    Job Description

    Context

    • Under the overall supervision of the Regional Health Assessment Programme Coordinator (RHAPC) and the direct supervision of the Chief Migration Health Officer (CMHO) OR Under the overall and direct supervision of the Chief of Mission (COM) and the technical supervision of the (Deputy) Regional Health Assessment Programme Coordinator, and in close coordination with the National Health Operations Officer, the successful candidate will be responsible for the management of the Migration Health Assessment Centre (MHAC) in Lagos, Nigeria.

    Responsibilities

    • Health Assessment Portfolio
    • Clinical
    • Organize and supervise CITY MHAC’s migration health assessment process to fulfill the technical requirements of the resettlement countries in the areas of:
      • Medical examinations;
      • Imaging;
      • Laboratory testing;
      • Vaccinations;
      • TB management;
      • Treatment and referrals;
      • Pre-departure procedures and medical movements;
    • Documentation, certification and information transmission; and, Other technical areas as may be required.
    • Conduct health assessment for refugees and migrants, including review of medical history, physical examination, evaluation of Chest X-ray (CXR) and review of the lab results in accordance with the technical guidelines of the resettlement countries.
    • Maintain the infrastructure and equipment of MHAC premises including infrastructure and equipment of HAP premises so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.
    • Coordinate with the CMHO if present or lead the coordination efforts in the country office to ensure human resources and MHAC organizational structure needs are sufficient and adequate for the planned levels of health assessments and that staff has necessary qualifications and skills. These efforts include the creation and continual review of the network of external human resources, such as consultants and medical escorts, to support health assessment process and travel assistance to ensure operational flexibility.
    • Contribute to/lead and maintain efficient, client-centered procedures while ensuring a high level of integrity at all stages of the MHAC’s process, including client information and appointment system, payment, registration, pre- and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure and other procedures. Establish within MHAC a system enabling clients to provide feedback.
    • Contribute to/lead and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement CITY MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
    • Collaborate with the CMHO (if present) or lead the efforts to incorporate additional public health interventions in the HAP context. Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.
    • Operations (in coordination with the National Health Operations Officer)
    • Ensure that the COM and CMHO (if present) or the technical supervisor at the regional level is informed about the MHAC’s health activities and that the IOM medical facilities have obtained approval to provide health assessments and related services.
    • Supervise clinical- and non-clinical staff as well as external consultants in the MHAC involved in the health assessment process; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the CoM and the IOM Office of Ethics and conduct of any issues regarding staff misconduct.
    • Establish the MHAC staff development strategy in coordination with the CMHO if present, ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, initiate, contribute to the organization and delivery of various professional in-house trainings.
    • Liaise with external service providers to negotiate agreements in coordination with Resources Management Officer (RMO). Exercise quality control over outsourced services and take corrective measures if necessary.
    • Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the resource management unit.

    Financial and other data

    • Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.
    • Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for migration health activities.
    • Oversee the financial aspects of the MHAC in close coordination with the mission's finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.

    Other health activities

    • Facilitate the integration of health assessment activities into the overall migration related programming of the Mission in CITY through close collaboration with the various units at the Country Office level.
    • Advise IOM colleagues on the link between the HAP with the two other core MHD programme areas - Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations.
    • Perform such other duties as may be assigned by the direct supervisor.

    Qualifications

    Education

    • University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology; and minimum of seven (7) years of relevant professional experience of which at least three (3) years managerial responsibilities,

    OR

    • University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five (5) years of relevant professional experience of which at least three (3) years managerial responsibilities.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.
    • Are you a staff member whose position is affected by the Structural Adjustment Plan?

    For MHN:

    • Have you completed your diploma/degree in nursing?
    • Are you registered with the Nursing and Midwifery Council of Nigeria (NMCN) and possess a valid practicing license?

    For MHP:

    • Are you registered with the Medical and Dental Council of Nigeria (MDCN)?
    • Is your annual practicing license with the MDCN currently valid?

    Experience

    • Professional continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context;
    • Experience in Migration Heath Assessments;
    • Demonstrated progressive experience in health programme management;
    • Experience in project development, management and report writing;
    • Proven abilities to establish partnerships with government institutions, health institutions and other partners;
    • Knowledge of public health;
    • Demonstrable knowledge of patient safety and infection prevention and control;
    • Experience in migration health emergency response is an asset
    • Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of pediatrics, pulmonology, or emergency medicine is an advantage.
    • Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of internal medicine is an advantage.
    • Proven expertise and/or specialization in public health, health care administration, or healthcare management is an advantage.

    Job Description

    Context

    • Under the direct supervision of the Chief Migration Health Officer (CMHO) and in close coordination with the Resources Management Officer (RMO) and relevant units, the successful candidate will be responsible and accountable for monitoring day-to-day operations of the Migration Health Assessment Centre (MHAC) in Abuja, Nigeria, in managing resources including but not limited to finance and budget coordination, supervising staff, procurement planning, management medical supplies and equipment, maintaining service quality and providing support to MHAC administrative processes, aligning it with the health assessment targets, protocols, and in compliance with MHD protocols and standards.

