    Facilities Supervisor

    Purpose Of The Role

    • The Facility Supervisor is responsible and accountable for the delivery of all FM related operational services, with a support a team. This involves all aspects of building facilities and supply partnerships. This position is accountable for creating, sustaining and delivering provision of all facility management services to the client, ensuring Environmental Health and Safety (EHS) statutory, operational and commercial compliance with EHS legislation, client and CBRE standards.
    • The Facility Supervisor shall maintain a visible presence and a point of contact for the local client and escalation for locally site based occupants at all times. The incumbent shall drive the culture and working practices through staff management and ensuring CBRE standards are embodied in the local facilities management culture.

    Key Performance Areas
    Soft Services:

    • Third Party Supplier Management – catering services, cleaning and waste management, security, mail, hygiene & pest control, grounds & indoor plants contracts management and Ad-hoc suppliers
    • Ensure adherence to SLA’s
    • Cost management / budget control of all site services within scope
    • Purchasing / Procurement of services for above mentioned sites
    • Develop maintenance schedule for all services and equipment
    • Act as a customer interface for operational property matters, key CBRE business contacts and local client portfolio (cGMP cleaning requirements as agreed upon with the client)
    • Lead the direct reporting staff, build the facilities team and supply partner relationships
    • Proactively develop ongoing opportunities to ensure cost efficiency
    • Ensure information is cascaded to the site team through aligned site management objectives
    • Operate and comply with CBRE and agreed client business processes and procedures

    House Keeping, Safety, Health And Environment

    • Conform to Occupational Health and Safety and Environmental Act at all times
    • Identify and report on potential hazards and exposure at the client site
    • EHS Reporting on all incidents and audits
    • Control of works using the clients permit to work system
    • Monitor security systems and procedures.
    • Conduct regular inspections according to CBRE requirements

    Contractual and Strategy implementation

    • Implement continuous improvement activities and initiatives at the client site
    • Manage service delivery to maximize contract reward mechanism and ensure CBRE is not penalized through not meeting performance
    • Support implementation of CBRE strategic and operational initiatives
    • Maintain a pro-active relationship with the client and understand the site as well as current and future
    • Business Requirements

    Maintenance Systems

    • Establish PPM for Equipment
    • Ensure adherence to PPM standards
    • Continuous reduction in maintenance costs

    Quality

    • Adherence to and documentation of agreed CBRE standards

    Reporting

    • Timeous, accurate reporting on operations, EHS and service level agreements
    • Reporting as required by Customer Business Manager

    People Management

    • Motivate and develop reporting staff
    • Performance appraisal and goal management for reporting staff
    • Team training, development and succession planning
    • Foster a team that achieves enhanced safety performance targets and implementation of associated safety improvement initiatives
    • Ensure staff leave is accurate and up-to-date
    • Submit overtime and expense claims within cycle

    Finance Management

    • Track expenses against forecast / budget with on-site finance
    • Control and manage budgets across soft services and project delivery cost lines ensuring staff focus on billing and collection processes
    • Identify and inform on potential expense exposure
    • Identify and implement potential savings
    • Comply with procurement standards
    • Effective inventory control

    Education And Experience

    • High School Diploma
    • Facilities Management Qualification or equivalent
    • Minimum experience required is 3 years in a facilities supervision role
    • Computer Literacy – Full MS Office Suite
    • Excellent verbal and written communication skills (English)
    • Experience in management of supply partners and contractors
    • Ability to implement successful change management initiatives
    • Knowledge of corporate EHS strategy, standards and requirements
    • Knowledge of Health and Safety Legislation
    • Knowledge of Service Level Agreements and risk assessment methodology
    • Sound understanding of continuous improvement and problem solving
    • Financial acumen and budget management experience
    • Health and safety certification
    • Management or supervisory experience
    • Strong interpersonal, leadership and people management skills
    • Must be able to multi-task and prioritize

    Core Duties

    • Manage the maintenance service offered by Consultants/Contractors to ensure the best
    • interests of the client are met.
    • Ensure that statutory requirements of the local authority regulations are met as per Service Level Agreement.
    • Provide input into yearly maintenance budgets, ensure expenditure is adhered to and ensure that all over expenditures are approved.
    • Support any projects undertaken by client.
    • Implement, maintain and ensure Planned Preventative Maintenance on site.

    Key Areas of responsibility:

    • Evaluates technical solutions offered by consultants or contractors to ensure best interests of the client are met.
    • Drawing up of the annual repairs and maintenance budget in collaboration with client.
    • Correspond with & manage technical services stakeholders – client, contractors, staff.
    • Evaluation of new service providers and recommendations for additions to the approved list of contractors.
    • Ensure that complaints are followed up and attended to timeously.
    • Ensure that the statutory requirements of the any local authority regulations are carried out as per Service Level Agreement.
    • Ensure that repairs and maintenance budgets are adhered to and that all proposed over expenditures are approved.
    • Ensure all contractors comply with safety legislation.
    • Ensure contractors adhere to contract obligations.
    • Approval of invoices for payment after satisfactory performance of work.
    • Ensure that energy and utilities are used in the most economical way and wastage is minimised.
    • Ensure that Annual Building inspections are performed.
    • Prepare tenders and obtain quotations for projects.
    • Attend technical meetings.
    • Prepare and obtain expenditure approval

    Education:
    Essential technical qualification, or degree
    Desirable

    • Nigerian Electricity Regulatory Commission
    • Advanced HVAC Knowledge

    Skills required:
     

    • Computer literacy (Email, Spreadsheets, & system related reporting)
    • English speaking, and ability to read and write in English.
    • Communication excellence (Internal & External)
    • Knowledge of building maintenance (Electrical, Civil, HVAC, Plumbing)
    • Practical Administration of Occupational Health and Safety Act.

    Experience

    • 5 to 10 years of experience in a similar capacity
    • Facilities maintenance experience
    • Electrical, HVAC, plumbing
    • Contractor Management
    • Client service experience
    • Min off 5 year professional experience in a similar role
    • Hands on technician
    • Computer literacy / BMS/ CMMS systems
    • HVAC Knowledge

    Additional site based requirements

    • Hands-on experience in developing and delivering products and solutions
    • Strong knowledge including industry processes, commonly available/used data sources as well as data management, and regulatory compliance requirements.
