    Laboratory Officer

    Vacancy Number: KN62

    Purpose of the Position

    • The Laboratory Officer will work in close collaboration with different States laboratory quality assurance officers in ensuring effective and quality laboratory services in selected LGAs.
    • Hierarchically, the Laboratory Officer reports to the Programme Coordinator.

    Responsibilities
    As a Laboratory Officer you will:

    • Provide technical assistance to the Connectivity Project in improving the Laboratory systems as well as improving the use of laboratory related data for decision making.
    • Support the development of TB laboratory strengthening/ strategic plans within the context of national laboratory strategies.
    • Provide support and technical assistance to Truenate sample transport networks and implementing mechanisms.
    • Provide high quality technical assistance to improve the implementation of the Truenat Connectivity project rollout in the country, including tracking and monitoring progress.
    • Coordinate and supervise Connectivity Project supported laboratories to take initiatives to improve tuberculosis control through other TB Laboratory technologies.
    • In collaboration with QA officer, LGATBLS and other relevant stakeholders, support assessment and supervision of lab services in all supported labs.
    • Builds capacity of facility staff through training and mentorship.
    • Stay up-to-date on international and local developments in the field of TB policies reviewing relevant literature.
    • Liaise with State Quality Assurance Officer in facilitating the functionality of the Truenat connectivity solution across supported labs.
    • Serves as resource and technical support to personnel in Truenat connectivity issues.
    • Participate in appropriate technical meetings.
    • Perform other additional duties as assigned.

    Who are We Looking For?
    Education:

    • A Degree in the Medical Laboratory Sciences and related fields (an MPH would be an advantage).

    Knowledge / Experience:

    • A minimum of 5 years working experience in TB and/or HIV programs.
    • Experience as laboratory quality assurance officer or laboratory manager.
    • Experience in working with: HIV & TB program; USAID projects or any development partner.

    Behavioral Competencies and Skills:

    • Strong coordination, planning, and supervisory skills, willingness to travel across the country and if required at short notice.
    • Competent with laboratory operational plan development, implementation and evaluation of results.
    • Self-motivated with a strong ability to identify and develop relevant areas of work.

    Programme Coordinator

    NTBLCP Connectivity Project

    • The National Tuberculosis, Leprosy and Buruli Ulcer Control Program (NTBLCP), a division under the department of Public Health, Federal Ministry of Heath is charged with the coordination and implementation of all Tuberculosis, Leprosy and Buruli Ulcer control activities in Nigeria.
    • Part of the strategy to ensure improved accountability for identified cases is the innovative connectivity approach using GXAlert/ASPECT. The programme has leverage on this to ensure connectivity of all Xpert/MTB Rif machines in-country which has posed as an advantage for early notification.
    • The NTBLCP having received new molecular diagnostic tools (Truenat) plans to extend diagnostic connectivity to these machines with funding from the STOP TB partnership to be implemented in partnership with KNCV and SystemOne , there is need to engage three personnel for improved new tools connectivity coordination.

    Purpose of the Position

    • The Programme Coordinator will work with and coordinate the implementation of Connectivity Project in Akwa Ibom, Anambra, Bauchi, Cross River, Delta, Lagos, Nasarawa, Kaduna, Kano, Katsina, Osun, Oyo, Rivers and Taraba state to deliver on key project objectives. He/she will ensure the implementation of Connectivity project in the 14 states including monitoring progress against planned activities.
    • Hierarchically, the Programme Coordinator reports to the Project Lead.

    As a Programme Coordinator you will:

    • Coordinate the implementation of the Connectivity Project in the focused States.
    • Lead efforts in operational plan development, project implementation as well as monitoring and evaluation.
    • Lead efforts in the engagement of key state level stakeholders, state TB programs, Ministry of health and Local government on the implementation of the Connectivity Project activities.
    • Work with the Connectivity Project technical partners and establish a project management platforms project planning, review and monitoring of progress.
    • Provide technical assistance on rapid assessments, situational analysis, evaluations and other related activities with focus on Connectivity Project focused States.
    • Provide technical guidance on training and capacity building in the focused states in the implementation of Connectivity Project.
    • With the assistance of country office staff, monitor all intervention strategies to ensure that they meet administrative, financial and programmatic goals.
    • Conduct supervision to designated Connectivity Project focused states/LGA’s.
    • Provide technical support and oversight to State staff on implementing key intervention areas of Connectivity Project in designated states/LGA.
    • Monitor & supervise the implementation of project activities in the designated states/LGAs.
    • Support rigorous monitoring and a strong focus on evaluation system to track the progress of all activities and outputs.
    • Organize and report monthly on the implementation of the project in the states.
    • Perform other additional duties assigned.

    Requirements
    Education:

    • Minimum of MPH or Master's Degree in other relevant Public Health disciplines.

    Knowledge/Experience:

    • 3 to 5 years’ experience working with: TB & HIV program at various levels
    • Experience with USAID or UN projects or any development partner is an advantage.
    • Strong coordination, planning, and supervisory skills.
    • Competent with operational plan development, implementation and evaluation of results.
    • Comfortable planning and delivering multiple activities under pressure to strict deadlines and high levels of precision.
    • Self-motivated with a strong ability to identify and develop relevant areas of work.
    • Able to communicate complex issues in a concise, accessible and engaging manner.

    • Ensure implementation of the M&E plan for Connectivity Project including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to program counterparts to ensure that the data collection, data management and reporting, are of the highest possible quality.
    • Hierarchically, the M & E Officer reports to the Programme Coordinator.

    Responsibilities 
    As a M & E Officer you will:

    • Ensure timely and complete reporting of project activities.
    • Adapt & implement tools & techniques to improve quality and use of data.
    • In collaboration with the State TB program, mentor all M&E focal persons in the state level as well as Local Government TB & Leprosy Control Supervisors (LGTBLSs) and Health Facility Staff.
    • Contribute to employ a rigorous monitoring and evaluation system to track the progress of all activities and outputs, including a strong focus on evaluating Tuberculosis awareness and participation in all project activities.
    • Support the project coordinator in data management for rapid assessments, situational analysis, surveys, evaluations and other research as required.
    • Assist in monitoring and evaluating progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
    • Assist the project coordinator and support monitoring and evaluation and knowledge management activities.
    • Ensure timely data collection, compilation and reporting according to Connectivity Project monitoring and evaluation plan.
    • Perform other additional duties as assigned

    Who Are We Looking For?
    Education:

    • Bachelor's or Master's Degree in Social Sciences.

    Knowledge / Eperience:

    • At least 2 years of experience in M & E in public health project.
    • Experience in working in the fields of TB/HIV, Community TB, and MDR TB, with extensive field experience in Nigeria.
    • Proficiency in statistical analysis and use of computer.
    • Excellent communication and interpersonal skills, approachable and good listener.
    • Exhibits high level of accuracy in work, and ability to analyze complex sets of relationships and situations.
