    Director of Finance and Administration, USAID / Nigeria Monitoring, Evaluation and Learning Activity (MELA)

    Proposal Objective

    • The anticipated scope of the five-year project is to support USAID/Nigeria staff and partners to implement more efficient, effective, and transparent activities by improving:
      • USAID and Implementing Partner’s (IP) capacity to achieve expected results;
      • USAID’s understanding and tracking of activity and project performance; and
      • Mission and activity ability to collaborate, learn, and adapt (CLA).
    • The anticipated award of this contract is Fall 2020.

    Position Description

    • SI is seeking a full-time Director of Finance and Administration to oversee financial planning and management, logistical, and administrative support to the activity team, and ensuring that administrative, financial, contract, and procurement activities are carried out in a manner consistent with the objectives of the activity, and in compliance with USAID regulations and SI policies and procedures.
    • The Director of Finance and Administration will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities

    • Manage and oversee activity finance and administration for the Abuja field office.
    • Ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
    • Establish and implement procedures for project financial management, procurement, sub-contracts, and consultant contracts to ensure transparency and good business practices.
    • Work with Activity team / Chief of Party to ensure that financial management and reporting is in compliance with USAID requirements.
    • Manage activity start-up and support initial work planning process.
    • Establish procedures for financial operations, banking, and reporting.
    • Develop monthly, quarterly, and annual financial reports.
    • Implement other functions relevant to the position, including regular meetings with SI Head-Quarters Management Team.

    Qualifications

    • A Master's level degree in Public Administration, Business, Financial Management, or another relevant field required.
    • At least seven years of financial management, grants management, or similar experience in other donor-funded projects; previous work experience with USAID-funded projects preferred.
    • Knowledge of and experience with Nigerian payroll income tax calculations and Health policy calculations for all full-time staff.
    • Proven ability to manage and monitor a diverse staff in multiple locations.
    • High proficiency with Microsoft Office Suite, particularly Excel.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English required.

    Organizational Learning and Knowledge Management Advisor, USAID / Nigeria Monitoring, Evaluation, and Learning Activity (MELA)

    Proposal Objective

    Position Description

    • SI is seeking a full-time Organizational Learning and Knowledge Management Advisor who will support learning, knowledge management, and adaptive programming activities under the anticipated MELA contract.
    • This position will be based in Abuja. The Advisor will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities

    • Foster strong, collaborative relationships with key Mission stakeholders; serve as a convener for dialogue and learning around emerging issues; assist in identifying and responding to key learning issues; and coordinate efforts amongst IPs working in common Development Objectives (DOs).
    • Facilitate the development and implementation of a learning plan for the Mission Community of Practice that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
    • Support facilitation, including facilitating processes and workshops; facilitating learning, collaboration, and adaptive management at the Mission; producing reflections on the implications of new learning; developing product plans for adapting activities accordingly; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID to interact with them based on strategy implementation and evidence-based experience.
    • Support business process re-engineering, including assisting in negotiating change management around monitoring, evaluation, and learning related issues.
    • Support strategic communications, including producing publications and organizing public events with partners and other stakeholders.
    • Work with Chief of Party (COP), Senior Evaluation Lead and Senior Monitoring Lead, ensuring that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission's programmatic work in-country.
    • Other duties as determined necessary by USAID/Nigeria.

    Qualifications

    • Master's Degree in field related to organizational learning or Development Assistance such as Public, Business, or Development Administration; knowledge management; political science; economics or development studies.
    • Minimum of seven years of demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
    • Experience working in Nigeria is highly desired.
    • Previous experience supporting USAID-funded contracts required. 
    • Superior oral and written communication skills.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English required.

    Senior Evaluation Lead, USAID / Nigeria Monitoring, Evaluation and Learning Activity (MELA)

    Position Description

    • SI is seeking a full-time Senior Evaluation Lead who will be responsible for the overall management and functioning of all evaluation, assessment, survey, and special study tasks, as well as related cross-cutting tasks under this activity. This position will be based in Abuja.
    • The Evaluation Lead will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities

    • Oversee evaluation, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques.
    • Responsible for the design, quality, and final deliverables of all evaluations reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
    • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
    • Provide leadership and guidance on the overall Evaluation effort, and in conjunction with the Organizational Learning and Knowledge Management Advisor, help support the Mission’s IPs as learning and adaptive partners for all USAID’s assistance efforts in Indonesia.
    • Work with Chief of Party (COP), Monitoring Lead, and Organizational Learning and Knowledge Management Advisor, ensuring that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
    • Support the USAID/Nigeria’s staff in accessing strategic learning tools, as well as in providing guidance and support to the activity’s evaluation services component including but not limited to knowledge mobilization and knowledge management mechanisms.
    • Provide support, leadership, and technical expertise to overall management of the activity to ensure that the activity meets all its performance and reporting requirements.

    Qualifications

    • Master's degree in a relevant field, and a minimum of seven years professional work experience in the design, management, and implementation of evaluations including impact and performance, analyses, and assessments.
    • Proven skills in evaluation design, methods, quantitative, and qualitative methodologies and analysis.
    • Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).  
    • Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
    • Extensive experience drafting and finalizing evaluation reports.
    • Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
    • Previous experience supporting USAID-funded contracts desired.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English required.

