    Prevention Officer

    Job Summary

    • The GBV Prevention Officer will be responsible for the overall implementation of the GBV prevention/outreach activities implemented as part of the GBV program in Borno State. This includes, but is not limited to: mobilizing communities to develop and implement strategies to prevent GBV and secure a thriving Environment for survivors of GBV; implementation of outreach/community awareness raising activities; implementation of evidence-based GBV prevention approaches (EMAP, SASA! etc.); and, the direct supervision of community outreach volunteers. The GBV Prevention Officer will conduct thorough assessments to ensure that sensitization sessions meet the needs of the community. The GBV Prevention Officer will promote community-led initiatives that improve the security conditions of women, children and survivors of GBV. S/he will plan and implement training as necessary and will work with other GBV staff to assess and meet training needs. This position reports directly to the GBV Manager.

    Specific Responsibilities

    The responsibilities of the GBV Prevention Officer include but are not limited to the following:

    Program Development and Implementation:

    • Utilize participatory methodology and adult education techniques to assist communities in developing community-driven prevention and response plans.
    • Conduct focus group discussions and keep detailed documentation about the information gathered. Consider this information in planning and conducting animation, sensitizations, and in the design of information, education and communication materials.
    • With community input, develop community education methods which many include workshops, drama, games, debates, poster contests, youth clubs, and other creative methods.
    • Organize trainings and sensitization sessions for women’s groups, men’s groups, youth groups, community leaders, religious leaders, local authorities, NGOs/CSOs on GBV issues.
    • Promote active community participation in prevention and response to GBV.
    • Raise awareness and promote changes in attitudes and behaviors, gender, gender equality, gender mainstreaming and GBV.
    • Actively participate in all Training of Trainers sessions in GBV prevention approaches (EMAP, etc)
    • Build capacity of Community Outreach Volunteers on EMAP curriculum, etc.
    • Supervise the facilitation of EMAP activities and other outreach activities.
    • Encourage greater self-reliance among women in the community.
    • Promote involvement of men and youth.
    • Communicate with the supervisor on program progress, constraints, training needs identified and other matters pertaining to the operations of the GBV program.
    • Work with the GBV Manager to create detailed weekly and monthly work plans.
    • Maintain confidentiality and uphold other principles in line with the GBV programming.
    • Attend staff meetings and training events as required.

    HR Management & Staff Support:

    • Supervise and mentor Community Outreach Volunteers.
    • Support the orientation, on-going development/training and capacity building of staff as required.
    • Identify training opportunities for staff through various methodologies: e.g., online, workshop, collaboration with other NGOs, etc.

    Qualifications, Experience and Skills

    • University degree in Civil Law, Human Rights, Gender, Development, Psychology, Social Work or a Gender related program;
    • Willingness to travel to field locations and to spend time.
    • Advanced understanding of the root causes of violence against women and girls
    • Experience in implementing and facilitating EMAP and other GBV prevention curriculums
    • Strong background in human rights and familiarity with practical challenges faced by displaced and other vulnerable persons,
    • Experience conducting assessments and a willingness to help plan assessments;
    • Commitment to supporting quality programs through promotion and integration of protection principles in project work in line with international best practices (meeting or exceeding minimum standards);
    • Interest in building staff capacity via trainings, resource development, shadow visits, etc.;
    • Ability and willingness to maintain regular presence at project sites (including all outreach and community center locations);
    • Proven experience in humanitarian action and in fragile contexts
    • Ability and willingness to work during irregular working hours when needed
    • Strong computer skills (Excel, Microsoft, PowerPoint and Outlook)
    • Fluency in English (written and spoken) Hausa and Kanuri is a must.
    • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders.
    • Proven ability to work and live in very basic living conditions in deep field locations.

    WASH Manager

    Job Summary

    • Under the Supervision of the WASH Coordinator, the WASH Manager will be responsible for designing, planning and providing technical leadership in the implementation of IMC WASH activities
    •  She/he will closely work with the WASH team, IDPs and all stakeholders to ensure efficient delivery of adequate WASH services in the assigned areas.

    Main Responsibilities

    Program Management:

    • To take the lead in designing, managing and implementing IMC WASH program in assigned areas
    • To promote community participation and ownership through liaising with beneficiary communities, establishing, training and supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritized needs.
    • Support identification of appropriate new activities in consultation with field staff, local communities, local authorities and organizations operational in Nigeria.
    • Support the WASH teams in developing and implementing acceptable WASH infrastructure designs, using appropriate technology where possible
    • Support the WASH teams in developing Bill of Quantities (BOQs) for all WASH infrastructure being undertaken by International Medical Corps Nigeria.
    • Support the WASH Coordinator in planning and program development and application of management tools including the Budget Monitoring Tool.
    • Support the WASH Team in developing relevant Training Modules and Monitoring Tools to be used for Community Trainings.
    • Contribute towards development of relevant WASH policies, protocols and guidelines to be implemented within the WASH program at country level.
    • Contribute towards development of program implementation approaches, strategies and the overall Country Program Strategy
    • Carry out any other reasonable duties as requested by the WASH coordinator.

