    Data Collector

    Purpose of the Assignment

    • The purpose of this is to engage highly experienced research personnel that will conduct quantitative data collection for the Post MNCHW Baseline Survey. 
    • This is part of the broader implementation research on the integration of vitamin A Supplementation (VAS) with Seasonal Malaria Chemoprevention (SMC) in Bauchi State. 
    • The State Consultants must adhere to the Survey protocol and methodology and administer the structure data collection tools as expected.
    • The State Consultants will be responsible for conducting households’ interviews using structured electronic questionnaires (Survey CTO) based on the Lot Quality Assurance Sampling (LQAS) methodology. 
    • Their role is central to the successful collection of high-quality, reliable and timely data on coverage and quality of the 2nd round of MNCHW campaign, which took place in 2024.
    • Selected State Consultants will be expected to demonstrate excellent interpersonal communication skills, deep understanding of household survey methodologies, fluency in Bauchi local languages and proficiency in using Survey CTO mobile data collection application

    Scope of Assignment:

    • The Post MNCHW Survey will be conducted across the 20 LGAs of Bauchi State supported by PF-SMC in collaboration with SMC+VAS. 
    • The data collectors will be engaged to support the implementation of quantitative household surveys across selected communities in Bauchi State. 
    • Working under the supervision of SMC-VAS Senior M&E Officer, the data collectors will be responsible for administering structured questionnaires to eligible caregivers and collecting accurate data on the coverage and quality of Vitamin A Supplementation (VAS), Seasonal Malaria Chemoprevention (SMC), and key Maternal, Newborn, and Child Health Week (MNCHW) interventions. The process will involve identification, selection and training of Data Collectors in Bauchi State.

    Specific Objectives
    Specific tasks for Data Collector (104):

    • Attend and actively participate in the training on data collection conducted by the Malaria Consortium M&E team.
    • Conduct data collection in sampled households based on the LQAS methodology, including: obtaining written consents from respondents, administering interviews to the right participants and ensuring confidentiality of respondents' personal data during and after interviews.
    • Report any issues to the State Consultant and assist in solving problems.
    • Conduct interviews in selected households using the Survey-CTO data collection application and upload daily data onto the server.
    • Meet daily targets of household visits based on the protocol and survey methodology.
    • Collect high-quality data, ensuring accuracy and completeness.
    • Ensure accuracy, completeness, and consistency of data collected.
    • Meet daily targets and upload data onto the server in a timely manner.
    • Maintain confidentiality of respondents' personal data during and after interviews.

    Expected Output / Deliverables
    Deliverables for Data Collector (104):

    • Complete data set based on daily targets uploaded into the Survey CTO platform.
    • Process reports submitted and approved by the Senior M&E Officer.

    Type of personnel required: Data Collector (104):
    Essential:

    • A minimum of National Diploma in Social Sciences, Health-related or National Certificate of Education (NCE).
    • Experience in conducting public health research, particularly data collection.
    • Knowledge of sampling techniques in conducting quantitative surveys.
    • Experience in the use of modern technology in research, including the use of phones for data collection.
    • Previous experience conducting LQAS surveys is an added advantage.
    • Ability to speak local languages (Hausa/Fulani).
    • Must be a resident of Bauchi State.
    • Familiarity with the terrain, tradition, and culture of the locality.
    • Ability to pay attention to details.
    • Ability to write reports.
    • Must not be a current government staff at any level.
    • Must not be part of SMC implementation in any of the following capacities (national, state, LGA, HFW, CHW, FA, TA, or LM).
    • Must not be blacklisted during previous LQAS activities.
    • The Data Collector will be required to work independently and as part of a team and travel to selected households within Bauchi State.
    • The Data Collector will be required to use their own phone for data collection, and must adhere to the study protocol, including all data collection and management procedures.

    State Lead Consultant (Quantitative)

    • Liaise with Senior M&E Officer for randomization/selection of health facilities and settlements.
    • Moderate role-play sessions during data collector training.
    • Ensure State Consultants comprehend LQAS survey methodologies and adhere to them.
    • Support MC M&E Officer in walking State Consultants through survey questionnaire.
    • Coordinate piloting of survey tool, report findings, and support real-time monitoring of data uploads.
    • Conduct regular data quality checks to identify data irregularities, ensure corrections, and verify data accuracy.
    • Develop and implement a data quality assurance plan to ensure data accuracy and completeness.
    • Coordinate daily online evening review/feedback meetings.
    • Clean final survey data, conduct preliminary analysis using STATA software, and prepare reports.
    • The State Lead Consultant should ensure compliance with relevant data protection regulations and guidelines.

    Expected Output / Deliverables
    Deliverables for State Lead Consultant (Quantitative):

    • Complete and cleaned data set from 8,721 households in 323 wards.
    • Process and data analysis reports submitted and approved by Senior M&E Officer

    Report Format and Content:

    • The final report should include an executive summary, introduction, methodology, results, discussion, conclusions, and recommendations.
    • The report should be written in clear and concise language, with tables, figures, and graphs used to support findings.
    • The report should be submitted in Microsoft Word and PowerPoint formats.

