    GIS / Data Visualization Expert

    Locations: Abuja (Central) and Rivers
    Department: Strategic Information                                   
    Reports to: Monitoring and Evaluation Lead

    Overview

    • The Monitoring and Evaluation unit is responsible for the collection, collation, reporting and use of data within the ACHIEVE program.
    • The unit is also responsible for generating high quality data, implementing M&E processes at all levels and collaborating with relevant stakeholders to support IHVN’s public health interventions at the central, facility and community levels.
    • The role of the GIS /Data visualization Expert will be to utilize available data and analytics tools to tell stories and promote data use at all levels, develop GIS products that will support program implementation.

    Job Summary:

    • The job requires a highly skilled individual with skills and experience in telling stories with data, utilizing available tools ranging from GIS tools to data visualization tools to promote data use.
    • The GIS expert/ Data visualization expert will be responsible for application of geographic information systems on the ACHIEVE project including relevant aspects of research design, support in designing data collection tools, ensuring (spatial) data quality, geo-spatial and remote sensing analysis, drafting of maps, and production of web maps and information management systems.
    • The Program Officer is to ensure data quality, adhere to best practices in data collection, collation, reporting and use in different levels.  S/he will perform complex data analytics utilizing Microsoft Excel, POWER BI, TABLEAU, STATA, GIS, Infographics and/or Business Intelligence tools and make recommendations based on findings.
    • The Program Officer will correctly visualize data using appropriate charts and develop PowerPoint presentation using appropriate infographics.
    • S/he will promote health system strengthening activities at all levels, and the use of standard tools and indicators required in the program.

    Responsibilities

    • Support and monitor collection, collation, analysis, reporting and use of data.
    • Support in designing data collection tools, ensuring (spatial) data quality, geo-spatial analysis, drafting of maps, and production of web maps and information management systems.
    • Ensure the drafting of timely and accurate GIS products, which comply with program implementation guidelines on data visualization.
    • Perform complex data analytics utilizing Microsoft Excel, TABLEAU, STATA, GIS, and/or Business Intelligence tools and make recommendations based on findings.
    • Correctly visualize data using appropriate charts.
    • Develop PowerPoint presentations using appropriate infographics.
    • Support the routine use of data for decision making at supported states, Local Government Areas (LGAs) and facilities through gap analyses and run charts.
    • Participate in the development and periodic review of program reporting protocols
    • Participate in developing matrices in line with indicator requirements.
    • Ensure data quality through support on data tasks, such as data cleaning and analysis to uphold standards.
    • Support the team to generate all program reports including ad-hoc reports, routine program reports and CDC quarterly, semi-annual and annual progress reports.
    • Ensure reporting tools, standard monitoring and evaluation indicators are utilized for consistency in measurement.
    • Participate in the development of Performance Monitoring Plans and Monitoring & Evaluation.
    • Generate regular gap analysis to show program/ state progress towards achieving set targets.
    • Put in place proper feedback mechanism to ensure quality of indicator reports.
    • Participate in periodic data quality assessments at health facilities we support, generate reports and track implementation of recommendations from the exercise.
    • Provide technical guidance on program indicators across all thematic units
    • Oversee data reporting on DHIS and NMRS.
    • Support use of data for program planning, evaluation, and policy advocacy.
    • Perform other duties as assigned by the Monitoring and Evaluation Lead.

    Minimum Requirements:   

    • A University Degree in any of the following or related fields: Medicine, Pharmacy, Natural and Social sciences, Statistics, Public Health and Epidemiology; a Master’s Degree will be an added advantage.
    • Minimum of three (3) years working experience in relevant GIS role.
    • Experience in data collection, analysis and use.
    • Experience with HIV/AIDS and tuberculosis programs or related health service programs.
    • Experience with the CDC and Global Funds Strategic Information System is highly desirable.
    • International Organization or other NGO experience is an asset.
    • Proficiency in report writing is key.

     Knowledge, Skills and Abilities: 

    • Knowledge of monitoring and evaluation practices, methods, tools and guidelines.
    • Good understanding of the PEPFAR MER guidance.
    • Ability to perform complex data analytics and visualization utilizing Microsoft Excel, TABLEAU, STATA, GIS, and/or Business Intelligence tools and make recommendations based on findings
    • Strong quantitative and qualitative analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues

    Program Assistant, Strategic Information

    Department: Strategic Information                                   
    Reports to: Strategic Information State Lead

    Overview

    • The Monitoring and Evaluation unit is responsible for the collection, collation, reporting and use of data within the ACHIEVE program.
    • The unit is also responsible for generating high quality data, implementing M&E processes at all levels and collaborating with relevant stakeholders to support IHVN’s public health interventions at the central, facility and community levels.
    • The role of the Program Assistant, Strategic Information will be to assist in the implementation of M&E processes at the different levels within the state.

