    Maintenance Assistant

    Job Overview/Summary: 

    The maintenance assistant will assist the maintenance officer in ensuring efficient and effective management of the IRC’s facilities and assets, including generators, water systems, electrical, furniture and plumbing fittings or systems.

    Major Responsibilities:

    • Carry out full maintenance of Air conditioners (installations of ACs, welding of AC gas pipes and carrying out all technical works related to ACs, refrigerators, water dispensers, and other cooling systems.
    • Prepare a proactive maintenance plan for IRC assets/properties and facilities and submit it to the maintenance officer.
    • Carry out maintenance of doors, windows, electrical and plumbing fittings etc.
    • Monitor fueling of generators at all IRC facilities in Maiduguri and ensure records of fuel consumptions are documented accurately on generator log sheets.
    • Track Generator and solar inverter system service schedules across IRC facilities in Maiduguri.
    • Maintain accurate records for maintenance expenses monthly.
    • Maintain all necessary documentation on generator maintenance and file them according to IRC guidelines.
    • Facilitate the collection and dispatch of diesel to IRC facilities within and outside Maiduguri.
    • Respond to maintenance requests shared by staff across IRC facilities promptly ensuring full resolution of problems within the agreed stipulated time.
    • Prepare weekly and monthly reports on generator fuel consumption and allocation across IRC facilities and share them with the maintenance officer.
    • Support IRC Base Offices in Gwoza and Monguno, whenever required.
    • Supervise and monitor maintenance works contracted to third-party vendors.
    • Be familiar with local regulations/laws.
    • Any other duties as may be assigned by the supervisor.

    Key Working Relationships:

    • Position Reports to Maintenance Officer

    Indirect Reporting: Logistics Manager.

    Other Internal and/or external contacts:

    Internal:

    Country Program: Borno field office Operations teams, Program teams, and senior management.

    External: 

    Vendors on Facility and equipment maintenance, fuel suppliers generators and landlords’ technicians/engineers.

    Qualifications

    • Education: HND/ND in Electrical/Mechanical Engineering or any related field. Certificate in Air conditioner and refrigerators / HVAC systems is an added advantage.
    • Work Experience: Most know how to repair and perform maintenance of HVAC, refrigerators, and all cooling systems, experience in maintenance of Heavy-Duty Generators, Solar system maintenance, Electrical maintenance, Facility maintenance and related roles preferrable in an INGO setting.

    Communication and Reporting Specialist-OTL

    Job Overview/Summary

    The Communications Specialists will support the strategy, design and implementation of communication and engagement activities to tell the impact of the projects’ activities through a range of communications approaches and deliverables, including written communication (reports, success stories, etc.), social media, photography, graphic design, outreach, and event management, etc.

    This position will be embedded within the consortium team with responsibility for the communications work in the target states, as well as coordination with the wider project team to provide communications expertise and ensure consistent style, branding, and strategy across the project, in line with USAID guidelines.

    Major Responsibilities

    • A strong writer with sound judgement, and the ability to think creatively, solve problems, and support strategic communications activities, the communication specialist creates high-quality content for OTL’s external audience and plays an active role in promoting the project’s communications objectives.
    • Collaborate with the technical leads and consortium partners to ensure integration of clear communications plan and activities that complement and report on all project activities.
    • Responsible for providing inputs and developing content for the design, development, and management of public awareness communications programs including key messages, and communication plan for key project activities.
    • Supports OTL communication and outreach initiatives and planning to increase visibility and understanding of the project’s objectives, approaches, and impact.
    • Be creative and collaborative and encourage an open working environment where everyone is informed about project objectives and developments.
    • Responsible for information collection, content generation and development of communications products.
    • Identifies, researches, collects project information and/or analyzes data and from technical and M&E teams, to draft useful story-driven content about OTL’s multifaceted components and other engaging content (included but not limited to news stories, press releases, one pagers, fact sheets, impact/success stories, photo essays, briefs) for target audiences, including for social media.
    • Takes photographs, captures sound bites or video clips, and create graphics, shareables, and/or infographics as necessary to accompany project publications and social media posts.
    • Conducting Interviews with variety of stakeholders for the purpose of creating content for external audiences
    • Ensures all project deliverables and external documents are of high quality, submitted on time, and are consistent with achieving the overall communication goals and objectives.
    • Facilitates internal communications, maintains internal program communications files, and provides communications trainings to project staff as necessary.

    Information Management and Reporting:

    • The Communications and reporting specialist will support the grant and technical teams to maintain deliverable deadlines, produce high-quality drafts of publications and project deliverables for review, compile inputs to develop quarterly/annual reports, while ensuring all materials adhere to USAID guidelines (including style guide and templates).

