    Social Protection Capacity Development Advisor - Adamawa

    Responsibilities & tasks:

    Responsibilities.

    • Under the general guidance of the Head of Social Protection Component, and in close collaboration with the Social Policy Advisor, the Social Protection Policy Advisor is responsible for the following: 

    Programme Planning & Implementation – State Social Registries  

    • Analyze key research studies, evaluations, and reports on social protection in Nigeria to identify and document lessons and produce analytical summaries for internal use and / or policy application.
    • Support the design and implementation of approaches towards broadening and quality improvements of the State Social Registers (SSRs). 
    • Support the design and development of approaches towards strengthening the integrity and visibility of the State Social

    Registers (SSRs) through effective multi-stakeholder engagements. 

    • Facilitate institutional capacity development support to the State Operations Coordinating Units (SOCUs) in intervention states. 
    • Support the design of approaches & initiatives for data protection of the SSRs in line with the national data protection law.
    • Facilitate high level political advocacy and engagement in intervention states with the State Operations Coordinating Units (SOCUs) for the usage of the State Social Registers (SSRs) by a broad range of state and non-state stakeholders. 
    • Provide technical advice and support to the state social registries towards the identification and enumeration of poor and vulnerable households. 
    • Design and implement capacity building initiatives for staff of the state social registries.
    • Design and implement sustainable approaches for institutional support to the state social registries. 

    Facilitate the contracting of consultants and service providers and monitoring of the implementation of such services. 

    Grants Management and Reporting 

    • Support the development of calls for proposals, assessment of partner proposals and preparation of the grant agreements. 
    • Ensure grants monitoring efforts including checking of the financial reports/documents of partner(s) before submission to programme finance team and HQ, giving feedback on adjustments needed for correction of financial reports, ensuring that expenditure tallies with budget provisions.
    • Identify, mitigate, and communicate about risks around external stakeholders’ engagement, strategy/programme, people finance, operations, compliance, and environment.

    Tasks

    Knowledge Management, Monitoring, Visibility, and other Duties

    • In close liaison with the M&E Advisors support effective impact monitoring and reporting for the Components in line with the requirements of the commissioning parties (EU and BMZ).
    • Support effective communication and visibility of the Programme and in line with requirements of commissioning parties.

    Other duties/additional tasks

    • Performs other duties and tasks at the request of management

    Required qualifications, competences, and experience.

    Qualifications

    • A university degree in Social policy, Sociology, Social Work, Economics, Statistics, Operations Research, Development Studies, Political Science, Social Sciences, or similar area of study.

    Professional experience  

    • A minimum of 5 years’ professional work experience in relevant thematic areas of the Programme (Social Protection, Data Analysis, Social Registers, Social Policy, Governance, Institutional strengthening & Capacity Building).
    • Good knowledge of the Nigerian Social Protection context at the federal and sub-national levels. 
    • A strong ability in database management, data analysis, institutional strengthening, and management of social registers. 
    • Effective project management skills and experience managing or working in complex multi-faceted projects.
    • Ability to work in a dynamic, multidisciplinary, and highly political context.
    • Familiarity with gender mainstreaming in social protection programming.

    Other knowledge, additional competences

    • Strong writing, reporting and presentation skills.
    • A very good working knowledge of Office 365 tools (i.e. Microsoft Word, Excel, PowerPoint, and MS Teams)
    • Proficient in performance-driven planning monitoring and reporting.
    • Resourceful, resilient and with an ability to stay motivated in the face of setbacks or during periods of pressure.
    • Self-motivated, performance oriented and with good analytical ability.
    • Solutionist orientation.
    • Spoken and written language skills in English will be required. Fluency in Hausa and/or Kanuri would be an asset.

    • Facilitate legislative engagements for the development and approval of a social protection legal framework with the Borno State House of Assembly. 
    • Support the design and development of contextualized social protection, social inclusion and human capital development policy and legal frameworks in Borno State.
    • Support the provision of technical inputs to oversee the drafting, peer review, validation, and institutionalization of social protection policies in Borno State.
    • Facilitate high level political advocacy and engagements including legislative engagements for domestication, approval and implementation of the social protection policies and legal frameworks in Borno State. 
    • Support capacity assessments and design and implementation of capacity building initiatives for social protection actors and institutions in Borno State. 
    • Build and strengthen strategic partnerships through networking and advocacy with local/national government, development and humanitarian partners, NGOs, funding organizations private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on social protection.