    Logistics and Budget Management:

    • Provide input in the review of WASH related procurement requests, approve where appropriate and follow up with the Logistics/Procurement for timely delivery
    • Support the WASH Teams in developing and reviewing activity base on budgets for all WASH Program and program support components
    • Review and monitor all expenditure on budgets in coordination with the WASH coordinator
    • Review and approve as per authorization level, all WASH related cash requests from WASH Field team.
    • Support logistics in developing technical tender/bid documents related to WASH Infrastructure constructions, consultancies and conduct technical evaluation of the same.

    Coordination:

    • Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGO
    • Liaise with other organizations engaged in similar activities in Nigeria, including the government authorities, UN and other NGO
    • Liaise closely with the WASH coordinator to ensure good integration and synergy of all program activities.
    • Represent International Medical Corps in all External Related Forums when called upon by the WASH Coordinators or the Country Director.
    • Capacity Building and Human Resource Management:
    • Directly manage the WASH Field team and ensure that program activities are completed within the specified timeframe and to acceptable level of technical and program quality
    • Conduct Annual staff appraisals to the field WASH Officer in collaboration with the WASH Coordinator as well as review all appraisals for staff under the WASH Officer
    • Facilitate staff training on areas of technical capacity gaps as captured in the appraisals
    • Support field WASH Team in capacity building of the target communities, community volunteers and local authority where necessary

    Reporting:

    • Compile data/ information for WASH related donor reports in close coordination with field teams, the M&E Officer/ Manager and the WASH Coordinator
    • Support the WASH team to deliver weekly updates in a timely manner.
    • Compile all WASH Monthly Reports (internal)
    • Work with M&E team to develop WASH Indicator Monitoring and Evaluation Tools and review the same regularly to adjust to program changes.

    Prevention of Sexual Exploitation and Abuse

    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

    QUALIFICATIONS AND EXPERIENCE:

    • At least five years of work experience designing and implementing water and sanitation systems in IDPs, refugee and migrant contexts, maintaining sanitation systems, and implementing hygiene promotion programs, including 2 years in a humanitarian setting; or equivalent combination of education and experience;
    • Field experience in managing water, sanitation and hygiene programs in complex humanitarian settings, including in emergency responses;
    • Experience in emergency and early recovery phases, including assessments and the design and delivery of adequate water supply and hygiene promotion interventions in humanitarian and development contexts.
    • Experience in developing WASH strategy, clear and realistic activity planning;
    • Experience and understanding of key intuitional donors’ policies, guidelines, and strategies, e.g., USAID/BHA, ECHO, FCDO, and the UN;
    • Demonstrated experience in WASH proposal development and preparation of internal and donor reports
    • Ability to effectively present information and respond appropriately to questions.
    • The ability to effectively analyze complex problems and suggest solutions to have a positive impact;
    • Ability and understanding of the WASH sector and its hardware and software components;
    • Ability to effectively present information (both written and verbally) and to respond appropriately to questions from senior managers in the field and HQ, counterparts, and senior government;
    • Demonstrated knowledge of linking WASH activities with other humanitarian sectors;
    • Ability to understand gender-related challenges within the beneficiary groups
    • Proficiency with MS Office Suite, Office 365, PAMS, and SharePoint (minimum requirement).

    WASH Officer

    Job Summary

    • The WASH Officer will be responsible for implementing software and hardware of the WASH activities in Gwoza and Askira Uba, Borno State.
    • She/he will closely work with partners, IDPs and communities in health centers and all stakeholders to ensure efficient delivery of safe WASH services in the assigned area.

    Main Responsibilities

    Program Management:

    • Coordinate the hygiene promotion and sanitation aspect of the wash team in Gwoza and Askira Uba Borno State
    • Planning of community base activities with respect to water supply, sanitation and hygiene promotion
    • Ensure regular coordination with the state water office regarding water quality testing and analysis for the host and displaced communities accessing Health centres in Gwoza and Askira Uba.
    • Carry out regular assessments and draft concept notes on the needs.
    • Ensure that water quality test results are in line with the standards and always shared with the state authorities and other wash implementing partners.
    • Participate in conducting continual review of the designs and functionality of the water supply systems (and other water points) to ensure efficient operation as well as reliability and safe water distribution.
    • Effective use of designed templates and system for monitoring the progress of works and performance of hired contractor.
    • May be delegated to participate in the state wash sector working group meetings and provide feedbacks to his/her supervisor.
    • May be delegated to represent the organization amongst the UN and NGO community and with the government.
    • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
    • Developing participatory community led approach for the management of WASH facilities.
    • Plan, organize and facilitate trainings for the community hygiene volunteers together with the WASH Assistants.
    • Support the WASH team in strategic planning and budgeting for the activities being implemented.
    • Support in hiring and training of the team to build up their capacity
    • Identification of WASH staff training needs and provision of practical on job trainings tailored to the identified needs
    • Ensure submission of weekly, monthly and quarterly progress reports to project management team in a timely manner

