    Consultant Nurse

    Objective

    • The Consultant's role will be to support the provision of clinical, administrative, and project management support for health assessments and treatment of former associates assisted by the IOM Reintegration and Reconciliation (RR) programme.

    Context

    • The project aims to strengthen the capacity of the Federal Government of Nigeria- GoN to effectively implement rehabilitation programming as well as prepare host communities for sustainable community-based reintegration processes, with an improved Lake Chad Basin (LCB) countries regional coordination.

    Core Functions / Responsibilities
    The tasks listed below will be subject to ongoing review, and where necessary, adjusted in consultations between the incumbent and IOM:

    • Assist the Medical Doctor in various duties, this includes but not limited to logistic preparation for medical screening, handling, and safekeeping of individual medical files, collection of biodata and medical history, physical examination, ensuring identity checks of the applicants, and confidentiality of information throughout the screening process of beneficiaries in rehabilitation and transit centres in Gombe, with trips to Maiduguri.
    • Provide health screening to beneficiaries upon their entry into program, as well as on a regular basis during their stay at the Transition Centre.
    • Support medical doctor in providing medical treatment & referrals of complicated cases.
    • Teach & counsel patients & reinforce their understanding of disease, medications & self-care skills, answers general questions.
    • In coordination with IOM Information Counselling and Referral Services System (ICRS) staff, and particularly the Psychosocial Support (PSS) team, conduct regular health & hygiene awareness sessions with beneficiaries at the canter.
    • Support in always maintaining a safe & clean working environment and conduct sensitization on Covid-19.
    • Assist the doctor with monitoring and coordinating procurement for availability of medical supplies.
    • Adhere to infection control policies & protocols, medication administration & storage procedures & controlled substance regulations always.
    • Assist in keeping track of medical supplies & drugs, checking expiration dates & in ensuring & verifying timely replenishment to avoid stock outs.
    • In coordination with medical doctor, report the key epidemiological data every week in a timely manner.
    • Assist the doctor in collating relevant data & submit reports as required.
    • Coordinate with the health experts and the doctor for the development of relevant health-related tools, including plans and protocols for medical management, Standard Operation Procedures (SOPs), the establishment of a medical committee, Health Management Information System (HMIS), and training for staff.
    • Assist in monitoring and administering medication
    • Assist in Writing reports and maintaining records
    • Perform any other duties as may be assigned by the supervisor.

    Performance Indicators

    Senior Nurse - Migration Health

    Context

    • Under the overall guidance of the Chief Migration Health officer and the direct supervision of the Migration Health Officer (MHO) Lagos, the successful candidate will be responsible for the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Lagos, Nigeria.

    Core Functions / Responsibilities

    • Lead daily nursing and administrative activities of the migration health assessment in the Migration Health Assessment Centre (MHAC) to fulfil the technical requirements of the resettlement countries in the areas of:
      • Medical examinations.
      • Imaging.
      • Laboratory testing.
      • Vaccinations.
      • TB management.
      • Treatment and referrals.
      • Pre-departure procedures and medical movements.
      • Counselling.
      • Documentation, certification, and information transmission.
      • Directly observed treatment/therapy short course (DOTs).
      • Fitness-to-travel checks; and,
      • Other technical areas as may be required.
    • Supervise all daily nursing and administrative activities, namely:
      • Assign tasks to nurses and clerks.
      • Monitor pre-examination information sessions, counselling, history, follow up and vital signs taking; verify that nurses and medical clerks enter information into relevant databases in a timely and accurate manner, in accordance to their specific functions; and,
      • Facilitate and monitor implementation of fraud-prevention measures, including testing performed outside of the MHAC.
    • Contribute to the establishment and maintenance of an optimal workflow at the health assessment site by suggesting and implementing improvements to facilitate timeliness of completion of nursing and clerical tasks.
    • Verify that all migrant/refugee identity check mechanisms are well established and followed.
    • Implement quality assurance and quality control measures for nursing and clerical activities; participate in writing SOPs and instructions as well as staff training.
    • Verify that SOP’s, checklists, and standard universal precautions within MHAC are followed.
    • Check that the MHAC pharmacy, stock, medical kits and emergency kits within the MHAC and for medical escorts if applicable are well maintained according to guidelines and SOP’s.
    • Coordinate, follow up and verify procurement for MHAC – including purchase orders, payment requests and invoices.
    • Gather and analyze administrative reports and program updates as necessary; report any inconsistencies or issues to the N+1 (CMHO or chief nurse).
    • Coordinate the planning and execution of mobile missions if applicable.
    • Coordinate, and perform if needed, the medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
    • Gather and analyze statistical information and share with the Chief Migration Health Nurse or CMHO as per pre-set and agreed upon format.
    • Maintain collaborative relationships with various partners to facilitate the follow up and relevant information sharing.
    • Partners include internal IOM departments, other health providers, panel physicians, Embassies other UN agencies or NGO’s and others as applicable.
    • May have responsibility for direct supervision of a designated team.
    • Perform other duties as may be assigned.

    Educational Qualifications

    • Nursing Degree with a minimum of five years relevant clinical experience, with at least two years in a supervisory role and a valid license to practice nursing in Nigeria

    Experience:

    • Excellent technical skills, including in phlebotomy.
    • Experience in leading teams: training, coaching and supervision.
    • Training or working experience in the areas of Tuberculosis management, immunizations, mental health, communicable diseases, public health, health promotion is an advantage.

    Languages:

    • Fluency in English and working knowledge of the local language.

    • Assist to ensure proper identification and coding of serious medical conditions and refer for treatment as appropriate, maintain strict client confidentiality, liaise with various health service providers to facilitate handling of such cases, and coordinate the procedures and supervision of treatment.

    Monitoring and Administering Medication:

    • Diagnose and recommend treatment to all clients visiting the Clinic at transit centres daily
    • Writing reports and maintaining records
    • Promoting health education and training of team members.
    • Conduct a baseline assessment on the quality of the healthcare provided in clinic at the Gombe Centre and processes for determining and treating serious and chronic illnesses.
    • Design an improvement plan and a regular monitoring tool that will  allow IOM to inform results both to the Government and IOM donors.

    Provide Support for Coordination:

    • Coordinate with the health experts and the doctor for the development of relevant health-related tools, including plans and protocols for medical management, Standard Operation Procedures (SOPs), the establishment of a medical committee, Health Management Information System (HMIS), and training for staff.
    • Any other responsibilities and requests in coordination with the IOM DDRR Programme Manager and the DDRR Project Manager.

    Experience:

    • More than two years of continuous clinical experience in busy public or private hospitals.
    • Training/experience in Mental Health, Internal Medicine, or Infectious Diseases is an advantage.
    • Experience in administration/management an advantage.
    • Knowledge and clinical skills in BLS & ACLS will be an added advantage.
    • Experience in administration/management an advantage.
