    ICLA Technical Assistant (Community Liaison)

    Tasks and Responsibilities

    • Ensure adherence with NRC policies, tools, handbooks and guidelines and donor requirements
    • Assist with the implementation of the support function portfolio according to plan of action
    • Prepare and develop status reports as required by supervisor
    • Ensure proper filing of documents
    • Promote and share ideas for improvement of the support function
    • Promote the rights of IDPs/returnees in line with the advocacy strategy
    • Involve and inform communities and community leaders about the activities to ensure accountability.
    • Break down the annual operational plans into weekly, monthly and quarterly implementation plans
    • Perform any other duties as requested by the ICLA Community Liaison Assistant

    Specific responsibilities

    • Work closely with ICLA Project assistants for implementation of the shelter rehabilitation activities
    • Assist in the implementation of all ICLA activities involving community engagement
    • To establish and strengthen and maintain relations with community stakeholders, local leaders and beneficiaries
    • Support in collection of M & E information to inform program design
    • Engage with community to identify protection issues and report same for immediate and necessary action: thereby strengthening the referral pathway
    • Assist in organising and grouping of beneficiaries for information sessions
    • Working closely with community leaders and beneficiaries under the supervision of the ICLA Community Liaison Assistant to ensure accountability
    • Performs any other duties as reasonably requested by the ICLA Technical Liaison Assistant.

    Qualifications

    • Experience from working in a humanitarian/recovery context
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Good knowledge of English both verbal and Written

    Context/ Specific skills, knowledge and experience:

    • Minimum qualification of secondary school certificate
    • Must have excellent interpersonal and organizational skills
    • Previous experience from working in complex and volatile contexts
    • Knowledge about own leadership skills/profile
    • Strong understanding of the community profile, local cultures, traditional and religious structures
    • Fluency in the local languages of Hausa, Higgi is a must.
    • Excellent communication skills (written and Oral)
    • Evidence of significant involvement with the communities is an added advantage

    WASH Technical Officer

    Location  Monguno, Borno State

    As part of the emergency response, one of the main focus for NRC in the coming months will be the provision of durable solutions for conflict affected populations including IDPs, returnees and the local communities in Borno, Adamawa and surrounding displacement affected population in the north-eastern states. NRC is therefore looking for a WASH Technical Officer in our Field office in Monguno – Nigeria. The purpose of the WASH Technical Officer is day to day implementation of the WASH Technical support functions portfolio. The WASH Technical Officer – Monguno reports to the WASH Coordinator based in Maiduguri.

    Tasks and Responsibilities

    • Ensure adherence to NRC policies, tools, handbooks and guidelines and donor requirements;
    • Coordinate the WASH activities according to strategy, proposals, budgets and plans
    • To assist the WASH Coordinator in all aspects of WaSH programs planning, implementation, monitoring and evaluation
    • Develop technical specifications and bills of quantities (BOQ) for works
    • To assess the WASH training needs of the community and assists in the development of appropriate training materials and plans
    • Conducts water quality testing and sanitary inspection at water points
    • Provides technical assistance to the WASH Program Development Manager and local counterparts on issues of water and sanitation information and communication strategies
    • Assists in the establishment, and training of water point committees as well as monitoring their performance
    • Assists in the compilation of weekly and monthly WaSH reports, program documents, project proposals, and budgets
    • Ensure adherence to NRC policies and donor requirements
    • Involve and inform communities and community leaders about the activities
    • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures

    Specific responsibilities

    • Work closely with the Monguno Project implementation team;
    • Water and sanitation infrastructure construction (Boreholes, latrines,);
    • Break down the annual operational plans into weekly, monthly and quarterly implementation plans;
    • Preparing weekly progress reports and others documents required for the water and sanitation infrastructures such as boreholes, latrines;
    • Performs any other duties as reasonably requested by the WASH Project Coordinator.

    Qualifications

    • Higher diploma in Civil or Water Engineering or Public Health (BAC+5) minimum
    • Minimum 3 years’ experience from working with wash projects in a humanitarian/recovery context.
    • Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
    • Previous 2 years work experience in community based Water and Sanitation programs; Work experience with an INGO is desirable
    • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
    • Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage
    • Excellent communication skills - written and spoken - in English required.
    • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
    • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
    • Computer literacy in word processing and spreadsheets is required,
    • Familiarity with AutoCAD, GPS, Arc GIS and Google Earth is strongly desirable

    WASH Technical Assistant

    • Coordinate with relevant partners;
    • Supports the Officer to ensure that procurement, development and distribution of materials and equipment are timely and according to procedures;
    • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities;
    • Performs any other duties as reasonably requested by the WASH/Field Officer.

    Qualifications
