    Program Manager (PM)

    JOB DESCRIPTION

    Program Manager leads design, implementation, and monitoring of projects and reports to the Program Coordinator. The Program manager will work hand in hand with the management team to provide oversight to program implementation including strategic, programmatic, technical, and financial and ensure that grants management integrity of the entire project is met. S/he will be responsible for oversight of work plan implementation, ensuring compliance with DCR regulations. PM will coordinate with the project team and oversee staff to ensure sub-awards achieve program goals. S/he will develop, maintain, strengthen and expand a collaborative approach and program documentation. S/he will serve as the primary point of contact on program management with donor and stakeholders. The Program Manager will provide technical oversight to raise awareness about the effects of the violence on women and girls in general, with an emphasis on coaching staff to build their capacity, advocating for improved services for women and girls, and ensuring quality response to reach women and girls in conflict affected areas. The PM will liaise with team members and other departments for coordination and to carry out job responsibilities.

    RESPONSIBILITIES

    • Supports management in providing management and technical oversight of programs, ensuring that program activities are effectively and efficiently implemented
    • Provides management and support for work planning, project implementation, budget development and tracking, and sub awards management within established policies and principles of DCR,  within the regulations and standards set by the donor;
    • Ensures that rigorous analytical management systems are in place and that staff are capable of enforcement of compliance of these systems to achieve financial administrative and programmatic goals;
    • Oversees work plan monitoring systems development and implementation
    • Provide coordination of various administrative and finance support units to ensure projects receive the quality and quantity of services required in a timely manner;
    • Provides timely and accurate programmatic reports and other contractual deliverables to management and donors as required;
    • Works with the Project leadership in communicating with donors and partners about the project
    • Provides training, mentoring and coaching to program management and project staff
    • Supervise and manage the program team to ensure conformity to the project goals and deliverables.

    • Provide guidance and advice to the programs management team on technical issues of gender mainstreaming and related advocacy in projects

    REQUIREMENTS

    Qualifications and Experience:

    • Must have a university degree in Public administration, Project Management, or other relevant social science or arts course, certificate in social work and development, with significant relevant work experience in conflict affected areas.
    • 3 years program management experience, preferably in insecure locations,
    • Minimum of 2 years of relevant work experience in gender, advocacy, and women empowerment issues with additional understanding of Gender-Based Violence(GBV) and Violence Against Women and Girls(VAWG)
    • Demonstrated experience working with international organizations and systems/regulations in gender programming and gender mainstreaming.

    Executive Director

    JOB DESCRIPTION

    The Executive Director is resoresponsible for the day-to-day administration of DCR Ambassadors. The Executive Director is responsible for overseeinghuman resources, programs, and strategic plan of the organization. She is expected to establish contact with donors and development corporations towards fundraising, grantmaking, community outreach and marketing of the organisation to the public.

    The position reports directly to the Board of Directors.

     RESPONSIBILITIES

    •   Trustee Board Governance:  She works to provide secretariat suppirt to the Trustee Board to fulfill the organization's mission.
    • She is responsible for leading staff/volunteers/interns/consultants in a manner that supports and guides the organization’s vision and mission as defined by the Board of Trustees.
    • Responsible for communicating effectively with the Trustee Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.
    •  Financial Performance and Viability:   Develops resources sufficient to ensure the financial stability of the organization.
    • Responsible for fundraising and developing other revenues necessary to support  DCR Ambassadors’ vision and mission.
    • Responsible for the fiscal integrity of the organization, including submissionmission Trustee Board of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the organization.
    • Responsible for fiscal management that generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
    • Organization Mission and Strategy:  Works with the Trustee Board and staff to ensure that the mission and vision of the organization are fulfilled through programs, strategic planning, and community outreach.
    • Responsible for implementation of the organizations' programs that carry out the organization’s mission.

    Monitoring and Evaluation (M&E)Officer

    JOB DESCRIPTION

    The M&E Officer(s) will support the Monitoring and Evaluation (M&E) Unit in implementing the M&E strategy, as detailed in the DRC AmbassadorsM&E plan, to periodically measure and report on the project performance, results, and impacts of the project. The M&E Officer(s) will provide day-to-day management of monitoring & evaluation activities, working with DCR Ambassadors staff, external consultants, key stakeholders, and volunteers involved in the project reporting process.