    Senior M&E Specialist for Systems and Analysis, USAID / Nigeria Monitoring, Evaluation, and Learning Activity (MELA)

    • SI is seeking a full-time Senior M&E Specialist for Systems and Analysis who will be responsible for overseeing and managing performance monitoring systems and analysis.
    • This position will be based in Abuja. The Specialist will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities

    • Lead the enhancement of the performance reporting system requirements for the Mission, its Implementing Partners, and with Government of Nigeria reporting requirements.
    • Oversee the enhancement of the performance reporting system, and lead the design and application of econometric methodologies in all aspects of the monitoring and evaluation program.
    • Lead the application of econometric or other quantitative approaches to the Mission’s data gathering and analyses for assessments, evaluations, baselines, data quality assessments and other M&E data gathering efforts
    • Work with internal and external stakeholders to ensure the performance reporting system and its data collection, reporting and analysis meet the needs of internal and external stakeholders, to include all USAID M&E-related reporting requirements.
    • Provide key expertise in the design and analysis of results which will be a core aspect of the Mission’s Collaboration, Learning and Adapting component.
    • Work with Chief of Party, Monitoring Lead, Evaluation Lead, and Organizational Learning and Knowledge Management Advisor, ensuring that monitoring information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.

    Qualifications

    • Master's Degree with a minimum of seven years of relevant experience in development, economics, knowledge management or related fields.
    • Progressively responsible professional experience in monitoring and evaluation with monitoring and evaluation activities within complex international development contexts.
    • Strong quantitative, analytical background in cost-benefit analysis, econometric methodologies, or statistical systems.  
    • Strong M&E information systems background, either experienced in leading teams that have developed M&E information systems or direct information systems development.
    • Excellent teamwork, inter-personal, verbal and written communication, presentation and facilitation skills.
    • Ability to conduct field work in areas with hardship conditions, in remote areas, for extended periods of time.
    • Fluency in written and spoken English required.

This position will be based in Abuja.
    • The Senior Monitoring Lead will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities

    • Oversee program monitoring and reporting across multiple activities and programs. She/he will work with stakeholders including implementers and Mission staff providing oversight of monitoring functions, such as the creation of performance indicators, development of activity and project Monitoring and Evaluation (M&E) plans, setting of targets, collection of program data, assessment of data quality, analyses of data, reporting, and measurement of impact.
    • Work with Chief of Party (COP), Evaluation Lead, and Organizational Learning and Knowledge Management Advisor, ensuring that monitoring information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
    • Provide training to various stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.
    • Ensure that short- and long-term monitoring team members recruited under this contract are of a high caliber and possess the required technical expertise.

    Qualifications

    • Master's degree with at least seven years of related experience in design and implementation of performance monitoring as well as performance and/or impact evaluation, analyses and assessments of large and/or complex development projects.
    • Demonstrated experience developing performance indicators, assessing and tracking data quality, data management, and/or training in performance management topics.
    • Familiar with standard USAID policies, guidance, processes, and indicators; and capable of developing customized indicators.
    • Familiar with publicly available data sources (such as those of multilateral organizations, think tanks, research institutions, Government of Nigeria agencies/ministries, etc.) and the indicators they measure.
    • Demonstrated experience developing Performance Management and Evaluation Plans (PMEPs), theories of change, logical frameworks, and results frameworks, at an activity level.
    • Demonstrated experience training/facilitating workshops with various types of stakeholders on M&E topics; proven ability to distill complex information down to useable and understandable information for stakeholders.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English required.
    • Program management experience highly desirable.

    Chief of Party (COP), USAID / Nigeria Monitoring, Evaluation and Learning Activity (MELA)

    Proposal Objective

    • The anticipated scope of the five-year project is to support USAID/Nigeria staff and partners to implement more efficient, effective, and transparent activities by improving:
      • USAID and Implementing Partner’s (IP) capacity to achieve expected results;
      • USAID’s understanding and tracking of activity and project performance; and
      • Mission and activity ability to collaborate, learn, and adapt (CLA).
    • The anticipated award of this contract is Fall 2020.

    Position Description

    • SI is seeking a qualified Chief of Party (COP) to lead this anticipated five-year activity. S/he will be responsible for overall activity management, quality and timeliness of deliverables, external representation, and coordination with USAID Contracting Officer Representative (COR).
    • The COP is responsible for establishing an office in Abuja, recruiting core staff, and establishing a network of qualified professionals to serve as short term technical advisors to support this activity.
    • The COP provides strategic vision for managing the Components and Tasks of this activity and will oversee activity tasks to ensure quality work and compliance with contractual obligations and results.
    • The COP is responsible for the quality and performance of work that is sub-contracted to other partners. The COP will be full-time for the duration of the activity and will be based in Abuja.

    Responsibilities

    • Serve as SI’s primary point of contact in Nigeria and be responsible for the activities of all long and short-term personnel.
    • Receive technical direction from the USAID/Nigeria’s COR and receive support from SI Head Quarters Management Team.
    • Meet with USAID on a regular basis and represent the activity before USAID/Nigeria, Government of Nigeria (GON), implementing partners (IPs), and other stakeholders.
    • Establish and maintain relationships with key stakeholders, including government officials, non-governmental organizations (NGOs), and community groups for smooth implementation.
    • Mentor, support, and supervise activity staff and directly manage consultants.
    • Facilitate the development of quarterly and annual activity work plans and budgets, and ensure the timely submission and quality of all activity reports, materials, and publications, compliant with the contract agreement.
    • Ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently.

    Qualifications

    • Master's degree in International Development, Strategic Planning, Project Design and Implementation, Monitoring and Evaluation Methodologies, or a related field.
    • Minimum ten years (10) of experience managing monitoring and evaluating international development projects.
    • Prior experience as Chief of Party on USAID-funded contracts and contracting agreements.
    • Demonstrated experience leading teams and/or managing an office with a diverse (and at times, remote) staff.
    • Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics.
    • Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis.
    • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project participants.
    • Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.
    • Familiarity with the USAID Automated Directive System (ADS), in particular the 200 series, and knowledge of development trends required.
    • Fluency in written and spoken English required.
