    Deputy Head of MEAL Department

    Locations: Maiduguri - Borno and Damaturu - Yobe

    Job Description

    • AAH is looking to fill the role of Deputy Head of Monitoring and Evaluation Learning and Accountability (MEAL) to be based in Borno and Yobe State.
    • The Deputy Head of MEAL is required to work closely with the MEAL HoD in the implementation of monitoring and evaluating initiatives for the mission programs and projects, both new and established, providing accountability and ensuring efficiency in project deliverables.
    • The post holder is also required to monitor and ensure that the MEAL teams implement an effective system to monitor progress, outcomes, impacts and successes of project activities and performance at all levels.

    Key Responsibilities

    • Work closely with the HOD in ensuring appropriate and rigorous MEAL systems are developed to guide project start-up, implementation, adjustment, accountability and learning in compliance with AAH’s MEAL Guidelines and Minimum Requirements for MEAL;
    • Review and validation of Term of Reference (ToRs) and data collection tools for baseline surveys, needs assessments, mid-term and end of project reviews/evaluations;
    • Coordinate with field teams during preparation of comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting;
    • In collaboration with health, nutrition, FSL and WASH teams, design the framework for the physical and process monitoring of project activities;
    • Review and validate MEAL reports including conducting internal evaluation of projects and support external evaluations and consultancies;
    • Participate in the development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings;
    • Support donor reporting and project proposal development including proper implementation of the feedback and complaints response mechanism
    • Provide regular feedback to senior management team on standard indicators for all sectors while comparing across of field locations;
    • Organize and coordinate mid-term reviews, learning workshops/review of program work plans with program teams at field level and other stakeholders
    • Review documentation of project activities with clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing
    • Manage centralized information database by regularly updating contextual information dashboard  with current, explicit data and statistics to support during regional situational analysis, program  updates, concepts and  proposal development
    • With support from the HOD, institutionalize and document the tracking and implementation of lessons learnt and recommendations from all  assessments conducted;
    • Represent the organization at National level and promote ACF’s technical viewpoints, guidelines and mode of operation;
    • Provide inputs for the appraisals of MEAL team and well as contribute to the professional development of team members;
    • Under the guidance of the MEAL HOD, ensure proper budget follow up for MEAL budget lines per projects and budget planning of MEAL activities

    Position Requirements

    • Minimum of Master's degree in Social Sciences, statistics, demography, Public Health, Nutrition, Monitoring and Evaluation or related subject, with previous experience working in humanitarian projects;
    • Minimum of 5 years of previous experience working with NGOs covering multi-sectorial programming, in the field of MEAL;
    • Fluency in English (both written and spoken skills), knowledge of Hausa and Kanuri is desirable;
    • Proven management and coordination skills (HR, projects, and stress management)
    • Proven ability to translate analysis and evaluation into operational planning and strategy;
    • Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of Microsoft Office package, SPSS, STATA, EXCEL, Epi-info software’s, Power BI;
    • Excellent written and spoken English, including the ability to write clear and engaging reports;
    • Advanced knowledge of international humanitarian guidelines and standards including donor regulations;
    • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
    • Ability to work independently and under pressure in a rapidly changing professional environment;
    • Experience in nutrition, health, WASH and/or food security and livelihood programming
    • Experience working in emergency settings;
    • Familiarity with institutional donors (OFDA, ECHO, UN, DFID, FFP…) reporting and regulations.

    Minimum Basic Salary
    NGN 575,072 per month.

    Grants and Compliance Manager

    Job Description

    • AAH is looking to fill the role of Grants and Compliance Manager to be based in Borno State.
    • The Grants and Compliance Manager is required to work closely with the program team ensuring successful grants management and compliance in project implementation in Borno, deliver effective information management and program quality control, support ongoing context analysis, scenario planning and risk analysis. In addition, the post holder is also required to participate in internal and external meetings including leading partnership development opportunities.

    Key Responsibilities

    • Work closely with Area coordinator for the collection and dissemination of various contributions from the Project Managers, review and validation by Abuja technical team, dissemination and filing of the validated report;
    • Timely compilation and submission of reports (internal and external) ensuring coherence and accuracy (Biweekly, APRs, quarterly, interim and/or final report);
    • Maintain hard and soft files of AAH Nigeria grant portfolio documents (from inception to closure);
    • Play a key role in Grant Opening and Closing meetings preparation and implementation, as well as monthly/regular grants management meetings which include representation from each unit (Admin, programs, logistics, security and M&E), compile action points and ensure proper follow up of issues raised;
    • Monitor and support the use of grants management tools such as the detailed implementation tool, M&E plan, PFU and BFU amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles;
    • Support in Projects implementation, developments ;  including making inputs in the area of risk management, quality of implementation, analysis of challenges faced during implementation and  working with various program teams and key-stakeholders to resolve problems in a timely, cost efficient and effective manner;
    • In coordination with the Head of Grants and Compliance and Deputy Head of Grants and Compliance, monitor implementation of programs ensuring they are in accordance with donor and AAH internal requirements. Must develop extensive understanding of donor rules for project under implementation and guide project manager in the reading of the relevant donor rules;
    • To act as an information resource on Borno. In connection with the Area Coordinator, be able to provide informative and varied articles from several sources regarding the current political, socio-economic, security situation in the country. Build a dedicated file to centralize all relevant information on Borno context evolution and development (including Gov and LGA policies, strategies and development plans, resources produced by academics in or on Yobe State…);
    • Provide briefing papers and support development of external communication tools as relevant for donor and relevant stakeholders’ visits/meetings on AAH Nigeria programs in Borno;
    • Participate in all internal program strategy meetings with senior management team in Borno state;
    • Support field level project proposals development requirements for the AAH Nigeria Borno Program;
    • Develop stakeholders mapping for each project, notes on advocacy primary and secondary targets (organogram of various institutions and influential members), develop, and follow up implementation of engagement strategies (reports to external stakeholders, advocacy initiatives etc;
    • Where necessary, support the Area Coordinator in the external representation of AAH and the coordination with government authorities at local, national and state levels (NEMA and SEMA), NGOs and UN agencies; give regular updates to the main stakeholders when required;
    • Develop and manage relationship with local NGOs, CBOs, CSOs and academia to support the development of new programming. Act as focal person for partnership development and management (from selection process to supervision).

    Position Requirements

    • Degree (or higher) in International Development, Economics,  Humanitarian Assistance, Rural Development, Geography, Agriculture, Livestock or related studies;
    • At least 4 years’ experience in international development, humanitarian assistance, international relations or related sector;
    • Fluency in English. Hausa and Kanuri would be an additional advantage;
    • Excellent experience in proposal, project cycle management, report writing, donor rules and regulations, validation procedures, coordination of processes;
    • Strong commitment to the mission objective and general knowledge of programmatic areas (FSL, WASH, Nutrition and Social Protection) in humanitarian setting;
    • Ability to write donor reports and proposals in excellent English;
    • Knowledge of key institutional donors;
    • Good communication, writing and analytical skills;
    • Experience in assessment, monitoring or evaluation;
    • Well organized, attentive to detail and ability to manage multiple tasks;
    • Detail-oriented, organized, and able to manage to compete for urgent requests and priorities;
    • Ability to work in a multicultural context.
