    Deputy Program Director – Operations – Soil Values – Office of Programs

    Responsibilities

    • Ensure the timely development, preparation and submission of complete and high-quality work plans, quarterly and annual reports, financial reports, and any other required documents, in close coordination with the Program Director and Program Management Team (PMT);
    • Oversee Country Coordinators and provide support to ensure timely and quality implementation of agreed workplan activities in project countries;
    • Oversee the program Monitoring, Evaluation, Learning, and Sharing (MELS) team to design and implement systems that rigorously assess the sustainability, impact, and return on investment (ROI) of program interventions, ensuring data-driven decision-making and continuous program improvement;
    • Oversee program staff and provide workflow support in the areas of operations, security, grants, contracts, and finance & budget;
    • Oversee implementation of activities related to partnerships in accordance with the program’s protocol and related procedures;
    • Develop and implement operational standards, tools, and procedures that ensure quality, consistency, and sustainability of interventions;
    • Provide organizational development to ensure the program operates efficiently and effectively;
    • Coordinate and communicate on a regular basis with the Program Director and PMT concerning country implementation, operational and strategic matters;
    • Respond to questions and requests for information about the program.

    Requirements

    • Master’s degree (or equivalent) in business management, agribusiness, agricultural economics, development economics; rural development;
    • Minimum 10 years of relevant experience in international development in West Africa, specifically in agricultural program implementation and evaluation;
    • Substantial experience managing complex, multi-country, multi-year donor-funded programs in a senior capacity;
    • Demonstrated commitment to provide quality operations, administrative, finance, grant, and security support to both management and staff;
    • Key knowledge of agriculture in West Africa, specifically soil fertility;
    • Ability to collaborate effectively with public and private sector partners, including donor agencies, government officials, and industry groups;
    • Excellent interpersonal and communication skills, with the ability to build strong relationships with stakeholders;
    • Experience in multicultural, multilingual environments;
    • Fluency in speaking and writing English and preferably French;
    • Ability and willingness to travel throughout the West African region.

    Program Director – Soil Values

    Responsibilities
    Leadership

    • Provide the overall vision and leadership of the project;
    • Build, guide and steer a strong implementation team of experts;
    • Represent the project in meetings, conferences, and other opportunities conducive to publicizing, promoting and marketing the project’s (and project partners’) achievements;
    • Maintain coherence between activities in West Africa, activities by project partners and the private sector partners;
    • Maintain strong and effective working relationships with DGIS and country EKNs through frequent updates as per the communications plan and other adhoc communication required.

    Overall programmatic management

    • Lead regular project management meetings with our consortium members;
    • Initiate and organize project supervisory board meetings at least twice a year and other key meetings;
    • Ensure consistency among activities implemented in the 4 priority countries;
    • Monitor project overall expenditure and private sector contribution against budgets and ensure financial compliance to both donor requirements and IFDC procedures;
    • Supervise completion of timely and high-quality work plans, progress reports and financial reports;
    • Monitor project indicators in accordance with the Performance Monitoring and Evaluation;
    • Plan, evaluate program results and take necessary corrective actions whenever needed;
    • Collaborate with IFDC HQ to ensure that managerial, administrative and financial procedures comply with provisions of the project contract, the donor regulations and IFDC policies;

    Communications and outreach

    • Oversee the convening, outreach and communications strategy of the project;
    • Supervise communications specialists and guide them on topics to be highlighted through success stories, case studies, fact sheets and other outreach materials;
    • Oversee the knowledge & learning including advocacy strategy of the project;
    • Review and approve all public relations materials.

    Finance and administration

    • Approve and monitor overall project expenditure including expenditure rates of the project and consortium partners;
    • Ensure all activities are conducted within the scope of the project budget;
    • Assure that cost share is obtained from partners as planned and properly accounted for and that buy-in targets are met;
    • Compile and approve annual financial reporting and monitoring and evaluation reports and outcomes.

    Requirements

    • Master’s degree (or equivalent) in business management, agribusiness, agricultural economics, development economics; rural development;
    • A minimum of 15 years of hands-on experience in international agricultural development, with a sizable portion of this experience in West Africa;
    • Proven record of accomplishment and expertise in soil fertility management, with a deep understanding of sustainable agricultural practices;
    • Demonstrated senior management and leadership experience, including overseeing complex projects or teams;
    • Established and active relationships with key stakeholders in West Africa, both in the public and private sectors, related to agricultural development and soil fertility;
    • Experience in developing partnerships with a diverse range of stakeholders, including governments and government entities, private sector actors, and development partners;
    • Fluent in both French and English, enabling effective collaboration in multicultural settings;
    • Exceptional communication skills, both written and verbal, to effectively convey project objectives and achievements.

    Deputy Program Director - Partnership – Soil Values

    Responsibilities

    • Oversee the brokering and convening Intervention Areas (IAs) of the program which cover private sector and financial partnerships, and policy engagement at national, regional and subregional levels;
    • Identify, engage and align with partners to drive private sector and financial support as well as the required policy change and enabling environment for improved soil fertility in the Sahel;
    • Contribute to timely development, preparation and submission of complete and high-quality work plans, quarterly and annual reports, and any other required documents, in close coordination with the Program Director and Program Management Team (PMT);
    • Oversee activities under Brokering and Convening intervention areas to ensure quality and timely implementation of activities and provide support as required;
    • Oversee implementation of activities related to brokering and convening in accordance with the program’s protocol and related procedures;
    • Oversee the development and implementation of the program leveraging strategy to ensure that targets are met. This includes €100m from private sector, development partners and fertilizer sector financing each (for a total of €300m of additional program leverage);
    • Coordinate and communicate on a regular basis with the Program Director and PMT concerning brokering and convening at both an operational and strategic level;
    • Respond to questions and requests for information about the program.

    Requirements

    • Master’s degree (or equivalent) in Business management or Agribusiness, agricultural economics, development economics, rural development, agronomy, another related field;
    • Minimum 10 years of relevant experience in international development in West Africa, specifically in agricultural program implementation and evaluation;
    • Experience managing complex, multi-country, multi-year donor-funded programs in a senior capacity;
    • Demonstrated experience in aligning key soil fertility stakeholders from the private sector, development partners and development banks and deliver policy change creating a supportive enabling environment at national and regional levels;
    • Key knowledge of agriculture in West Africa, specifically soil fertility;
    • Ability to collaborate effectively with public and private sector partners, including donor agencies, government officials, and industry groups;
    • Excellent interpersonal and communication skills, with the ability to build strong relationships with stakeholders;
    • Experience in multicultural, multilingual environments;
    • Fluency in speaking and writing English and French;
    • Ability and willingness to travel throughout the West African region.
