    Energy Specialist

    Scope of Responsibilities and Accountabilities

    • The main purpose of the job holder is to carry out the assessments and ensure the implementation, day-to-day management and control of the technical part of projects in the energy (and HVAC if relevant) domain, in accordance with MSF protocols, standards and procedures in order to ensure the optimal functioning of the project and the infrastructures and efficient use of systems and equipment.
    • In collaboration with his/her managers, provide support and guidance to the field staff in order to ensure that all electrical (and HVAC if relevant) installations comply with MSF standards, protocols and procedures, and the preventive and corrective maintenance is done accordingly.
    • Carry out evaluations, feasibility and detailed studies of the project to present hierarchical superiors different possible solutions to the difficulties encountered in his/her area of specialization, namely the installation, construction and commissioning of electrical (and HVAC if relevant) installations. In direct contact with staff, identify project needs and manage responses of requests by establishing priorities.
    • Provide support to the teams in the field in the energy (and HVAC if relevant) domain and assist in the training of project technicians to make them autonomous for preventive maintenance, basic troubleshooting and small jobs. Ensuring that technicians are able to implement safely procedure for themselves and users.
    • Guides and supports the field teams to define and implement preventive and corrective maintenance procedures
    • Raises the awareness on energy use for all staff and advices on strategies to improve energy efficiency of the site.
    • Provide training for technicians on appropriate use and maintenance of existing and new installations.
    • Act as an itinerant support of the mission implementing proposed solutions when needed and provide managers with duly documented technical advice.
    • If necessary, defines procedures and / or protocols for the proper functioning of the electrical (and HVAC if relevant) installations in the field.
    • Performs regular inspections of the interventions and condition of the electrical (and HVAC if relevant) installations.
    • Participates in the evaluation of local actors and ensures the quality of services and supplies.
    • Checks and advises on international orders for consumables and replacement equipment.
    • Ensures the management of stocks and equipment in his/her specialty area at mission level
    • Ensures that all design, operating and maintenance documentation is up to date (report, asset management tool, diagrams and layouts, consumption reports, power assessments, cooling and heating need assessments).
    • Ensure that the right equipment and electrical tools are in place and correctly used.
    • Identifying, defining and implementing solutions and strategies that reduce the environmental footprint of the electrical installations (and HVAC if relevant) in the mission/projects. These strategies enclose not only technical solutions but also how the electrical installations are used, maintained and managed. The main objective of reducing the environmental footprint entails energy efficiency, reducing the carbon dioxide emissions, a proper waste management and the use of sustainable and adapted solutions according to the context.

    Some Main Objectives:

    • Energy and HVAC asset registration and inventory on MSF APR (TMS).
    • Improve project and mission, Energy and HVAC base on MSF Basics.
    • Contribute in MSF CSP and SOP implementation and update.
    • Follow MSF Solar Installation Monthly Consumption and suggest.
    • Following relevant visit recommendations.
    • Proper use of MSF dedicated Tools and platform for saving, sharing internal documents and information.

    Requirements
    Education: 

    • Degree in Energy or Related Course (or equivalent degree).

    Experience: 

    • Previous experience of at least two years in logistics and/or related relevant positions, in MSF or other NGOs.
    • MSF or INGO experience is an asset.

    Languages:

    • English. (Knowledge of Hausa is an asset).

    Knowledge:

    • Proficiency in Microsoft Word and Excel. AutoCAD Knowledge is desirable.

    Health Promoter / IEC Officer

    Main Purpose

    • Implement Health Promotion/IEC (Information, Education, Communication) activities with patients  and local population to raise their knowledge and skills on relevant medical topics

    Job Description

    • Inform patients and communities about MSF and the services it provides. 
    • According to medical priorities, deliver information to the patients and community on specific health topics
    • Implement activities of health education and awareness (sessions in schools, churches, community), under the indications and supervision of the HP Supervisor. 
    • Under the guide of HP Supervisor, assess the impact of activities (with questions, verifications and behaviors observations), and report problems, success and constraints to him/her. 
    • Collect all types of information related to specific health and living conditions of the population, to identify the most vulnerable populations to target. 
    • Report to HP Supervisor: activities, problems met, strengths and constraints. 
    • Keep education and communication arIeas clean and tidy and professional materials available.
    • Participate in creation of any material needed for the activities of information, education and communication
    • Conduct Daily Health education sessions within the facility in ITFCs
    • Collect, review and share data weekly in the data collection tool for action by the direct  supervisor/Manager
    • Provide Admission kits and other patient social needs where possible in ITFCs
    • Conduct Food demonstration, group sessions/sensitization on SGBV/FGI and psycho-social support 
    • in the HP simulation area in ITFCs
    • Support lab in Blood replacement Donors follow up in ITFCs
    • Monitor Patients food Quantity and Quality and share immediate feedback for action.
    • Support IPC in Health promotion and Hygiene awareness in the Hospital Environment.
    • Conduct Quarterly Patient Satisfactory survey in ITFCs as a way of getting feedback on ITFC services
    • Provide psycho -social support to caregivers in need in collaboration with other medical staff in ITFCs
    • Conduct weekly mothers MUAC training at ITFC.
    • Collect Data/feedback including challenges, recommendations and submit to the line 
    • Manager/Supervisor for action and or decision making.
    • Assess the IEC needs in the facility and share with the Supervisor/Line Manager for action.
    • Provide the necessary patient support within the health facility including information on the services
    • offered for the patient to make informed decision especially in cases of admission.
    • Conduct orientation for the new admissions and Patients visitors in ITFCs
    • Support community Blood Drives
    • Perform any other responsibility assigned by the Line Manager/Supervisor.

