Overall responsibilities

• Under the supervision of the IT/SCOPE Officer and with the support of the MEAL Manager and field coordinators, the role support IT/SCOPE Officer oversees the implementation of the WFP funded SCOPE registration activities in all the Food security and Livelihood projects in his/her assigned LGAand Yobe state.
• The role-holder closely liaises with other LGA Project Officers and SCOPE Registrars to ensure smooth registration of beneficiaries and issuance of SCOPE cards to enrollees at LGA level.
• S/he will be the overall supervisor of the SCOPE registration team and will be responsible for field management, coordination and regular monitoring of the project at LGA level.

Main Responsibilities and Tasks
Under the direct supervision of the IT/SCOPE officer, Field Coordinator and in collaboration with the Deputy Project Manager, the Program Manager and other collaborators of the projects and of the Base, he will:

• Supervise the SCOPE Registration activities and provide appropriate guidance and oversight in daily field activities in respect of WFP procedure and requirements.
• Ensure the compliance with WFP and COOPI process and requirements.
• Plan and follow related activities such as registration and distribution of SCOPE cards.
• Ensure comprehensive project cycle management, with overall supervision of daily activities.
• Ensure that activity plan is established and implemented in liaison with IT/SCOPE and MEAL officer.
• Supervise and train SCOPE registrars, project staff on SCOPE online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
• Participate actively in the monitoring of the project in collaboration with the supervisor, program and MEAL Officer with a specific attention on the efficiency of the WFP biometric registration system.
• Collaborate with related COOPI departments and other implementing partners to identify opportunities for integrated programming, promoting best practices and developing shared policy approaches.
• Prepare and submit all SCOPE project internal and external donor reports.
• Performs any other duties as assigned by his/her supervisors in connection to the project.

Training & Capacity Development:

• Through direct technical assistance provision, support the IT/SCOPE officer build the capacity of registrars
• Provide ongoing technical support and mentorship for the registrars to develop professional and technical competency.
• Provide technical feedback on daily, weekly and monthly registration reports at LGA level, ensuring that established program targets and objectives are being met
• Manages and regularly updates the Food Security and Livelihood project SCOPE/digital registration in compliance with the defined project strategy as well as COOPI and WFP guidelines.
• Total management of the SCOPE/ digital registration equipment, materials and data at LGA level.
• Manages shared e-registration-related complaints in accordance with WFP guidelines.
• Liaises closely with IT/SCOPE Office regarding SCOPE implementation and related issues.
• Develops and maintains strong working relationships with all stakeholders – WFP, Community support groups, community leaders to enhance multi-sectoral cooperation and coordination.
• Participates actively in the monitoring of the project in collaboration with the M&E Officer and assistants with specific attention on the efficiency of the WFP Livelihood, BSFP, GFD etc.

Coordination & Partnership:

• Represent COOPI in relation with WFP SCOPE unit.
• Liaise closely with WFP WFP Damaturu Office regarding to Scope registration activities.
• Meet with partners and donor agencies during field visits.
• Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the Scope related activities.
• Liaise with formal and informal local authorities to insure communication and transparency of the SCOPE registration process.
• Provide the necessary tools for a fair and transparent beneficiary selection.

Staff Management:

• Manages all registration teams directly, including enumerators and SCOPE registrars
• Hold regular meetings with project management team to plan and address any concerns and share feedback regarding SCOPE registration activities.
• Maximize all SCOPE process security, in liaison with the security officer, for both staffs and beneficiaries.
• Report all security incidents or relevant information to the PM and Security officer.
• This ToR shall be inclusive of any other task specifically assigned by the direct supervisor for what concerns the implementation of the program activities.

Candidate (Education, Training, Competences, Skills)
Minimum Requirements:

• Diploma preferably in IT/ICT, Cumputer Science and communication technology, Statistics or any closely related academic disciplines, Programming/Sciences/ Engineering or Social Sciences, and evidence of NYSC discharge certificate, with previous experience working in developmental and emergency projects especially in ICT related sector.

Skills & Experience:

• Strong IT skills will be an added advantage
• Prior experience with WFP SCOPE registration is desired
• Minimum of 2 years’ relevant working experience with humanitarian program in a similar context.
• Excellent computer skills with proficiency in MS excel.
• Strong analysis skills (qualitative and qualitative)
• Excellent interpersonal skills, written and verbal communications
• Strong cultural awareness and sensitivity
• Good understanding of complex emergencies and crisis contexts

• Minimum 2 years Banking Sector experience working on ATM or 3 years’ experience in the NGO Sector of which 2 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context;

Preferred:

• Excelent knowledge of English, ,with fair understanding of Hausa or Kanuri.
• Proficient in data collection and handling bulk registers of beneficiaries.
• Willing and able to be based and travel regularly within remote areas, where services are limited.