    Job Summary

    • S/He will assist in the implementation of Strategic Information activities in the state to ensure program targets are met. 
    • Implement and ensure data quality and best practices in data collection, data management, and data reporting at different levels. Ensure the use of standard tools and indicators required in the program.
    • Promote health system strengthening activities at all levels. Collaborate with the Government of Nigeria agencies to conduct monitoring and evaluation activities.

    Responsibilities

    • Collate site level indicator reports and ensure completeness, correctness and consistency of data reported.
    • Ensure complete and consistent reporting on DHIS.
    • Ensure compliance of sites / regions to reporting timelines and reporting lines.
    • Ensure all program reports received from sites and CBOs/NGOs within the state are complete and correct and properly archived.
    • Ensure the availability and utilization of standardized monitoring and evaluation indicators and tools for consistency in measurement.
    • Monitor data processes from collection, collation, analysis, reporting and use.
    • Participate in site monitoring, supervision and mentoring.
    • Assist in generating regular gap analysis to show state/site progress towards achieving set targets.
    • Participate in periodic data quality assessments at IHVN supported sites and generate reports.
    • Maintain site information data and site list for the state.
    • Assist in the maintenance and support of Electronic Medical Records system implemented at site.
    • Responsible for ensuring monthly data export from EMR at site level for onward submission to the next level.
    • Perform other duties as assigned by the State SI Officer.

     Minimum Requirements   

    • A University Degree in any of the following or related fields: Medicine, Pharmacy, Natural and Social Sciences, Statistics and Epidemiology.
    • Minimum of 1 year working experience in relevant field.
    • Experience in data collection, processing and use.
    • Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or impact mitigation programs in the West African context is desirable.
    • Experience with the PEPFAR SI system highly desirable.

    Health Informatics (HI) Officer

    Department: Strategic Information                                   
    Reports to: Health Informatics Lead

    Overview

    • The Health Informatics unit of the department of Strategic Information is responsible for implementing information systems that will support IHVN’s public health interventions at the central, facility and community levels.
    • The role of the Health Informatics Officer will be to support the implementation of health informatics solutions, support the testing and deployment of new solutions and providing feedback on solutions for updates, enhancements  and also to improve the efficiencies in line with our very dynamic public health program needs.

    Job Summary:

    • The Program Officer - Health Informatics will support the development, deployment, update, users training, troubleshooting of electronic health information systems or mobile application solutions deployed for program implementation at supported facilities and communities.

    Responsibilities

    • Develop and deploy Health Information Systems at supported facilities or communities (NMRS module and other health information systems).
    • Support already deployed Health Information Systems at facility/community level. (Training, Technical support, troubleshooting, updating and issue reporting).
    • Ensure that all EMR modules are fully supported and in use at all times.
    • Support upload of data from the EMR into the National Data Repository on a weekly basis.
    • Ensure that standard processes and protocols are adhered to at facility level in the deployment of Health Information Systems (Routine backup, Weekly NDR uploads, Confidentiality and Privacy Protocols, Governance and Accountability Frameworks).
    • Routine reporting to the Team Lead on the status of Health Informatics Interventions at facility and community level.
    • Provide feedback on new/enhanced health information systems deployment, routine upgrades, and new requirements to the central team.
    • Performing other duties as assigned by the HI Lead and the Director of Strategic Information.

     Minimum Requirements

    • Degree in Software Engineering, Computer Science, Mathematics, Physics, Statistics, Information Technology.
    • A Master’s Degree in Information systems, Computer Science or a relevant Degree will be an added advantage.
    • Minimum of 4 years experience working with, deploying and supporting Open MRS or other information systems in a public health program environment.

    Knowledge, Skills and Abilities: 

    • Experience supporting information systems like Open MRS, DHIS2, Nigeria Medical Record System, ODK Collect, and Lab Information Systems.
    • Experience working with MySQL Community Server, Apache Tomcat, war files and Java Web Applications.
    • Experience working with XML and JSON data encoding formats.
    • Experience in working with Ubuntu OS and Linux environments.
    • Understanding of HIV AIDS performance indicators and reporting processes.
    • Experience supporting Mobile or Web Applications for public health programs implementation will be an added advantage.

