    EORE Community Focal Point

    Overview of position:

    • Northeast Nigeria is facing a problem of weapons & explosive hazard contamination as a result of protracted conflict. The presence of Explosive Remnants of War (ERW), Improvised Explosive Devices (IED) & landmines of an improvised nature, poses a serious threat to civilians as well as to UN & humanitarian personnel operating in the north east of the country.
    • Our client deployed to Nigeria in April 2017 to conduct an explosive threat scoping mission to Nigeria which resulted in the recommendation of the establishment of a humanitarian mine action coordination & support capacity in Maiduguri & immediate provision as appropriate, technical response to the explosive contamination impacting the humanitarian crisis in the north east. In addition, the General Officer Commanding (GOC) for Division 7 of the Nigerian Army made a request through the Deputy Humanitarian Coordinator in December 2017, to have our clients presence in the north east. The GOC highlighted the negative implications of the explosive threat including Improvised explosive devices & Un-Exploded Ordnance (UXO) on IDP return, livelihoods & return to normalcy in northeast of Nigeria. In 2018 our client established a permanent presence to implement a mine action program in Nigeria to: (a) Improve the protection of civilians & facilitate humanitarian assistance. (b) Enhance national capacity to mitigate explosive threats & enable compliance with international treaty obligations. (c) Reduce the explosive threat to UN personnel & humanitarian workers.
    • Our client received funds from the Japanese govt. to implement a project that aims to protect civilians & humanitarian actors in north east Nigeria from the threat of EO & will support the advancement of two outcomes: (a) Relevant national & local entities manage the explosive threat, based on an accurate understanding of the scale & scope of EO contamination. (b) The immediate threat posed by EO to civilians, humanitarian & development actors is mitigated.
    • This project specifically enables outcome 2, the immediate threat posed by EO to civilians, humanitarian & development actors is mitigated. Important output of the project is as follows: 40.000 people will benefit from EORE messages combined with COVID-19 safety messages.

    Role objectives:
    This position will be supporting Explosive Ordnance Risk Education (EORE) activities in communities at risk through the distribution & application of electronic talking devices which have pre recorded messages providing life saving information on living in proximity of explosive ordnance & in addition, provides COVID 19 safety messages. This is a local position & requires residence in the community where the activities are to be implemented. Responsibilities include:

    • Assist the Community Liaison Coordinator in the planning of an efficient distribution & monitoring plan within the community for the use of electronic talking devices.
    • Manage, store & distribute on a daily basis the electronic talking devices within the community where the Community Focal Point is based.
    • Explain, demonstrate & monitor the use of the electronic talking devices to the community members on a daily basis.
    • Disinfect each electronic talking device before it is passed on to the next household.
    • Ensure that each electronic talking device is passed on to a different household or community group every 48 hrs.
    • Carry out any other duties as requested by the Community Liaison Coordinator in function of the smooth running of the project.

    Other responsibilities:

    • Collect usage data on a daily basis of the number of households within the community using the electronic talking device & record the number of members of each household that have benefitted from the messages on the device.
    • Collate usage data collected on a daily basis & report the data in the appropriate format to the Community Liaison Coordinator as per the agreed reporting schedule.

    Project reporting:

    • This role will report to the Community Liaison Coordinator.

    Key competencies:

    • Secondary education is required.
    • Minimum of 1 year holding a senior position in the community such as village head, religious leader, health professional or teacher.
    • Experience in leading discussions at community level is required.
    • Needs to be a resident in the location where the activities are implemented.

    Team management:

    • This role has no team management responsibility.

    Further information:

    • This is a local position & requires residence in the community where the activities are to be implemented.
    • The 30 EORE CFPs will need to be able to speak the local language(s) of the area where they are living to to interact with people within their communities.

    Role objectives

    The Community Liaison Coordinator will be based in Maiduguri but will require frequent travel as needed to the target communities to oversee the work of the community focal points in those communities. The Community Liaison Coordinator will be supervised by, and report to Our Client EORE Specialist.

    Plan an efficient distribution and monitoring plan within each target community for the use of Electronic Talking Devices

    • Coordinate the Community Focal Points activities in accordance with the approved distribution plan

    • Supervise and support the Community Focal Points with feedback and on-the-job training as required, ensuring that project outputs remain on track.

    • Identify potential bottlenecks or challenges and suggest solutions.

    • Liaise when required with local authorities, military, and security officials.

    • Carry out any other duties as requested by Our Client EORE Specialist in the function of the smooth running of the project

    Project reporting

    Collect Electronic Talking Device usage data from the Community Liaison Focal Points and collate them in the agreed reporting format and provide to the Information Management Unit and Our Client's EORE Specialist as per the agreed reporting schedule.

    Key competencies

    • High school diploma with 7years of relevant experience. or;

    • A First-level University degree (Bachelors or equivalent) with 3 of relevant experience

    • Relevant experience is defined as experience supporting awareness and education campaigns

    • Experience in EORE with a recognized organization is required

    • Experience in community-based education and public information campaigns and communications is desired

      Team management

    The Community Liaison Coordinator will coordinate activities of Community Focal Points (10 - 20 pax)