Brief Conditions

• COOPI reserves the right to transfer position as per need / project demand any time during the project.

Scope of the Vacancy

• The Helpdesk assistant will provide support to multi-sectorial intervention towards IDPs in Yobe State Nigeria, in the design, planning, monitoring and evaluation of the program by managing complaint and feedback data and facilitating program implementation at LGA level, under the guidance and direct supervision of the MEAL Officer.
• The Helpdesk Assistant will be responsible for the collection and the resolution of complaints in the field at LGA level. He/she will ensure accuracy of complaint registration and provision of feedback to beneficiaries and non-beneficiaries.
• The Helpdesk Assistant will be responsible for data gathering, analysis and reporting activities. She/he will assist in tracking progress of key indicators and provide timely reports to the Accountability Officer.

Main Responsibilities and Tasks
Under the direct supervision of the MEAL Officer, and in collaboration with other collaborators of the projects and of the Base, She/he will:

• Be in charge of the registration of complaints received by beneficiaries and non-beneficiaries at LGA level.
• Actively participate in sensitization and information-sharing sessions for the beneficiaries and the communities related to their right to file complaints and receive feedback.
• Maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences and other related documents for quick and easy reference.
• Report any issue which needs immediate action to the Protection and/or MEAL Officer and follow up on the resolution of such issues.
• Provide counselling and sensitization to the targeted and non-targeted population who come to file their complaints, ensure that they understand the programme and the project targeting criteria
• Be in charge of providing feedback to the complainants when complaints are resolved, with the support of the Community-based Project Management Committees.
• Treat beneficiaries with dignity and apply COOPI’s Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field.
• Work with program teams to ensure COOPI information on program activities is shared within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks
• Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the MEALOfficer/Accountability Officer, andMEAL Manager
• Support the program team in facilitating the process of setting up an appropriate Complaint Response Mechanism at the Ward/ LGA level and handling complaint/ feedback.

Scope of the Vacancy

• The M&E assistant will provide support to multi-sectorial intervention toward IDPs in NE Nigeria, in the design, planning, monitoring, and evaluation of the program by managing data including Complain and feedback management and facilitating program implementation at the LGA level, under the guidance and direct supervision of the Project and M&E Officers.
• The M&E Assistant will be responsible for monitoring data gathering, analysis, and reporting.

Main Responsibilities and Tasks

• Working under the supervision and guidance of the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, the MEAL Assistant will be based in Yobe State and any of the LGAs of implementation which are Yusufari, Yunusari, Fika, Fune, Nangere and Geidam.
• The MEAL Assistant will work closely with all program staff in the field to implement all MEAL commitments and improve program quality through enhanced data management systems and processes supporting WFP Project under activity I&II grant.
• The Assistant will support the MEAL officer in managing day-to-day MEAL tasks arising in the Field Office and providing technical support to field teams to ensure effective project implementation.

Responsibilities
Under the direct supervision of the CRM Officer and the MEAL Officer, and in collaboration with other collaborators of the projects and of the Base, She/he will:

• Receive and maintain clean data source documents from field staff.
• Ensure proper filing and storage of MEAL documents, including CFM databases, questionnaires, monitoring reports, and datasets, among others.

• Support MEAL officer in the compilation of Monthly, Quarterly, Biannual, and annual reports by providing timely, accurate, and updated data.
• Support project teams to prepare activity reports and documentation of best practices, lessons learned, assessment reports.
• In collaboration with the MEAL Officer, develop data templates to capture and store data in a mild form.
• Verify data by comparing it to source documents.
• Retrieve data from the database or electronic files as requested.
• Perform regular backups to ensure data preservation.
• Sort and organize paperwork after entering data to ensure it is not lost.
• Process data for use by, among other things disaggregating by gender, age, or any additional description as required by end-users.
• Organize the transferred data into relevant formats and computer files or database systems using appropriate IT.
• Supervise staff and enumerators on data collection and handling.

Profile of the Candidate (Education, Training, Competences, Skills)
Minimum Requirements:

• Undergraduate Degree / Diploma in Monitoring and Evaluation, Sociology, Economics, Rural Development, Development Studies, Project Management, Statistics, Demographics, or any other relevant field.
• A minimum of 1 - 2 years of work experience and experience in M&E is preferred and with previous experience working in developmental projects.

Skills & Experience:
Essential:

• Fluency required (verbal and written), and the ability to read and write in English.
• Ability to manage, track and report on program data; proficiency with Excel in monitoring and analyzing data.
• Strong writing and communication skills, including familiarity with writing funder reports, SOPs, and other program management documents. 
• Ability to work independently in a fast-paced environment and meet strict deadlines.
• Excellent critical thinking skills; ability to multi-task.
• Knowledge of Electronic Data collection tools.