    RESPONSIBILITIES

    • Manage the information-gathering process to report performance quarterly and annually.
    • Institutionalize monitoring activities including, data collection, reports preparation, and documentation. This includes also exchanging and communicating information, results, and lessons learned, with staff and stakeholders. 
    • Document good practice, analyze trends, and cross-cutting implementation issues.
    • Provide support in the oversight of data quality control and review.
    • Ensure the periodic reports are made publicly available on the DCR Ambassadors web page.
    • Provide any other required assistance and guidance to the M&E unit; this includes working with external evaluators in the implementation of impact evaluation missions, responding to Donor’s requests for information: data sources, data measurement methods, frequency of data collection, disaggregation, etc.

    REQUIREMENTS

    Qualifications and Experience:

    • Undergraduate degree in Business Administration, Economics, Public Policy, Social development, Engineering, or a closely related field.
    • Minimum of five years’ experience in monitoring and evaluation activities.

    • Prepare routine correspondence and memoranda for Executive Director's signature;

    Monitoring and Evaluation Assistant (M&E Assistant)

    JOB DESCRIPTION

    The M&E Assistant will work closely with all program staff in the field to implement the DCR Ambassadors Borno M&E commitments, improve program quality through enhanced data management systems and processes. The position will support measurement in the Field Office.The Assistant will support the M&E officer in managing day to day M&E tasks arising in the Field Office and providing technical support to field teams to ensure effective implementation of projects. The M&E Assistant will assist the Monitoring & Evaluation Officer in the discharge of his/her duties, while he/she reports to the Monitoring & Evaluation Officer, they both report to the Program Coordinator. The M&E Assistant will work hand in hand with the M&E Officer and PM and management team to provide oversight to program implementation including strategic, programmatic, and technical.

    RESPONSIBILITIES

    • Assist in routine data collection and entry for various interventions implemented in the field and ensure that complete, accurate, clean and consistent data is shared with the M&E Officer for data analysis and action planning.
    • Ensure proper filing of M&E documents including questionnaires, monitoring reports, datasets among others
    • Participate in regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified
    • Submit to the M&E Officer weekly and monthly updates on M&E activities conducted in the field
    • With support from the M&E Officer, participate capacity building and mentorship activities for field staff in data collection and cleaning
    • Keep the M&E database up to date and help program staff prepare periodic high quality reports
    • Assist program staff during survey planning and implementation especially preparing logistics needed, participating in data collection and cleaning 
    • Foster good relationships and team spirit with program and operations staff in the field
    • Perform any other M&E tasks assigned by the M&E Officer or his/her supervisor

    REQUIREMENTS

    Qualifications

    Qualifications and experience:

    • A bachelor`s degree in Social Sciences, Information Technology, Development Studies, Statistics or a related discipline with 1-2 years’ experience in M&E.
    • Considerable experience in qualitative and quantitative data collection methods

    Gender Officer (GO)

    The Gender Officer (GO) will work closely with the Program Team to support the integration of a gender perspective to new and existing DCR Ambassadors projects and work to ensure that gender is mainstreamed and strengthened in programs.     • Ensure accuracy and completeness of payment documents in compliance with DCR ambassadors, donor policies and procedures.
    • Coordinate with distinct teams for advance issuance and their timely adjustment of advances, trainings and documentation.
    • Ensure completeness of supporting documents in all respect which includes authenticity of signatures, cross-checking attendance sheets, and verifying payments made to beneficiaries
    • Posting all vouchers into transaction spreadsheet on daily basis for review by the Finance Officer and ensure that all information in the spreadsheet is correct and complete.
    • Processing of petty cash transactions on daily basis and ensure petty cash is replenished on time to meet daily cash needs.
    •  Carry out cash count as per the DCR Ambassadors’ policy and schedule and document the cash count sheets for records.
    • Prepare all payments and make sure that they are properly coded and supported with relevant necessary documents.
    • Assist Finance office in monthly bank & account reconciliation.
    • Ensure all the financial documents are properly filed and Paid stamping of all the invoices and related documents before filing.
    • Ensure timely preparation of tax challan& deposit into the bank.
    • Visit the Bank for necessary collection & submission of financial documents.
    • Photocopies & scanning of all necessary documents/Instruments.
    • Perform any other task assign by the line manager.

    QUALIFICATIONS  AND  SKILLS

    • Minimum of degree in Accounting, Business Administration, Economics, or a closely related field.
    • Minimum of three years of Finance experience preferably in NGO is mandatory.
    • Honesty and strong commitment.
    • Accuracy in record checking.
    • Ability to work as part of the team.
    • IT skills including MS Office & Accounting applications.
    • Languages: Fluency in English ( spoken and written), Hausa, and Kanuri
