    Account Officer

    Purpose of Job

    • The Finance Unit is responsible for the timely, complete and accurate registration of transactions in the accounting system of KNCV Nigeria and related legal entities and for reporting to internal and external stakeholders. Furthermore, the Unit develops and supports the financial management system by operating an effective and efficient planning and control cycle, by designing and maintaining the administrative workflows and internal control procedures and by implementing and maintaining relevant IT applications.
    • The Account Officer keeps accurate, complete and update office records for KNCV country office, and assists the Finance manager with monitoring of the balance sheet and the supply of relevant information to internal stakeholders. The Account officer also provide general support to the senior accountant at the central office in Abuja.
    • The Account Officer – Akwa-Ibom Reports technically to the Senior Account and Finance Officer while reporting to the Senior Program Manager for administrative and operations functions within the Akwa-Ibom cluster.

    Duties and Responsibilities

    • Checks and assigns codes to all financial documents
    • Enters all financial documents into the accounting system
    • Prepare and process payments in the banking system
    • Monitor all advance accounts and reports outstanding balances to Abuja office on a regular basis
    • Ensure that all project incurred expenses are timely paid, documented and filed
    • Assist in the annual audit process and related activities
    • Maintains inventory list of all KNCV Nigeria Assets
    • Oversee procurement process on regional level
    • Reconcile bank statements with organizational accounts.
    • Maintain accurate and up-to-date financial records
    • Process payments and ensure proper documentation.
    • Process vendor payments and manage accounts payable.
    • Ensure timely settlement of financial obligations.
    • Ensure compliance with internal financial policies and donor regulations.
    • Support internal and external audit processes
    • Track monthly expenses at the cluster level using the approved state implementation plan (SIP)
    • Provide a schedule of balance sheet specifications relating to the cluster at the end of the month
    • Develops and maintains an effective professional relationship with KNCV’s Nigeria local banking institutions.
    • Ensures compliance with all US Government (USG) and KNCV Nigeria financial management and accounting policies and regulations
    • Engages in financial and related tasks as required by the finance manager, Senior Program Manager, Director of finance and operations.
    • Ensure adherence to all major financial rules and regulations which are described in the KNCV Finance Manual and other appropriate policies.
    • Perform other additional duties as assigned

    Skills and Qualifications

    • Bachelor’s or Master’s degree in Accounting, Finance, Business Administration or related field.
    • Possession of ICAN or ACCA is preferable.
    • At least 5 years of experience in finance management, accounting and working in a project setting is preferable.
    • Demonstrable experience with accounting and financial reporting in USG supported projects
    • Knowledge of relevant accounting software systems
    • Excellent communication and interpersonal skills, approachable and good listener.
    • Exhibits a high level of accuracy in work, and ability to analyse complex sets of relationships and situations.
    • Excellent written and verbal English language Ability.
    • Must be self-starter with the ability to work in a team, dynamic, solid, and open.

    Senior Account and Administrative Associate

    Purpose of Job

    • To keep accurate, complete, and up-to-date office records for KNCV, as well as to provide general support to the Cluster Accountant Officer in Akwa-Ibom and to provide support for all admin activities for the TB-LON 1 and 2 project.

    Duties and Responsibilities

    • Assist to ensure timely documents are made available for payments of project-incurred expenses documented and filed correctly.
    • Assist in ensuring the accurate compilation of financial progress reports in accordance with administration.
    • Ensure effective management of the regional procurement process and efficient maintenance of the inventory list of cluster office assets.
    • Provide overall support to the accounts department with no errors.
    • Support in arranging logistics (travel, hotel, visa application, etc.) for the workshops, meetings, and field trips.
    • Control stationery and maintain stationery inventories; support the purchase of office consumables and other items as required.
    • Ensure adherence to all major financial rules and regulations, which are described in the KNCV Finance Manual and other appropriate policies.
    • Engages in financial and related tasks as required by the cluster account officer and PPM coordinator.
    • Perform other additional duties as assigned by management in relation to project implementation and the daily management of the organization

    Skills and qualifications:

    • Bachelor’s degree in Accounting, Finance, or related field.
    • Professional certification in accounting is an added advantage.
    • At least 2-4 years of experience in accounting and finance, preferably in an NGO
    • Proficiency in computer programs such as the MS Office package.
    • Strong communication and interpersonal skills, with the ability to work in a team.
    • Integrity and transparency are essential for this position.
    • Working Knowledge of program management Especially USAID-funded projects.
    • Demonstrable experience with accounting and financial reporting.
    • Experience and knowledge of Nigerian tax laws.
    • Experience with accounting software packages.

    Senior Program Officer

    Purpose of Job

    The Senior Program Officer is expected to be embedded with the state TB program team and will be responsible for ensuring the implementation of all TB LON Regions 1 & 2 project activities in collaboration with the State TB team and other TB LON Regions 1 & 2 project Strategic Service Package Providers (SSPP).