    • Experience in Water quality monitoring, Hygiene promotion and Sanitation preferably with an NGO
    • Strong technical back ground in assessing the water supply systems, development (Hand pump and solar installations)
    • Ability to assess and identify the defects in the water systems.
    • Technical knowledge on water quality control and management
    • Experience in dealing with local contractors
    • Strong Computer skills (Microsoft Office, Excel and power point)

    WASH Technician

    Job Summary

    • The WASH Technician will be responsible for providing support to the WASH project implementation especially on the hardware components of the WASH program including construction and Rehabilitation/equipping of solar powered borehole, institutional latrine construction and or rehabilitations.
    • Candidate work will involve BOQ development, drawing / designs and day to day supervision of field works to ensure contractors delivers a qualitative infrastructure according to set specifications.

    Dimensions

    Main Responsibilities

    Program implementation:

    • Act as the main technical personal in the development of bill of quantity (BoQs) and designs for all WASH works on this project including but not limited to latrines construction/rehabilitation, water points drilling and waste management at IDP camps, host community and health facility.
    • Work with the WASH Project team to design templates, construction contracts for WASH related works, and a system for monitoring the progress of works and performance of hired contractor.
    • Provide rigorous supervision of WASH hardware works in IDP camps, Host community and health facility in Damboa, Gwoaza and Askira Uba
    • Provide technical supervision to contractors undertaking solar installation and facility rehabilitation works at the health facility
    • Review technical reports from the various contractors and provide recommendations to the WASH Officer as to whether the delivered infrastructures meet the required standards and quality by International Medical Corps
    • Provide technical inputs in assessments for new project areas
    • Be involved in capacity building of Water Management committees, Water chlorinators, project artisans and Sanitation committees especially with regards to routine maintenance techniques.
    • Provide updates to WASH Officer on state of International Medical Corps, Water and Sanitation infrastructure by working closely with the trained WASHCOMM committee at the IDP camps, host community and health facility.
    • Ensure the construction and/or the maintenance of construction work using International Medical Corps tools (in particular):
      • Take part in the identification of sites where work is to be carried out
      • Recruit and train the workforce and daily workers
      • Allocate the on-site workforce according to instructions given by the WASH Officer
      • Carry out work according to technical guidelines and estimates
      • Respect deadlines established with his/her line manager
    • Supervise operational teams, contractors and/or communities, and ensure the best use of available resources
    • Organize, plan and supervise community participation
    • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
    • Manage the supply of worksite materials by collaborating with the logistics department
    • Report to the WASH manager and/or WASH Officer on the state of decentralized stock (‘field’ stock) on his/her sites.
    • Take part to the evaluation of the technical competence of contractors
    • Respect International Medical Corps administrative procedures before, during and after each work project
    • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population

    • Liaise with contractors on the quantity and quality of materials to be requested from logistic and makes the request on time for prompt delivery to site.

    Reporting/communication /representation

    • Keep his/her monitoring tools and files archived in the IMC office, accessible to his/her WASH Officer and/or WASH manager
    • Take part in the drafting of project progress reports under the supervision of his/her WASH Officer
    • Compile data/ information for WASH related donor reports in close coordination with field teams, the M&E Officer/ Manager and the Program Coordinator
    • Support the WASH team to deliver weekly updates in a timely manner.
    • Take part in seminars and workshops related to the carrying-out of activities and to project objectives
    • Report to the WASH Officer regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
    • Report back all information or problems linked to his/her activity, IMC’s programs or safety issues
    • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of International Medical Corps and ensure CBRM channels are in place at all project implementation sites
    • Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population
    • Collaborate with local authorities and administration
    • Take part in restitution meetings and clusters on request

    Coordination:

    Education and Qualification

    • B.Eng. or HND in Civil Engineering, Water Engineering or Architecture or any relevant technical qualification.
    • At least two year of experience with a non-profit, non-governmental organization or private engineering firm.
    • Demonstrated skill in the use of AutoCad, CAD, GIS software, and GPS device.
    • Experience in drafting Bill of Quantities for civil works.
    • Experience in ground water development and rehabilitation.
    • Excellent experience with Microsoft Excel, including use of formulas and pivot tables
    • Strong skills with Microsoft Word
    • Excellent English communication skills
    • Ability to exercise sound judgment and make decisions independently.
    • Flexible, able to cope with stressful situations and frustrations