    Program Officer Surveillance

    Location: Abuja (Central Office)

    Reports to: Surveillance Lead

    Overview

    • The Surveillance unit of the department of Strategic Information is responsible for implementing HIV/AIDS surveillance activities and surveys in IHVN-supported States.
    • The unit is also responsible for engaging relevant stakeholders to collaborate on strengthening surveillance activities and to promote the use of data collected through surveillance activities for improved patient management and public health response.

    Job Summary

    • The Program Officer, HIV Epidemiology and Surveillance will provide technical support for the implementation of HIV/AIDS surveillance activities and surveys in IHVN-supported States.
    • The Program Officer will collaborate with Stakeholders, including Federal/State Ministries of Health, funders, and relevant implementing partners to strengthen the national HIV/AIDS case-based surveillance, recency surveillance and mortality surveillance initiatives.
    • The Program Officer will provide support for epidemiological data collection, analysis, and use for monitoring the trends of HIV sentinel events among people living with HIV. The Program Officer will provide technical assistance to site and above-site level personnel to ensure surveillance data are used for improving the quality of patient management and public health response.

    Job Responsibilities

    • Performs HIV/AIDS surveillance data analyses and monitors surveillance data for change in epidemiological trends.
    • Participates in planning and conducting outbreak and other epidemiologic investigations by assisting with the onsite review of facilities and procedures; interviewing patients, health care providers, and others involved; and assisting in collecting data from local agencies or other health entities.
    • Participates in rapid/emergency response to suspected/confirmed outbreaks as needed.
    • Assists in preparing reports from analyses of surveillance data, literature reviews, and other information using behavioural science, demographic and epidemiologic analytic techniques, and evaluation.
    • Perform data quality assurance activities; undertake periodic field supervision visits to assess and evaluate the implementation of surveillance activities, identify gaps and recommend corrective actions based on key performance indicators.
    • Participates in writing grants and other funding proposals.
    • Analyses, systematizes, and disseminate scientific and evidence-based technical information and knowledge.
    • Participate in capacity building initiatives for surveillance data use

    Job Requirements
    Education:

    • Master’s Degree in Public Health, Epidemiology, or Biostatistics is essential.
    • Medicine, Pharmacy, Statistics or related medical degree is desirable.

    Experience:

    • Minimum of 4 years’ experience in disease surveillance especially in HIV/AIDs program.

    Knowledge / Skills:

    • Applied knowledge of principles and practices of epidemiology.
    • Knowledge of HIV/AIDS surveillance initiatives in Nigeria
    • Research methods, procedures, and techniques used in identifying and evaluating disease characteristics.
    • Contemporary medical methods and practices used in the control of a variety of diseases.
    • Principles and practices applicable to the surveillance and investigation of communicable diseases.

    • The role of the Developer will be to support the development of solutions as required to improve program efficiencies.
    • These solutions will include but not limited to developing custom modules for the EMR, enhance existing functionalities and develop solutions to improve efficiencies in line with our very dynamic public health program needs.

    Job Summary

    • The job requires a highly skilled full-stack software developer with experience in building web applications using Java/PHP who will be responsible for supporting the development of solutions as required to improve program efficiencies.
    • These solutions will include but not limited to developing custom modules for the EMR, enhance existing functionalities and develop solutions to improve efficiencies in line with our very dynamic public health program need
    • The position also requires analyzing program requirements and business objectives, determining application features, functionalities, recommending and implementing changes to existing Java/PHP-based applications, among other duties.

    Responsibilities

    • Enhance the functionality of the Nigeria Medical Record System by building custom modules in line with the dynamic needs of the program.
    • Enhance the functionalities of existing Health Information systems.
    • Test components, NMRS modules and applications (mobile and web) developed by other collaborators before deployment.
    • API integration of different Health Information System for a secure data exchange.
    • Ensure that standard software development processes and protocols are followed in in all software projects (Clean Coding, Architecture, Documentation, Source Code management)
    • Any other responsibility as maybe deemed fit assigned as our Health Information System needs evolve with time.
    • Performing other duties as assigned by the HI Lead and the Director of Strategic Information.

    Minimum Requirements