    Hierarchically, The Senior Program Officer reports to the Senior Program Manager

    Duties and Responsibilities

    • Coordinate Implementation of TB LON 1 and 2 project across all LGAs in the State
    • Provide Technical leadership to all TB LON 1 and 2 staff and adhoc staff in the state  
    • Develop Monthly Implementation/operational plan and ensure implementation of all TB LON 1 and 2 Project strategies and interventions
    • Organize & conduct regular health facility supervision to ensure quality TB, TB/HIV, DR-TB surveillance and service delivery
    • Build capacity of TB program staff to implement Quality Improvement approaches in Childhood TB, DR-TB and TB/HIV to improve TB case detection
    • Support the State TB program to create awareness and demand for TB services.
    • Organize & conduct regular visits to health facilities to ensure timely data collection, compilation and reporting according to TB LON Regions 1 & 2 M&E plan
    • Support state TB program on coordination of prompt treatment initiation and monitoring of all diagnosed TB patients in the community
    • Support state TB program on routine data analysis & utilization
    • Coordinate the Project portfolio to ensure key performance indicators (KPI) are met on TB LON Regions 1 & 2 project is in line with strategy
    • Ensure that TB LON Regions 1 & 2 project reports are developed and submitted on time; are of good quality, and the evidence they contain is accurately captured and submitted monthly to the Project Director
    • Ensure regular monthly coordination and planning meetings are held with the state TB team and partners.

    Skills and Qualifications

    • A degree in medicine MBBS (an MPH degree will be an additional advantage)
    • At least 5-7 years of experience in public health project.
    • Experience with USAID or UN projects or any development partner is an advantage.
    • Strong coordination, planning, and supervisory skills.
    • Competent with operational plan development, implementation and evaluation of results.
    • Comfortable planning and delivering multiple activities under pressure to strict deadlines with high levels of precision.

    Senior Account and Finance Officer

    Purpose of the job

    The Senior Account and Finance Officer will support the Finance Manager in ensuring the accurate and timely registration of financial transactions, preparation of financial reports, and maintenance of financial information systems. The role will also involve supervising and training cluster account officers, ensuring compliance with financial regulations, and providing support during audits.

    Duties and Responsibilities

    • Assist in the preparation of timely and accurate internal and external financial reports, including monthly and annual financial statements.
    • Ensure compliance with all Tax regulations, and prompt remittance of all classes of deducted Tax based on their respective due date to the tax authorities.
    • Ensure timely remittance of taxes, pension contributions, and other statutory deductions.
    • Verify the accounting (description, accounting codes, analytical codes, monthly exchange rate, etc.) of financial transactions.
    • Ensure accurate and timely registration of financial transactions in the accounting system.
    • Maintain accurate financial records in line with USAID regulations and organizational policies.
    • Ensure compliance with USAID financial regulations (e.g., 2 CFR 200), organizational policies, and donor agreements.
    • Monitor budget performance (approved state implementation Plan (SIP) of the cluster and ensure expenditures align with approved SIP limits
    • Review financial reports and expenditures of sub-recipients to ensure compliance with USAID guidelines and track retirement into the current account of sub-recipients.
    • Maintain well-organized financial documentation for audits and compliance reviews.
    • Review of the bank reconciliation from the cluster offices
    • Processing payment due to vendors, cluster disbursements for SIPs and obligations
    • Review of balance sheet specifications across all balance sheet GLs and present schedule to the Finance Manager
    • Participant in the month-end closure exercise
    • Supervise and train cluster account officers to ensure proper recording of financial transactions.
    • Build the capacities of finance team members in his or her reporting line through effective performance management and KPI development.
    • Support the Finance Manager during project audits and statutory audits.
    • Ensure monthly bank reconciliation of all country bank accounts.
    • Assist in the preparation of journal entries, account reconciliations, and other accounting tasks.
    • Collaborate with HR on payroll accounting-related matters.
    • Supports regional and state offices improve the quality of the financial administration
    • Assists procurement processes and work closely with the procurement team to ensure proper financial documentation for vendor payments.
    • Prepare monthly bank reconciliation
    • Perform other tasks assigned by the Finance Manager and Director of Finance and Operations

    Skills and Qualification

    • Bachelor’s or Master’s degree in Accounting, Finance, Business Administration or related field.
    • Professional certification in accounting (e.g., ACA, ACCA, CIMA).
    • At least 5 years of experience in accounting and finance, preferably in an NGO or international organization.
    • Strong knowledge of financial regulations, accounting standards, and financial reporting requirements.
    • Excellent analytical, communication, and interpersonal skills.

    Senior PPM Associate

    Purpose of Job

    • The overall purpose of the position is to ensure effective coordination and support of all program activities. Hierarchically, the Senior PPM Associate will report to the Senior Programme Officer in Cross River State.

    Job Description

    • Coordinate all PPM activities to ensure the finding of missing TB cases and linkage to treatment in the state.
    • Track the activities of LGA PPM coordinators and report promptly to the SPO and TB advisor.
    • Ensure all reports from the PPM coordinators are collated in line with project timelines and shared with the SPO/M/E officer.
    • Review incentive documents from the PPM coordinators, PMVs, and PFP and recommend payments within stipulated timelines.
    • Conduct regular mentoring and site support visits for private-profit facilities and other engaged entities to support the LGA PPM coordinators.
    • Participate in LGA PPM review meetings and provide regular updates to the SPO.
    • Conduct a periodical review of the functionality of all engaged entities and provide feedback to the PPM coordinators to improve performance.
    • In conjunction with the PPM coordinator, conduct a periodic review of the hub and spokes mapping for updates as may be necessary.
    • Track PPM performance in the state against set target and ensure cascade losses and gaps are promptly addressed
    • Work with the state PPM focal persons or M/E officers to ensure all PPM contributions to the program are properly reported.
    • Follow up with an electronic update of all PPM data by key responsible personnel.
    • Perform any other duty assigned.

    Skills and Qualifications

    • B.Sc. or equivalent in Health and Social Sciences, Nursing, or a related discipline.
    • Working Knowledge of program management Especially USAID and Global Fund-funded projects.
    • Ability to multitask.
    • Ability to work with discretion.
    • Good written and oral communication skills.
