    Finance Officer - Voice

    Job Purpose

    • The Finance Officer will support the delivery of all financial management functions according to Oxfam Financial Manual, including but not limited to petty cash management, timesheets recording, monthly payroll processing, and the monitoring of financial activities and requirements as they relate specifically to Oxfam’s relationship with partner organizations.
    • S/he will check all expense supporting documentation to ensure compliance with the organization’s policies and related law, prior to obtaining approvals and payment processing.
    • S/he will coordinate and act as a focal point for issues relating to finance for the VOICE project.

    Key Responsibilities and Accountabilities
    Financial Planning, Budgeting, and reporting:

    • Assist in the preparation of the phased budget for the project. -
    • Review budget, activity plans, and partnership agreements to ensure compliance with donor requirements and Oxfam policies and procedures.
    • Assist with regular forecasting of project budget utilization and in effectively managing the resources for the respective projects.
    • Produce accurate, complete, and consistent financial accounts, comments, and supporting documentation for inclusion in project budget planning.
    • Supports on the finance implementation of projects.
    • Coordinates with Finance Manager on the finance implementation of the grants implemented by counterparts.
    • Prepares monthly financial progress reports (budget monitoring reports) for the project, and provides all relevant parties with effective budget analysis.
    • Support and advice program team on all relevant finance issues regarding project management.
    • Produce accurate, complete, and consistent financial accounts, comments, and supporting documentation for inclusion in donor reports, ensuring that all donor reporting deadlines are met and that reports adhere to donor requirements.

    Financial Transaction and Cash Management:

    • Ensure the management of cash and treasury including timely and accurate payments of suppliers and locally hired short and long-term staff. Ensure cash and banks accounts are regularly reconciled. Manage and oversee projects inventory, capital equipment and issues related to offices and guest houses management
    • Ensure detailed and accurate records of all financial transactions are maintained physically and electronically in accordance with generally accepted accounting principles
    • Check accuracy, completeness, and validity of financial data before payment and posting into Finance system.
    • Review payment vouchers to ensure that correct budget codes are charged and also approvals have been made with appropriate delegated authority.

    Financial Control & Risk Management:

    • Support the development of risk mitigation strategies in order to eliminate loss or fraud.
    • Carry out financial/ compliance risk assessment of financial and organisational systems of partner organisations according to Oxfam’s partner assessment tools, in line with donor requirements.
    • Proactively review and identify any potential issues which would interfere with reporting requirements and/or meeting compliance standards and take appropriate action to resolve them.
    • Maintain an effective reports monitoring system, ensuring adherence to Oxfam policies and procedures on partner management.
    • Highlight and indicate financial processes that need to be changed to optimize group value.

    Donor and Partner Management:

    • Proactively review and identify any potential issues which would interfere with reporting requirements and/or meeting compliance standards and take appropriate action to resolve them.
    • Visit partner organisations to fully understand the context and operating environment they work in to ensure effective support is provided.
    • Participate in regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.

    Educational, Experience & Competence
    Essential:

    • First degree or equivalent in Finance, Accounting, Business Administration, Economics or any Social Science discipline.
    • Minimum of 5 years experience of all core financial management activities, including accounts payable, bookkeeping cash management, budget development, statutory requirements and standard accounts
    • 2 years proven knowledge and experience of grant accounting and sound experience with donors funding regulations, procedures, and reporting requirements
    • Monthly WHT report preparation/submission to TAX inspection; compiling financial documents for audit reviews as needed
    • Strong numerical skills and experience using a computerised financial management information system
    • Good analytical skills and experience using a computerised information management system (Ms. Word, Excel, Accounting software, etc.)
    • A critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards
    • Excellent organization skills and flexible approach to planning comprehensively, managing and prioritizing effectively a high workload and multiple tasks and deadline
    • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through
    • Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam.
    • Excellent personal communication skills, in written and verbal English
    • Ability to represent Oxfam in a professional and competent manner with external individuals and organizations
    • Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues
    • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work

    Desirable:

    • Recognized accountancy qualification (ACA, ACCA, CIMA) and relevant post qualification experience
    • Knowledge or experience of Oxfam's (or similar organisation’s) program work, including field experience and/or with institutional donors
    • Knowledge and / or experience of common Oxfam norms objects, standards and tools

    Governance and Influencing Officer

    Team Purpose

    • To promote agriculture-driven economic growth and improve the living conditions for 10,000 rural farmer households (60% women) with a specific focus on women and youth.

