    Information and Communications Technology Supervisor

    Main Purpose

    • Supervising and monitoring the implementation of the systems and communications' software and hardware in the mission, according to MSF standards, protocols and procedures in order to ensure the efficient use of ICT systems and equipment.

    Job Description

    • Monitor, maintain and follow up on all Information Technology (IT) and Telecom equipment, tools and services in the mission.
    • Adapt and ensure compliance of general IT and Telecom policies, guidelines, and documents in order to meet mission’s specific needs, as well as ensuring their implementation to enable the development of the mission in perfect working conditions upon validation from the Logistics Coordinator;
    • Prepare and collaborate in the establishment of the annual budget of the IT and Telecom families.
    • Providing his/her technical expertise in the local purchase process.
    • Supervise, implement and improve data security protocols (data saving, firewall, user access right, backup, equipment and software security, etc.)
    • Provide advanced technical support to logistics experts dealing with IT and Telecom systems.
    • When needed, liaise with HQ Technical Referent(s) for 2nd line support, as well as with external providers;
    • Providing educational support (briefing, training and support, etc.) to all users including Logistics experts that deal with IT and Telecom systems;
    • Participate in regular reports at coordination level in accordance with MSF guidelines
    • Update and archive all user and ICT related documentation when due
    • Perform any other tasks specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

    Requirements
    Education Essential:

    • University Degree or Technical School Diploma.
    • Certification in network or server administration would be an asset.

    Experience:

    • Preferably 2 years of proven experience in IT or technical functions

    Language:

    • Mission language essential.

    Knowledge:

    • Expertise in latest version of Microsoft Operating System and business applications (Office365)
    • Understanding of Server Management (latest version of Microsoft Operating System,
    • Active directory) and virtualization (Hyper-V)
    • Good knowledge in Network Administration (LAN, VLAN, network policies and protocols)
    • Good knowledge of computer’s hardware and maintenance process, IT security best practices and IT service management tools (ITSM)
    • Understanding of radio telecommunication concept (HF, VHF, GSM, satellite)
    • Teaching and supporting skills.

    Specialised Technician

    Location: MSF OCA, Gunmi Nutrition Response, Zamfara
    Employment Type: Contract
    Contract Duration: Definite contract (3 months with a possibility of renewal)

    Main Objective and Responsibility of the Position

    • Perform autonomously, specific complex / advanced installation, maintenance works and repairs depending on technician’s specialization (requiring special/qualifications/training), according to supervisor’s instructions and MSF standards and procedures, in order to ensure a proper functioning and maintenance of MSF equipment, installations and infrastructures.

    Accountabilities

    • Performing autonomously, all necessary installations, maintenance, and repairs (i.e. plumbing, electricity, carpentry, radios, computers, constructions) according to the supervisor’s instructions and executing any needed tests after any repair or maintenance. The position requires particular focus on electrical, ICT, and minor construction/rehabilitation.
    • Work in collaboration with other specialized technicians and workers, if necessary or maintenance work needed in MSF electrical installations, equipment and/or vehicles and assisting logistics department for any relative work needed.
    • Responsible for the equipment and tools, including extinguishers, checking they are correctly and safely used, maintaining and renewing them when necessary, and keeping the inventory updated.
    • Keeping the working area clean and tidy.
    • Look after all equipment and tools provided.
    • Ensuring that all record sheets and books related to logistical maintenance are always completed.
    • Preparing needed reports before and after any repair or required maintenance.
    • Immediately informing the line manager of any problems that arise in the course of the work, particularly with regard to damage, loss, theft or attempted break-ins.
    • Working in collaboration with other specialized technicians and workers, if necessary, or managing a small team of workers.
    • Assist logistics department with relative work needed.

    MSF Section / Context Specific Accountabilities:

    • The position is based in Gummi LGA where MSF conducted a mass malnutrition screening in June 2022 and found that rates of malnutrition were well above emergency thresholds. As a result the project has begun to establish an emergency intervention which includes blanket supplementary feeding, in-patient and ambulatory therapeutic feeding centres, and malaria test and treat units, and community health education activities throughout the Gummi LGA.
    • The project is still in the start-up phase and thus the position requires flexibility to work outside of traditional working hours and days.