    • Post-graduate Degree in Social, Behavioral, or Health Sciences.
    • 5-7 years' experience in conducting and managing quantitative surveys.

    State Consultant

    Purpose of the Assignment

    • The purpose of this assignment is to engage experienced Lead and State Consultants that will coordinate and conduct the qualitative component of an implementation study respectively in Bauchi State. Term of Reference (ToR) is to engage research consultants that will conduct baseline qualitative survey (FGDs and KIIs). The Lead Consultant will oversee the entire qualitative aspect of the project, ensuring timely and high-quality delivery and providing technical guidance and leadership to the research team.
    • The qualitative study aims to explore the perceptions, experiences, and attitudes of key stakeholders—including caregivers, frontline health workers, and policy makers—regarding the integrated delivery of VAS and SMC, as well as the implications of removing and reintegrating VAS from the Maternal, Newborn and Child Health Week (MNCHW) campaign. The State Consultants will play a pivotal role in ensuring the quality and integrity of data collected through Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
    • Specifically, the lead consultant will provide state-level technical oversight for the recruitment, training, and supervision of qualitative data collectors, ensuring adherence to ethical guidelines, study protocols, and high standards of qualitative research. They will also be responsible for coordinating data transcription and translation, conducting daily quality assurance checks, and supporting the interpretation and documentation of findings in Bauchi state.

    Scope of Assignment

    • The scope of the study will focus on evaluating the effectiveness (coverage and quality) of VAS co-implementation with SMC when implemented at scale. 
    • It will also assess if integrating VAS into SMC reduces the uptake of other key MNCHW interventions. 
    • The baseline evaluation will be conducted in 20 Local Governments in Bauchi State where SMC+VAS integrated campaign will be implemented. 
    • The KII component of the qualitative research will be conducted among state level stakeholders in Bauchi State. 
    • This will entail engaging and training of data collectors, who will conduct the data collection as well as transcribing. 
    • Data will be collected using paper-based FGD and KII guides, notes and voice recorders.

    Specific Objectives
    Specific tasks for State Consultant:

    • Attend training to understand the study and their roles as State Consultants.
    • Arrange for the selection of participants and venue for focus group discussions and key informant interviews.
    • Participate in field testing of FGD and KII guides to ensure their effectiveness and relevance.
    • Obtain informed consent from respondents before conducting interviews, ensuring they understand the purpose and confidentiality of the study.
    • Facilitate focus group discussions and key informant interviews assigned to them, ensuring effective data collection.
    • Take notes and record interviews to capture detailed information.
    • Transcribe FGDs and KII notes and recordings, ensuring accuracy and completeness.
    • Facilitate summarization of transcripts to identify key themes and findings.
    • Keep survey data confidential and safe, adhering to data protection protocols.
    • Submit FGD/KII audio recordings and notes to the Lead Consultant (LC) and prepare a brief field report for submission.

    Deliverables for State Consultants:

    • Completed Stakeholders Basic Information Sheets, recorded discussions and interviews, and complete set of transcribed notes of KIIs and FGDs.
    • Detailed process reports submitted and approved by Senior M&E Officer.

    Essential

    • A Degree in Sciences, Social, Behavioural or Health Sciences.
    • At 3 - 5 years’ experience in conduct and management of qualitative studies.
    • Familiarity with qualitative data collection and experience in transcription.
    • Ability to work within stipulated time frame.
    • Demonstrate report writing skills for qualitative study.
    • Understanding of the context and setting of interventions in the north.
    • Must not be part of SMC/IMNCH personnel in whatever capacity (National, State, LGA, HFW, CHW, TA or LM).
    • Must not be a staff of Government at any level and in any Ministry at the time of engagement/activity.
    • Hausa language is compulsory.

    • Liaise with the Project Manager to prepare lists of key informants and FGD participants, and conduct key informant interviews at the state level.
    • Develop a data analysis plan for FGDs and KIIs, collate transcriptions, conduct data analysis, and write reports.
    • Submit all assessment materials, including FGD and KII data sets, and prepare and submit the final report in MS Word and a summary of key findings in MS PowerPoint.

    Deliverables for Lead Consultant (Qualitative):

    • Complete and cleaned data set (all audio files and transcripts from the KII and FGDs) submitted to the Snr M&E officer
    • Detailed process and comprehensive data analysis reports that presents findings from FGDs and KIIs including recommendations submitted and approved by the Senior Country Technical Lead.
    • A summary of key findings in PowerPoint presentation format. Submitted and approved by the Senior Country Technical Lead.

    Type of Personnel Required
    Essential:

    • A Post-graduate Degree in Social, Behavioural or Health Sciences
    • 5 - 7 years’ experience in conduct and management of qualitative studies
    • Demonstrated expertise in rigorous qualitative research design, data collection and data analysis techniques
    • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner
    • Experience in leading evaluations, surveys, and analysis is highly desirable.
    • Experience in the use of qualitative statistical software such as Nvivo and Atlas Ti etc
    • Demonstrable experience in data transcription
    • Ability to work within stipulated time frame
    • Demonstrate report writing skills for qualitative study.
    • Experience, knowledge and clear understanding of Nigeria Northern context.
