    Operations Manager

    Job Duties

    • Support general administrative and operational needs of the Country Representative, including scheduling of meetings, organizing site visits, etc.
    • Provide comprehensive support for the smooth functioning of the office and local registration as agreed with HQ
    • Serve as the operational liaison with HQ
    • Support operational aspects of the NGO in Nigeria including coordination of program related travel, managing logistics for all internal and external meetings, liaising with vendors and managing their performance and contracts, etc.
    • Provide administrative support to recruitment processes and support onboarding of new staff and consultants
    • Help establish and maintain an office, ensuring compliance with all prescribed guidelines and regulations
    • Ensure the development and/or adaptation of standard operating procedures to establish efficiency, consistency, responsibility and accountability for a range of key country office processes including procurement
    • Train employees and liaise regularly with in-country and visiting staff to keep them up to date on policies and to ensure compliance with office policies and procedures
    • Carry out specific tasks of security management as delegated, including communication, equipment, and information management, internally and in close coordination with the UN, authorities, security forces, NSAGs and other INGOs, attend the OSAC, NGO forum, and UNDSS meetings and brief new staff, visitors and consultants within 24h upon arrival.
    • Support local team with understanding and complying with travel policies and procedures, managing the travel vendors’ performance and contracts, and trouble-shooting travel problems, when needed.
    • Facilities: Monitor and facilitate lease renewal business terms in close liaison with Country Representative and Director of Global Operations. Oversee and manage relationship and activities with local property management company, including for the upkeep of the physical office facilities. Manage the NGO's equipment and assets register.
    • Budget: Support the finance function as needed, including in the development of an annual budget; provide assistance with financial services providers
    • Monitor and manage IT, facilities, insurance, and other operational activities.

    Qualifications

    • Undergraduate qualification in business management, administration, project management, accounting, or other relevant area
    • At least 7 years’ experience in office management, project management or high-level administration
    • Excellent interpersonal and communication skills, including written
    • Exceptional organizational skills and ability to take initiative, prioritize, and follow through on tasks
    • Strong sense of responsiveness to internal and external requests and the ability to work with diverse groups and stakeholders
    • Well-developed customer service skills
    • Analytical mindset with strong attention to detail and ability to problem solve
    • Demonstrated project management skills
    • Proficiency in Microsoft Office Suite programs, including Word, Excel and PowerPoint
    • Strong numeracy skills and ability to develop and manage budgets
    • Experience in an NGO in similiar role is required

    Legal Officer

    Job Duties

    • Advise on legislative requirements for compliance with the International Health Regulations (2005) by providing legal guidance to the NCDC legal team and the IHR focal point on issues impinging on national laws and policies
    • Under the leadership of NCDC legal advisor, co-lead in the review of legislative instruments (laws, policies, regulatory instruments) for consistency and coordination within the Nigerian law and requirements of the International Health Regulations (2005) and other relevant public health legislation necessary for implementation of the Integrated Disease Surveillance and Response system (IDSR) in the country
    • Liaise with the various government ministries to evaluate progress on the review of relevant acts and policies identified in the NAPHS
    • Provide legislative education, workshops, or other trainings to parliamentary committees on health and other stakeholders on their roles in relation to development of health security laws
    • Identify global and regional best practices and conduct legal analyses on reviewed and proposed legislative instruments
    • Support dissemination of the activities outlined by contributing to legal articles, case studies, toolkits, and other relevant reports
    • Assist government partners in establishing buy-in from internal and external stakeholders for regulatory action plan

    Qualifications

    • At least 5 years of work experience as a fully enrolled legal professional
    • MA in law and/or related discipline will be an advantage
    • Experience in legal practice, ideally related to formulation of policies, proclamations, and regulations; working on public health law is an advantage
    • Familiarity with the Nigerian legal structure and functions relating to legislative framework and processes
    • Demonstrated experience in convening and leading legislative discussions with lawmakers and technical officials
    • Familiarity with the International Health Regulations (2005) and global health security agenda targets is desirable
    • Understanding of the multi-sectoral and One Health approaches to achieving Global Health Security objectives
    • Excellent written and oral skills with demonstrated experience documenting and disseminating program accomplishments
    • Highly attentive to detail