    Requirements (Qualifications / Experience / Knowledge)

    Education:

    • Essential: Diploma or recognized formal training in the assigned technical area.

    Experience:

    • Demonstrate experience in his/her technical area (minimum of 2 years experience).

    Logistics Supervisor

    Location: MSF OCA, Gunmi Nutrition Response, Zamfara

    Contract duration: Definite contract (3 months with the possibility of renewal)

    Main Objective and Responsibility of the Position

    • Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

    Accountabilities

    • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices.
    • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards.
    • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his/her activities.
    • Monitoring the maintenance of all equipment (energy, watsan, comms, biomed, etc.)
    • In cooperation with the ICT officer ensure infrastructure of IT and comms in project as well as ensuring back-ups and update.
    • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
    • Ensure daily and weekly checks are performed and followed up

    • Managing and following up orders which include collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, making local purchases according to MSF supply procedures, and ensuring reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment.
    • Receiving and prioritizing job requests and ensure they are completed in a timely manner
    • Ensure that applied security and safety measures are well implemented in the project and adhered to by all members of the team.
    • Support the Project Coordinator with regular updates and reports on relevant security and/or safety incidents within the area of operations.

    Physiotherapist

    Contract Duration: Indefinite Contract

    Main Objective and Responsibility of the Position

    • Following medical prescription, plan and carry out individual treatment programmes, by assessing patients’ physical state, in order to maintain, improve or rehabilitate the physical well-being of the patient and prevent physical handicaps.

    Accountabilities

    • Assess patient physical capacities, using different procedures (e.g. functional capacity tests) in order to set up treatment objectives with the patient and therefore improve patient's health and wellbeing.
    • Elaborate and implement physiotherapy programmes, including physiotherapy exercises, manipulations, massages, education, utilization of physiotherapy devices and orthopedic equipment, educating and advising patients and their careers on how to prevent and/or improve conditions, in order to accelerate and improve activity results.
    • Train patients and caretakers on how to avoid injury in order to create preventive behaviors.
    • Actively monitor and report physiotherapy activities (correctly filling in patient files, forms, statistics, and reports) and analyse these statistics in order to improve quality service, preserving patient’s data traceability.
    • Take care of physiotherapy equipment, managing the stock, making orders according to activity and cleaning up the equipment, in order to ensure its continuous availability and quality of service.
    • Report to the technical referent any problem arising in the service, especially the loss/ robbery/damage of medical equipment or medicines in order to implement the appropriate measures.

    MSF Section / Context Specific Accountabilities

    • To be professional and legally responsible and accountable for all aspects of your work including the management of patients in your care. To ensure a high standard of clinical care for all Noma patients under your management.
    • Regularly assess and measure patients’ treatment progress by looking for signs of decreased mouth opening stiffness, pain and discomfort.
    • Evaluate effect of therapy treatment and communicate patients progress to MTL.
    • Carry out routine physiotherapy assessments for all truisms patients on admission and those on follow-up visits.
    • Coordinate patients for CT scan investigation in preparation for surgical intervention/screening
    • Participate fully during patients’ review for surgical intervention and multi-disciplinary team ward round.
    • Collaborate with MOH and MSF medical team in the management of patient and other related hospital activities.

    Reporting:

    • Record and document patient physiotherapy care services. This includes daily, weekly updates and monthly medical reports.

    Data Management:

    • Ensure patients' data and pictures collected are handled with confidentiality.
    • Monitor physiotherapy indicators in the annual plan, and ensure collection of patient data and record in the case reporting form.

    Requirements (Qualifications / Experience / Knowledge)

    • Bachelor of Physiotherapy (BPT).
    • Registered with the Medical Rehabilitation Therapist Board of Nigeria.
    • Possess an up-to-date professional license with MRTB