    Job Purpose

    • To lead the development and implementation of LINE project’s advocacy and influencing work in Bauchi State linking with national, regional and global Oxfam advocacy and influencing initiatives.

    Job Responsibilities
    Technical

    • To design and develop LINE project’s approach to governance and influencing work, as part of the Oxfam overall strategy.
    • To lead the implementation of LINE Project’s advocacy and influencing campaigns working in collaboration and with support from Oxfam Country Office and with the project’s key implementing partners.
    • To liaise closely with the other Project Officers and Partners to ensure advocacy is rooted in all LINE project activities.
    • To compile, document and share the project’s lessons learnt, best practices and success case studies/stories for and with a wide range of audiences, locally, nationally and abroad.
    • Other duties commensurate with the post.

    Key Tasks
    Design and development of advocacy and campaigning:

    • To work with the Project Manager, other Officers , and Partners to develop advocacy and influencing strategies that are in line with the LINE project objectives as outlined in the Governance strategy and overall Oxfam advocacy and influencing strategies.
    • To take the lead within LINE project for the development and coordination of all advocacy, influencing and campaigning activities and work with all relevant partners to ensure advocacy outcomes are met.
    • To identify, work with, and collaborate, where necessary, with relevant civil society organisations and government offices in and around Bauchi State on advocacy, influencing and campaigning on improving the business enabling environment.
    • To establish a monitoring framework that tracks and documents changes and impacts related to advocacy, influencing and campaigning activities under the LINE project in line with Oxfam’s Worldwide Influencing Network (WIN).
    • To advise the Project Management Unit on the development of reactive and opportunistic policy statements as required.

     Lead implementation of advocacy, influencing and campaigns:

    • To develop LINE project’s profile with international development advocacy forums working in close collaboration with the PMU and the Oxfam country office.
    • To establish and develop relationships with relevant high-profile influencers, including but not limited to Commissioners, Permanent Secretaries, Local Government Chairs, civil servants, think tanks, etc.
    • To work closely with the LINE project officers and Oxfam country office to develop popular advocacy, influencing and campaigns materials.
    • To represent LINE project at relevant public events and in the media, including speaking at supporter events after due clarification from the Project Manager.

    Rooting advocacy and campaigning in local partnerships:

    • To work closely with the PMU to understand the ‘voices’ of LINE project partners on advocacy-related issues.
    • To identify, work with and mentor local implementing partners on advocacy, influencing and campaign activities.
    • To ensure LINE Project advocacy and influencing work supported through local partners is incorporated into Oxfam country office advocacy, influencing and campaigning where appropriate.
    • In association with the relevant officer(s), to identify any potential impact of LINE Project’s advocacy or influencing or campaigning on our local partners and advise the PMU.
    • To provide targeted advocacy, influencing and campaigning support to LINE project partners as required.
    • To undertake partner visits as required.

    Supplementary duties:

    • To work closely with all relevant parts of the project as appropriate to ensure that tasks deliver what is required both within the organisation and to our supporters and other stakeholders.
    • To play an active part in the wider LINE project team by offering help and support as required.
    • To undertake any other tasks that may be regarded as appropriate for a role of this nature within the organisation.
    • To travel as required and represent LINE project at appropriate forums, both nationally and internationally.

    • Experience of developing popular campaign materials.
    • Experience in documenting change and lessons learnt through success stories, case studies, learning manuals, etc.
