    Distribution Manager

    The Distribution Manager will assist the Project Director in leading and managing MSH Nigeria’s Warehousing and Distribution Operations for health products on a proposed project, to meet all supported health facilities’ needs in 13 Global Fund malaria focus states. He/she will work closely with the supervisor, warehouse managers, and other relevant personnel to establish and follow transparent warehousing and distribution management processes and develop tools to implement the processes, assuring that sound practices are applied at every stage of the operations.    

    SPECIFIC RESPONSIBILITIES 

    General Responsibilities 

    • Manage malaria and COVID-19 commodities in the two national warehouses, as required.  
    • Work closely with the warehouse operators, contracted by Federal Government of Nigeria (FGON), to ensure adequate and appropriate equipment, tools, infrastructure, insurance, and security for the storage of health products, compliant with the WHO Guidelines for Good Storage Practices for essential medicines and health products. 
    • Ensure systems are in place to ensure that contract operations are managed, and staff act in full compliance with local laws, adhere to contract/award and donor requirements and comply with MSH policies and standard operating procedures.   
    • Provide training and capacity building for team members. 

    Warehousing 

    • Ensure the warehousing of the Health Products procured by the donor as delivered by the Pooled Procurement Mechanism (PPM) once they have been cleared from customs. 
    • Generate LHD orders to zonal stores based on approved bulk allocations for each state. 
    • Provide stock reports to PRs, NPSCMP and Gavi, as per agreed timelines and formats.  
    • Confirm warehouse readiness to receive shipment within 24 hours of obtaining delivery notification from PRs.  
    • Share receipt report and confirmation of receipt with PRs.  
    • Always ensure comprehensive insurance coverage for warehouse and health commodities. 

    Distribution 

    • Review all agreed allocations for long-haul and last-mile deliveries with the respective warehouses and distribution 3PL. 
    • Ensure judicious use of man, machine and material resources for efficiency and effectiveness across all the warehouses. 
    • Manage day-to-day communication on operational issues on warehousing and distribution with the respective stakeholders. 
    • Receive distribution orders and manage the development of appropriate/acceptable route plans in conjunction with transport vendors for Long Haul and Last Mile Delivery. 
    • Follow up with the distribution 3PL to ensure adequate fleet mobilization and utilization for the LHD activity. 
    • Ensure total compliance with relevant SOPs by the warehousing and distribution teams, follow up on all incidents of non-conformance recorded, for satisfactory resolution of all CAPAs. 
    • Conduct pre and post-LMD review meetings with the Warehouse Managers and the distribution 3PLs, share reports with relevant stakeholders 

    Reverse Logistics and Waste Management 

    • Coordinate reverse logistics ensuring efficiency  
    • Coordinate annual waste drive 

    QUALIFICATIONS

    • A postgraduate degree in logistics, warehouse management, health commodities management, or related field and certifications in Health Products Logistics required. Diploma/degree in pharmacy is advantageous. 
    • 7+ years of related work experience in warehousing and distribution management of health commodities experience at national-level medical stores, including managing donor-funded health products in Nigeria. 10+ years preferred. 
    • At least 5 years’ warehouse managerial level experience. 
    • Knowledge of supply chain management and logistics. 
    • Demonstrated success supporting health systems strengthening. 
    • Fleet Management and 3PL contract management. 
    • Demonstrate good judgment and sound warehousing and distribution practices, particularly for temperature-sensitive commodities. 
    • Understands the principles of adequate documentation and audit, and performance necessary to ensure audit compliance. 
    • Intermediate/Advanced computer skills to include the use of MS Office packages and inventory management software. 
    • Knowledge of Supply or any WMS software 
    • Ability to multitask, set priorities and work independently 
    • Good communication and interpersonal skills. 
    • Advanced written and verbal proficiency in English including business terminology. 
    • Self-motivated, passionate, desire to learn and contribute adequately.

    Supply Chain Information Systems Advisor

    MSH is seeking a Supply Chain Information Systems Advisor for a potential Gavi project in Nigeria, which will provide supply chain management technical assistance to support effective planning, coordination, and execution of last-mile vaccine distribution, thereby strengthening last-mile delivery systems.  Additionally, this project will provide technical guidance for route optimization and ensure delivery efficiency.  The project will work in close partnership with the Federal Government of Nigeria, third-party logistics providers, and international donors’ organizations. 

    This position is subject to project award and funding. 

    OVERALL RESPONSIBILITIES 

    The Supply Chain Information Systems Advisor (“the Advisor”) will provide thought leadership and technical guidance to in-country stakeholders i.e. NLWG, SLWGs, State Cold Chain Officers (SCCOs), LGA Cold Chain Officers (LCCOs), and health facilities focal persons in support of the development and implementation of SCIS to support a data warehouse design to increase visibility of cold chain focused on vaccine distribution in Nigeria. The Advisor will support the enhancement, the consolidation and the coordination of critical systems that are necessary to support the replenishment and the distribution of vaccines in time and in alignment of technical requirements related to the management of the cold chain which will allow product integrity and availability to patient at point of care, critical to support vaccines campaigns deployed by Government and key stakeholders in Nigeria. The Advisor will assist partners and/or the GON, to review existing systems like OpenLMIS and DHIS2 or new systems and digital innovations to assess their design and technological appropriateness in terms of user friendliness, systems security, data quality and business intelligence solutions; and formulate recommendations for information system improvements. 

