    Insecticide-Treated Bed Nets (ITNs) Campaign Consultant

    Scope of Work

    • This scope of work (SOW) sets forth the services to be provided by Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
    • The objective of this billable short-term assignment is to serve as the ITN Campaign STTA for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project. The ITN Campaign STTA will work with the Malaria Program Team to provide technical support for the implementation of ITN campaigns.

    Background

    • The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management Single Award IDIQ Contract is to ensure uninterrupted supply of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders (HIV/AIDS, Malaria, PRH, & MNCH) that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s Family Planning & Reproductive Health Program. All four task orders are implemented in Nigeria.
    • GHSC-PSM Project also provides health commodity procurement services and systems strengthening technical assistance that addresses all elements of a comprehensive supply chain.

    Principal Duties and Responsibilities (Essential Functions)

    • Support the technical and logistics workstream in the implementation of the ITN campaign
    • Support trainings at all levels for the implementation of the ITN campaign
    • Support quantification and distribution of materials and tools
    • Support implementation of ICT4D campaigns
    • Support review meetings at state level and collate ITN campaign mobilization and distribution data
    • Support monitoring and supervision of ITN campaign macro and micro logistics
    • Support state team to proactively respond to challenges during the ITN campaign
    • Support the state to ensure monitoring and supervision of mobilization and distribution exercise is efficient
    • Support the state on advocacy and community mobilization
    • Develop draft final campaign reports.

    Job Qualification

    • Bachelor's Degree or HND in a relevant field
    • 2 - 3 years of relevant work experience in ITN campaign implementation.
    • Experience working on a USAID or donor-funded project is required
    • Fluency in English is required.

    Supervision of Consultant:

    • The ITN Campaign STTA will report to the Senior ITN Consultant Malaria Program.

    Systems Operations & Management Advisor

    Scope of Work

    • This scope of work (SOW) sets forth the services to be provided by the Systems Operations & Management Advisor to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.

    Background

    • The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain.     • The Systems Operations & Management Advisor will provide programmatic & operational support for all Data Management, Analytics and Reporting (DaMAR) activities, across all task orders in Global Health Supply Chain Procurement and Supply Management (GHSC-PSM).

    Principal Duties and Responsibilities (Essential Functions)

    • Support data management, analytics, and reporting-related activities of GHSC-PSM (Nigeria Health LMIS, facility-level commodity orders, integrated distribution information, delivery documents, the National Integrated Specimen Referral Network (NISRN), etc.)
    • Manage facility master data for full integration with all systems in Chemonics, GHSC-PSM operations, and feeds (Nigeria Health LMIS, Commodity Order Management System, Warehouse Inventory Management System, DHIS, National Health Facility Registry, and Sample Transfer Network).
    • Lead and conduct manual mapping of DHIS2 and the Nigeria Health Facility Registry (HFR) with NHLMIS using facility unique IDs from the three systems and set up an automated update.
    • Lead and conduct geolocation tagging of all health facilities and service delivery points in the Nigeria Health LMIS and manage updates with automation to feed from the Nigeria HFR.
    • Lead and conduct the integration of outstanding health facilities and SDPs in DHIS2 and Nigeria HFR to guide future onboarding of programs and services into the NHLMIS.
    • Develop a framework for managing and resolving duplicate locations, including the proper migration of historical data and information associated with identified locations.
    • Develop and manage a data dictionary for the Chemonics Nigeria Data Warehouse and associated systems.
    • Support the design and improvement of developed systems, including optimization and the addition of new features.
    • Lead and manage trainings (UATs, TOTs, and rollouts) of systems (e.g., NHLMIS) developed under GHSC-PSM projects.
    • Assist the senior manager in the review of the operational performance of deployed systems, keep a log of bugs found, and escalate requests for fixes to development teams.
    • Support stakeholder management and expectations on system development, deployment, use, and transitions.
    • Perform other tasks as directed by the senior manager, MIS.
    • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
    •  Support the achievement of the overall project goals as required to ensure project performance.

    Job Qualifications

    • Bachelor's Degree or Master's Degree in Management Information Systems, Information Communications Technology, Statistics, Supply Chain Management, Sciences, or related field.
    • Minimum of five years of professional experience in data security, data analytics and database management preferably in an international health care supply chain management environment.
    • At least 3 years of work experience in ICT-based knowledge and information systems.
    • Ability to monitor and provide support to multi-functional teams in supply chain activities.
    • Experience working on a USAID or donor-funded project required
    • Fluency in English is required.

    Supervision:

    • The Systems Operations & Management Advisor will report to the Senior Program Manager-(MIS) Business Intelligence & Operations

    Working Conditions/Duration of Assignment:

    • This is a long-term position for the life of the contract based in Abuja, Nigeria.