    Responsibilities

    Administrative/Operations

    • Manage the MHAC daily operations including patient registration, scheduling, staffing shifts, and other administrative tasks to ensure seamless coordination, implementing SOPs to enhance efficiency and service. Monitor patient flow and address operational challenges in close coordination with the CMHO.
    • Coordinate implementation of internal office procedures (document tracking, filing, archiving, and monthly reporting) across all units. Coordinate systematic e-archiving for medical files, blood test results, and follow-ups. Maintain orderly storage of chest X-rays and required hard copies (informed consent, radiologist’s report, sputum smear results, pregnancy test results, etc.).
    • Support CMHO in budgeting, planning and the overall financial management of the MHAC that includes coordination of operational budgets, resource planning, monitor expenditures and identify effective cost saving measures ensuring financial efficiency and high service quality.
    • In coordination with the RMO, participate in budget and expenditures monitoring, monthly and annual financial reporting. Collect relevant statistics and provide financial analysis, in coordination with the CMHO.
    • Provide the leadership, create, enforce, implement, and update MHAC with Standard Operating Procedures (SOPs) for managing the office’s petty cash, providing best practice recommendations. Supervise and monitor MHAC’s reconciliation of service fees and bank statements.
    • Support in developing procurement plans for medical supplies, office materials, and essential clinic resources and coordinate with procurement team to track and manage inventory levels.
    • Coordinate and ensure that MHAC is maintaining proper inventory control mechanisms and organizing timely, cost-effective and appropriate procurement and storage of stationeries, IT equipment and consumables, hygiene products, medical supplies and equipment, as needed for the MHAC.
    • In coordination with the CMHO or the Head of the Clinic, ensure the MHAC facility standards including infrastructure and equipment are in line with established IOM and comparable industry standards. Lead the continual improvement efforts for the client experience and services at the MHAC and related facilities.
    • Coordinate with external stakeholders such as embassies focal point, agencies and relevant partners on the target caseload and align it with the MHAC capacity by adjusting schedules, staffing, and resources. Collaborate with the CMHO to assess demands, track patient volume traffic trends to recommend staffing and supply adjustments based on the actual clinic operational needs.
    • Forecast resource needs based on the expected caseload ensuring timely efficiency.
    • Supervise clinic and administrative support staff and identify staff training needs. Work closely with the CMHO to conduct regular performance evaluation through the PAS and provide development and mentorship programme.
    • With the Resource Management Officer (RMO), coordinate the issuance/renewal of staff contracts, leaves, attendance records maintenance, medical and insurance monitoring and security issues. Act as main liaison between MHD and procurement, finance and HR units for all related activities.
    • Coordinate with the CMHO/Head of the Clinic and the respective thematic leads on the staff roster to ensure that minimum resources are available at any clinic operational hours to manage the expected and surge caseloads.
    • Supervise non-clinical staff as well as external consultants, involved in the health assessment process; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Informs in due time the CoM and the IOM Office of Ethics and Conduct of any issues regarding staff misconduct.

    Compliance Monitoring and Reporting.

    • In coordination with the CMHO, implement improvements to strengthen internal control mechanisms; provide inputs for new procedures to complement or to improve existing instructions/standard operating procedures in order to achieve streamlined efficiencies.
    • Perform regular internal audits, verify compliance with the health and safety regulations, and maintaining the integrity of the MHD process and policies.
    • Generate and produce regular reports on patient caseload, resource use, and compliance. Leverage data-driven insights to optimize clinic operations and enhance service delivery.
    • Develop and monitor key performance indicators (KPIs) to assess operational efficiency and service quality. Serve as a focal point for management reports of the clinic. Ensure that quality indicators and checklists are tracked and kept as per IOM and comparable industry standards and guidelines.
    • Contribute to the HAP risk management and lead in monitoring of the HAP risks at the CO level. Assist in the information collection and root cause analysis of the incident investigations and contribute to the preventive actions of the incidents at the clinic.
    • Perform such other duties as may be assigned.

    Qualifications

    Education

    • Master’s Degree in Administration Management/ Medical, HealthCare Administration of a related field from an accredited academic institution.

    OR

    • Bachelor's Degree in above with at least two years of relevant working experience.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.
    • Are you a staff member whose position is affected by the Structural Adjustment Plan?

    For MHN:

    • Have you completed your diploma/degree in nursing?

    • Demonstrated effective leadership, detail oriented and analytical skills is required.
    • Proven experience and ability to act independently and exercise sound judgment is required.
    • Demonstrate accuracy in handling and reporting data is required.
    • Proven experience or advanced degree in healthcare administration is an advantage.
    • Proven certification in core healthcare certifications such as Certified Healthcare AdministrativeProfessional (CHAP), Professional in Healthcare Quality (PHQ), Certified Medical Manager (CMM) or any other is required
    • Proven experience in ISO certification is an advantage.