    Monitoring and Evaluation:

    • Contribute to the learning objective of the project by supporting the identification, documentation and implementation of the project’s learning and adaptation framework.
    • Ensure effective understanding and working of the various feedback mechanisms used for gathering and reporting feedback in collaboration with the MEL team and IRC’s client responsiveness and accountability unit

    Qualifications

    • Masters or Bachelor’s degree in communications, international development, journalism, public relations, or related field.
    • A minimum of five (5) years of professional experience in communications and outreach, including experience in managing the design and implementation of communications plans.
    • Experience and knowledge of USAID funding, its contractual and reporting requirements is a strong asset.
    • Proven ability to multitask with strong attention to details.
    • Excellent management, organization, problem-solving, and decision-making skills
    • Demonstrated ability to work under deadline pressure and manage production schedules.
    • Ability to work independently and as part of a team.
    • Strong knowledge of MS Office applications such as Word, PowerPoint, Excel, Outlook, and SharePoint are required; familiarity with web management tools and video editing and photo manipulation tools is desirable
    • Fluent written and oral English is required. Fluency in Hausa, Kanuri and Fulfulde is desired.

    MEL Lead-OTL

    Job Overview/Summary:

    This is a strategic role within the USAID supported Opportunities to Learn (OTL) Project in IRC Nigeria that works closely with the program team to improve program quality, providing MEL technical leadership, to program design, planning, monitoring, evaluation and learning commitments to the project. Core responsibilities includes ensuring the OTL project has a strong MEL system in place, implemented as intended and reported to support program technical leadership and other consortium partners to deliver desired outcomes and impacts.

    The MEL lead reports directly to the chief of party and coordinates closely with the IRC Nigeria MEAL Coordinator.

    Major Responsibilities:

    Design and development (30%)

    • Ensure establishment and maintenance of routine monitoring systems, presentation of findings and building related staff competencies
    • Support team in development of detailed monitoring plans that: i) provide an indicator matrix, ii) map MEL roles and responsibilities of project and support staff, iii) consider ethical and safe collection and storage of data, iv) consider data quality audits, v) consider storing, protecting and sharing project documents, and vi) consider end of project learning review.
    • Work with Result area leads and support staff to develop TORs for needs assessments and surveys.
    • Conduct needs assessments and other survey in new locations and provide reports.
    • Accountable for selecting/defining sampling strategy.

    Monitoring and evaluation (30%)

    • Work with team to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness.
    • Work with MELSA to ensure smooth conduct of monitoring activities and DQA
    • Accountable for providing consistent, supportive supervision as necessary to meet monitoring objectives and ensure data quality.
    • Work with MEL team and support staff to track progress on action points related to implementation and MEL activities
    • Provides inputs from survey and assessment data for tracking of overall progress on the OTL project.

    Information management and reporting (20%)

    • Accountable for providing technical leadership on information management across states
    • Accountable for data aggregation and reporting
    • Accountable for the conduct of CLA activities including Pause and Reflect, Knowledge management, etc.
    • Support dissemination of learnings and reports to stakeholders
    • Support in design of appropriate materials for learning

    Staff capacity building (15%)

    • Support in training of staff in data collection methods, management, analysis and action techniques.
    • Accountable for the implementation of client responsiveness mechanism (CRM) in OTL operation sites
    • Coaching and mentoring of MEL staff on Accountability Monitoring and Evaluation, Learning (AMEL), and Collaborating Learning and Adapting (CLA) activities.  
    • Training of staff in new MEL and CLA approaches

    Knowledge management and learning (5%)

    • Accountable for conducting data quality audits of project & programs to identify and resolve systemic problems affecting data quality, and documenting and storing findings in project files on Box.
    • Provide oversight on CLA activities especially on Knowledge Management & Pause and Reflect.
    • Oversight for surveys, assessments and discrete learning documentation.
    • Others duties as may be allocated by supervisor.

    • Position Reports to:  COP
      Position directly supervises:  Reporting Specialist, MEL Officer(s), CLA senior officer
    • Indirect Reporting: Data assistant/intern

    Qualifications

    • Bachelor’s degree; over seven years of experience in designing and leading complex MEL programs.
    • Five years of experience on USAID programs; experience on education projects preferred.
    • Strong understanding of education metrics and processes needed to build MEL capacity of organizations, particularly youth-based CBOs and CBMCs on data collection, transparency, and use.
    • Deep understanding of MEL ICT4D tools and ways to utilize data for decision-making.
    • Knowledge of CLA is a MUST
    • Excellent report writing and presentation skill
