    • Advanced data analysis skills and proficiency in statistical or GIS software packages such Stata, SPSS, Epi, QGIS, etc.
    • Proficiency in the development of infographics and packaging of information products
    • Experience working with HIV/AIDS programs, including DHIS 2 preferred