    The position will work hand-in-hand with National Primary Health Care Development agency (NPHCDA) and the information technology unit, the National Logistics Working Group (NLWG), Local Government Councils (LGCs), and implementing partners to improve information system architecture focused on cold chain from central level through states via last mile to the health facilities. 

    SPECIFIC RESPONSIBILITIES 

    The position will in collaboration with all above stakeholders: 

    • Support reviews and assessments of existing or new health information systems and other supply chain related technology tools from the GoC and other in-country stakeholders and provide recommendations to ensure that information systems are sound, cost-effective, and complementary. 20% 
    • Develop a strategy including a data warehouse design and implementation plan for strengthening and enhancing the current infrastructure at all levels. 15% 
    • Implement the strategy in close collaboration with key stakeholders. 20% 
    • The position will work closely with the regional warehouses throughout the cold chain visibility implementation. 25% 
    • Provide insight on other countries' systems and experiences in implementation and tools and how they can be leveraged to benefit Nigeria’s supply chain. 15% 
    • Contribute to project work planning, performance reviews and reporting. 5%   

    QUALIFICATIONS

    Required Experience: 

    • A postgraduate degree in relevant areas e.g. Strategic Information, Information Technology, Data Science etc.  
    • 7+ years of experience implementing logistics management information systems (LMIS) and defining requirements for, developing and implementing health information systems (HIS) in low- and middle-income countries (LMICs). 10+ years of related experience highly preferred. Preferred: Specific experience with logistic information systems, especially OpenLMIS. 
    • Experience supporting the implementation of Enterprise Resource Planning systems is a plus. 
    • Experience designing and configuring a data warehouse. 
    • Experience with interoperability using acknowledged standards e.g. APIs and/or FHIR. 

    Knowledge and Skills: 

    • A solid understanding of the barriers to and enabling environment (people, processes and technologies) needed for successful health information systems. 
    • Demonstrated experience working with key stakeholders at the strategic level. 
    • Experience analyzing business processes and developing requirements for information systems. 
    • Experience leading the development and implementation of software testing protocols. 
    • Track record of supporting system enhancement including conducting technical reviews, gathering user feedback and analysis of systems’ strengths and weaknesses. 
    • Sound knowledge of the various technologies used in Nigeria’s digital health eco system, and their pros and cons.

    Project Lead – Supply Chain

    OVERALL RESPONSIBILITIES 

    The Project Lead (PL) is a key leadership position with managerial experience and subject matter expertise who will drive the strategic implementation and operational excellence of this pharmaceutical supply chain program. With full accountability for program success, the PL will lead a diverse team to deliver impactful results in alignment with Gavi goals, contractual requirements and MSH standards.  

    The PL has full accountability and authority for the development, execution, and monitoring of the program, including (1) vision and technical strategy; (2) project and performance management including compliance; (3) documentation and communication; (4) client and stakeholder relationships; and (5) coordination and synergy with other relevant initiatives and collaboration with Gavi and host country government counterparts and partners. The PL represents the program to the Gavi Alliance, collaborating country governments, private sector, and global stakeholders.    

    More broadly, the PL will lead the program team in supporting and monitoring local supply chains in partnership with government entities and other key stakeholders. The PL will provide leadership in supporting countries to work towards self-reliant national and regional systems. This will include pharmaceutical services and regulatory systems to ensure the quality, safety, and efficacy of health commodities in public and private supply chains, and to promote standards for good pharmacy practices and quality pharmaceutical services.  

    SPECIFIC RESPONSIBILITIES 

    Overall Management: 

    • Oversee implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project. 
    • Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met. 
    • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened. 

    Technical Strategy and Management:  

    • Develop (update and adapt as needed) and execute technical strategy, project workplan, results framework, and performance monitoring plan as per contract/agreement requirements, MSH technical frameworks, and quality standards.  
    • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact. 

    Project and People Management: 

    • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs). 
    • Ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.   
    • Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support. 
    • Create an environment conducive to collaboration, learning, and performance improvement among the multidisciplinary, multinational program team.  
    • In partnership with the Director of Finance and Administration, implement an effective budget monitoring and cost control system based on sound financial and accounting principles, MSH Standard Operating Procedures, and donor requirements.  

    Client and other Stakeholder Relationships: 

    • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.  
    • Serve as the primary point of contact with the donor and host country government counterparts.  
    • Other duties as required.

    QUALIFICATIONS

    •  A postgraduate degree in Supply Chain Management, pharmacy, or related field is required. 
    • 8+ years of related experience in leading the implementation of health product and/or pharmaceutical supply chain related projects, including operations, information systems, and quality assurance, in Nigeria is required. 10+ years of progressively responsible experience is preferred. 
    • Demonstrated subject-matter expertise in technical content relevant to the project. 
    • Exposure and knowledge with technical, political and contextual understanding of Nigeria and regional context including the supply chain landscape. 
    • Demonstrated leadership and management abilities.   
    • Prior experience and success directing similar or larger international donor-funded projects in Nigeria.  
    • Demonstrated strategic planning and visioning skills.  
    • Familiarity with Gavi regulations and administrative procedures in the implementation of donor assisted projects.  
    • Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.   
    • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with high level government officials and agencies, international NGOs, private sector groups, and donor organizations. 
    • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills. 
    • Fluency in English required.  
    • Local candidates with international experience strongly preferred.
