    Construction Electrical Supervisor

    Job Summary / Role Description

    • Construction Electrical Supervisor-ELS directs Subcontractor activities for his own discipline, ensuring that Plant Construction works are performed according to the Project documents, within the assigned cost budget, and according to Quality & Safety procedures, as well as according to the terms and conditions of the subcontract.

    Duties and responsibilities
    ELS main duties and responsibilities are the following:

    • Prior to the start of works, to check the Supplier’s material and technical documentation delivery schedule. Check that the same is in line with Construction schedules and contractual commitments;
    • Prior to the start of works, control and approve the Method Statements submitted by the Subcontractors, ensuring their correct application on the field;
    • ELS ensures the implementation of all the HSE procedures and standards for the areas or activities (subcontractors) of responsibilities;
    • ELS directly participates to the HSE activities at site as defined for his position in the Site HSE plan and related procedures
    • To check that the said schedule is kept to, and to promote action to recover any delay;
    • To check that the equipment and manpower employed by the Subcontractor are adequate and that the works performed by the Subcontractor conform to design documents, Safety regulations, and to the Quality level fixed by the same;
    • Perform inspections and sign the necessary certificates as per Site Inspection Plans;
    • To prepare the non-conformity register for each Subcontractor and co-ordinate nonconformity resolution;
    • To detect any design errors, and where possible rectify the same or request the Site Engineer to make the necessary changes;
    • To check Subcontractors’ work progress status sheets and sign the same for approval;
    • To manage vendor specialists;
    • To assist the Contract Manager/Engineer in defining new prices, in preparing amendments to subcontracts and in analysing and discussing claims.

    Knowledge & Qualifications

    • Diploma and trade apprenticeship in structural discipline.

    Desirable:

    • Suitable University Degree.

    Experience:

    • At least 8 years experience in a similar position in EPC Oil & Gas and petrochemical projects;
    • Previous experience at a supervisory level.

    Desirable:

    • Experience in Petrochemical projects.

    Skills and Abilities:

    • Fluent English;
    • Excellent IT and analytical skills;
    • Excellent communications and interpersonal skills;
    • Strong interpersonal, team-oriented skills, self-motivation and direction, with strong bias toward timely performance and problem resolution;

    Construction Mechanical Supervisor - Machinery

    Job Summary / Role Description

    • He directs Subcontractor activities for Mechanical Construction, ensuring that Plant Construction works are performed according to the erection schedules and Project documents, within the assigned cost budget, and according to Quality & Safety procedures, as well as according to the terms and conditions of the subcontract.

    Commissioning Manager (CMM)

    Job Summary / Role Description

    • The Commissioning Manager, in coordination with the Construction Management and by means of the personnel acting under his own authority, will be responsible for the pre-mechanical completion verification, the pre-commissioning execution and commissioning assistance up to the point when each system and the whole project is handed over to the Client and all the Contractor contractual obligations are fulfilled.
    • He reports hierarchically during engineering phase to the Project Manager and during pre- commissioning and commissioning phase to the Site Manager; functionally he reports to Commissioning Head of department. 
    • He is assigned to the project by Commissioning Head of department in agreement with the Project Manager in the initial phase of the project.

    Duties and Responsibilities

    • Prepare and finalize the commissioning strategy of the project and assure his implementation throughout the entire project life. For specific topic, such as planning, involving high level of expertise, the Commissioning Manager operates in co-ordination with the Site Construction Manager and the Project Management & Control Manager;
    • Assure the preparation of the project deliverables, their consistency with contract requirements and their quality through a dedicated team;
    • Approve all the pre-commissioning and commissioning related deliverables, including the Subsystem Operational Test Procedure;
    • Assure the compliance of site running cost with the assigned budget;
    • Participate to project review meetings, HAZOP and constructability studies and 3D model review;
    • Interface Engineering Departments, Client and Vendors representatives in the execution of the job;
    • Finalize the organization chart, the mobilization plan for personnel and vendors;
    • Assign and define duties among the discipline superintendents and supervisors for supporting the Vendor representatives;
    • Organize and co-ordinate all site activities, from pre-commissioning up to the performance test, as requested in the contract through the Commissioning Superintendent;
    • Accept the Mechanical Completion Certificates or other forms issued by Construction  department;
    • Provide commissioning priorities, per system/subsystem, to the Project Manager and Project Control Manager, to ensure the Completion Schedule and support the start up sequence;
    • Propose corrective actions to overcome problems and delays at site in order to fulfil the overall target of the project;
    • Organize the technical training/certification sessions for his teams according to Department standards and Client requirement;
    • Ensure that site risk assessment is submitted to Contractor Site Manager with the work method statement;
    • Ensure that the HSE site risk management procedure is correctly implemented during Construction phase;
    • Participate in the conduction of risk assessment for the work they are about to undertake, when requested;
    • Use the outcomes of the risk assessment for conducting the JSA with the workers;
    • Ensure that all the pre-commissioning and commissioning activities are performed in accordance with HSE Standards;
    • Ensure that all the Pre- commissioning and commissioning activities are maintained to standards or corrected in order to meet operating and HSE requirements;
    • Conduct regular HSE inspections and audits to ensure that all Subcontractors are aware of and comply with the HSE requirements;
    • Verify that inspection and audit follow up activities are fully and timely taken;
    • Participate in the investigation of high-risk incidents and accidents;
    • Promote corrective actions in case of unsafe acts or unsafe conditions are identified;
    • Ensure that his team comply, promote and participate in the PTW System;
    • Can be the requester as per PTW Procedure;
    • Coordinate with the Project HSSE Manager for the pre start up HSSE survey;
    • Develop and foster working relationship with the Client Project Management in order to enable a seamless handover;
    • Participate to the performance test either Vendor package or units where required;
    • Issue the Site Acceptance Certificate relevant to the different items (packages) following the SAT procedure execution at site with or without Vendor assistance;
    • Issue the Ready for Commissioning Certificates from Contractor side;
    • Approve the Operational Test Certificates from Contractor side;
    • Provide and ensure the Red Marked up documentation is available at site and correctly updated.
    • As per the Contractor standard practice, additionally to the abovementioned duties, Commissioning Manager shall:
    • Provide the Commissioning Close Out Report that includes all observations related to the project concerning organization, manpower and technical aspects;
    • To provide feedback to the Commissioning Head of Department concerning problems arising from the implementation of methodology and work instructions to improve the effectiveness and efficiency of the department; organize the most important observations in the form of instructions for improvements;
    • To provide feedback to the Commissioning Head of Department in elaborating the job costing regarding supervision manpower, Sub Contractor manpower, cost of operations sub-contracted, utilities quantities and cost associated with the execution of Precommissioning, consumables and materials utilized for the execution of activities.

    Knowledge & Qualifications:

    • University Degree with any additional certification.

    Experience:

    • Management experience for an EPC company in for, at least, two plants/Refinery/petrochemical  as Commissioning Manager.