    Requirements

    • Education: Education level in social science, community health, public health and any other related certificate.
    • Experience: Preferable previous experience in teaching, social work, community
      mobilization (for MSF or any other NGO at least two years).
    • Knowledge: Computer literacy.

    Electrician

    Main Purpose

    • Performing autonomously, specific complex / advanced installation, maintenance works and repairs depending on technician’s specialization (requiring special/qualifications/training), according to supervisor’s instructions and MSF standards and procedures, in order to ensure a proper functioning and maintenance of MSF equipment, installations and infrastructures

    Job Description

    • Performing autonomously, all necessary complex / advanced installations, maintenance and repairs (i.e. requiring special qualifications/training), according to the supervisor’s instructions and executes any needed tests after any repair or maintenance. Including the following functions: Quality and Standard Electrical Works.
    • Making suggestions regarding any repair or maintenance work needed in MSF electrical installations, equipment and assisting logistics department for any relative work needed. 
    • Managing the stock of consumable items, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage.
    • Responsible for the equipment and tools, including extinguishers, checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated. 
    • Keeping working area clean and tidy.
    • Ensuring that all record sheets and books related to logistical maintenance are always completed. 
    • Preparing needed reports before and after any repair or required maintenance.
    • Immediately informing the line manager of any problems that arise in the course of the work, particularly with regard to damage, loss, theft or attempted break-ins
    • Working in collaboration with other specialized technicians and workers, if necessary, or managing a small team of workers.
    • Ensuring all electrical installations in MSF facilities comply with MSF standards and performing autonomously and ensuring, all necessary complex / advanced electrical installations, maintenance and repairs, according to the supervisor’s instructions. 

    This includes the following tasks: 

    • Carrying out critical rehabilitation tasks and corrective maintenance interventions and the coordination and execution of required tasks as well as installation of needed electrical equipment as defined by each project.
    • Elaborating the necessary documentation for carrying out energy installations projects (plans, list of materials, etc.)
    • Carrying out and updating the electrical installations inventory in MSF missions’ facilities and performing annual maintenance procedures and safety checks across facilities in the project. Executing any needed tests after any repair or maintenance.

    MSF Section/Context Specific Accountabilities

    • Installing and putting into service material and equipment for MSF programmes:
    • Checking that the allocated areas are appropriate for the correct use of appliances (e.g. fridges, freezers, Air conditioners, washing machines, TVs, water dispensers, water pumps and). 
    • Exeption of vehicles and generators

    Human Resources Office:

    • Checking that electrical installations “conform” with correct and efficient usage
    • Gathering information and documentation on equipment before installing any new items (reading the installation and user’s guides)
    • Carrying out tests and adjustments before the equipment is put into general use
    • Checking installations conform to security norms (earthed, fire extinguishers, etc.)
    • Informing his line manager without delay in the event of any problems

    Carrying out the Maintenance, Follow up and Repairs on MSF’s installations or Equipment, or
    those used by MSF during its activities:

    • Carrying out the maintenance and monitoring of installations (structures/facilities, electricity,plumbing...) and equipment, in accordance with the instructions given by the manufacturer and following MSF’s guides
    • Identifying the problem in the event of breakdown and reporting to his  operational/technical supervisor for advice of the next step
    • Esure timely trouble shooting and fixing of electrical problems at msf facilities according to MSF standards to guaranty the safety of all the electrical installations.
    • Ensure adequated follow with city power supply for all MSF facilities
    • Check the main water supply system ensuring that there is enough water avaialble fo  use
    • Do regular services/maintenace of all Equipments in his domain according to the instructions (Air conditioners, Water dispensers,fridges...). And make the necessary update on memo

    Reporting and Documentation:

    • Keep control of the reporting document files for all equipments in an organised manner both in hard copies and data update on memo after carrying out regular maintenance
    • Responsible for the Mothly report according to maintenace schedule and pass it to his direct line manager.

    Energy Consumption:

    • Ensure the City Power is operating in the appropriate manner and serving the ITFC 
    • Hospitals needs accordingly.
    • Monthly meter reading of City Power post-paid meter so as to confirm Electricity bill from
    • KEDCO and ensure the billing is correct and as per consumption.

    Preventive and corrective maintenaces of cold chain and energy equipments in the project
    WO for every maintenace done for each equipments registred in MEMO (both preventive
    and corrective):

    • Work request from the log managers on every corrective maintenance and update excel file for maintenace.
    • Record of all spare parts used in MEMO.
    • New installation of energy and cold chain equipments should be recorded in MEMO with MEMO 
    • number and maintenance schedule update in MEMO in collaboration with country electrician..
    • Update Energy consumption (energy consumption calculation from DIRIS) monthly and share with Logistic managers and logistic team leader.
    • Update schematic diagram for new installation in Hospital and base/pharmacy.
    • Inventory of all electrical and cold chain equipments every 3 Months with the respective logistic managers and supervisors for Base, Hospital and Pharmacy)

    Requirements

    • Education: Technical diploma or university degree in Electrical, Electronics, is essential.
    • Proficient user of MS Office (Excel, Word, Outlook) is essential.
    • Experience: Practical/hands-on experience in electrical designs, electrical wiring, electrical installation is essential (minimum 2 years’ experience).
    • Essential at least two years previous working experience. Desirable in MSF or other NGOs
    • Languages Hausa and English (oral & written essential) Languages essential. Mission 
    • language is desirable.
