    Procurement Officer

    Task & Responsibilities

    • Ensure full knowledge of the process for receiving procurement requests, processing, and following up on the deliveries.
    • Receive Procurement Requisition Forms after being registered, and reviewed by the Finance/Admin officer and responsible staff.
    • Ensure the necessary approvals are obtained before execution.
    • Procure goods and services efficiently and in compliance with standards seeking the best value for money.
    • Assist in conducting appropriate solicitation (for goods and services, etc.) following the organization’s guidelines.
    • Establish and maintain sound working relationships with suppliers and stakeholders.
    • Ensure compliance with organizational and donor policies.
    • In liaison with the supervisor, program, and finance team, coordinate preparation, evaluation, analysis, and approval of bids and tenders.
    • Building and managing effective relationships with internal and external stakeholders to achieve common goals.
    • Take minutes of and coordinate the Procurement Evaluation Committee agenda, meetings, etc.
    • Streamline procedures and resolve problems related to procurement processes in his/her custody.
    • Consolidate and circulate Bi-Weekly procurement status reports to user departments.
    • Follow up with vendors for timely deliveries,
    • Liaise with the requestor to ensure proper delivery including technical pre-delivery inspections are appropriately carried out.
    • Issuance of purchase order in a timely manner, liaising with vendors and internal stake holders at the time of confirming an order.
    • Compile all the documentation and forward for payment, following up with Finance to ensure timely settlement of invoices.
    • Ensure that for all procurements, copies of documents are retained and filed.
    • Ensure that for all procurement and contract trackers are updated retained and filed.
    • Ensure that the monthly procurement and contracts reports are updated and sent.
    • Act as the contact person for filing and retrieving of all documents in procurement.
    • Continuously monitor requisitions to ensure that proper procedures are followed, and policies are enforced.
    • Any other duties as assigned specification and essentials;
    • Minimum three years of experience in procurement, supply chain management or related field.
    • Experience with NGOs on NHF-funded projects, and other donors.
    • A clear understanding of procurement policies, ethics, and compliance is essential.
    • Good interpersonal skills, ability to work independently and cooperatively with team members, strong organizational skills, and high sense of responsibility.
    • Demonstrated attention to detail and prioritization skills.
    • Good computer skills are required knowledge of MS Office programs, especially in MS Excel.
    • Positive and communicative attitudes.

    Finance Officer

    Job Purpose / Description

    • The purpose of the Finance Officer (FO) role is to work with the Finance Manager (FM) and assist in accounting, monitoring, controlling, managing, and reporting NHF funds and budgets at the country level through results-based project management and risk management. The Finance Officer will be under the direct supervision of CATAI Finance Manager (FM) in Borno.
    • In her/his capacity as Finance Officer, s/he is responsible for ensuring that all NHF project expenses are implemented by the Project Agreements and accounts maintained in line with CATAI policies and procedures and comply with donor contractual obligations.
    • Responsible to the Finance Manager.
    • Works closely with the Project Managers
    • Ensure that all CATAI’S internal controls and other financial procedures are adhered to and fully implemented
    • Ensure that all CATAI’s NHF financial transactions (bank, cash, accruals) are properly recorded in CATAI's policy
    • Maintain an inventory list of all office equipment and fixed assets
    • Ensure compliance with CATAI finance policies, standards, procedures, and government Tax requirements
    • Ensure that the requirements of the Donors are followed
    • Ensure that all accounting operations (Both CATAI and Partner) are submitted, reviewed, and entered into QUICKBOOKS promptly
    • Ensure the branches have the necessary equipment and tools for bookkeeping/accounting.
    • Assist indisseminating finance procedures and policies including the anti-corruption and fraud policies to the branches and to the project staff.

    Manage all payments made, including:

    • Verification of the accuracy and appropriateness of invoices and other documents provided for payments
    • Ensure that all relevant supporting documents are in place and that all CATAI policies and regulations have been followed
    • Ensure payments reach the beneficiaries
    • Record all bank transactions made in the accounting system provided
    • Inform Project Managers and Partner Staff of specific donor regulations for procurement, distribution, and reporting
    • Ensure that CATAI and Partner books and records, insofar as they relate to donor-funded projects, are kept in accordance with donor requirements
    • Produce accurate and up-to-date reports using required formats
    • Ensures that the cash count is made every end of every month (or as determined by the FM)
    • Management of advances to staff (ensure that advances are accounted for over time and that no double advances are issued)
    • Classification - Ensure that all financial documents are stamped "PAID" and classified in accordance with CATAI’s financial policies and practices.

    Requirements
    Job Essential:

    • Degree in Finance / Accounts or equivalent experience
    • ACA / MBA / CA, ICAN, ANAN or equivalent is a plus.

    Job Competencies:

    • Minimum of three (3) years’ experience in accounting
    • Strong technical experience in book-keeping, accounting, and financial management
    • Understanding of accounting issues in the charity/NGO sector.

    Case Worker

    Job Description

    • Provide individual case management for children in communities in assigned coverage areas
    • Provide support for families, and fosteralternative care systems.
    • Monitor CP trends within communities and report weekly.
    • Ensure regular communication with the CP/CM manager for updates on achievements and challenges
    • Effectively communicate with other caseworkers, government social workers and, service providers as part of providing individual case management.
    • Regularly attend case management meetings at the field level
    • Build strong relationships with Child Protection Committee members for identification and referrals

    Job Essentials / Specification

    • Demonstrated understanding of information management principles, tools, and systems, knowledge of and experience in using the IA CP IMS is an advantage.
    • Good computer skills such asMS Word, Excel, PowerPoint, and Access
