    Administration/Grant Management Lead

    Crown Agents are currently seeking a seasoned Administration/Grant Management Lead who will be responsible for ensuring compliance with general donor regulations, grant specific requirements, donor communication, reports, as well as a range of regular and ad hoc reports and communication tools used for both internal and external dissemination of information.

    Responsibilities:

    Specific responsibilities of the Grants and Administration Management Lead Include:

    • Support the full cycle of grants management activities from pre-award assessments, monitoring/compliance visits and close-out procedures.
    • Maintain a grant tracking mechanism to track all grant management performance indicators for effectively monitoring of grant activities to ensure progress and KPIs are met.
    • Ensure grant management procedures are followed and GAVI compliance requirements met.
    • Prepare the financial reports of the project within the deadlines and formats required by GAVI and ensure coherence with project progress.
    • Organize and participate in grant kick off and grant review meetings and provide advisory assistance to program staff.
    • Maintain grant filing system for all country program grants, including agreements, proposals, revisions, reports, etc.
    • Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among programs and operations team members.
    • Support program team and local partners in activities reporting through the capacity building trainings, development of standardized information and reporting tools.
    • Maintain a donor-reporting schedule and share with relevant staff on a timely basis.

    About you

    The position is open to global applicants, however there is a preference to be based within one of Crown Agents regional country offices (Kenya, Ethiopia, Nigeria, Zimbabwe). Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to GAVI approval. The project is anticipated to begin in April 2023.

    Person Specification:

    To succeed in this role, you will have:

    • Advanced degree in Social Sciences, Business Administration, International Development and/or in a relevant field of study.
    • 10+ years of relevant and progressive experience in related field. Including at least 5 years of experience with an international humanitarian organization, preference for experience on large-scale Gavi programmes
    • Experience and understanding of institutional donor policies, guidelines, strategies and reporting to donors.
    • International experience and strong understanding of country context of assignment, preferable experience working in the context of fragile countries
    • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field, country office, central government and local authorities.
    • Experience working with Gavi and Alliance partners
    • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders.
    • Competent in MS Excel, Word, Power Point, and tools useful in information management and program report.
    • Demonstrated commitment to gender and social inclusion
    • Willingness and ability to travel
    • Fluency in English

    Deputy Team Leader

    He/she will coordinate the development, implementation and reporting on detailed management plans across all countries. The deputy team leader will assist the team leader in ensuring quality of deliverables and overall compliance with GAVI standards. He/ she will also act as technical lead and provide overall technical oversight and technical management for the team.

    Responsibilities:

    Specific responsibilities of the Deputy Team Lead Include:

    • Support the Team Lead with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of FCDO and Crown Agents
    • Support the Team Leader in providing strategic and technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives
    • Mentor and manage staff in a respectful and transparent manner, identify capacity needs and support staff to build their technical and administrative capacities

    • Strong proven technical expertise in the field of demand side incentives in health and/or routine immunisation programming.
    • Experience working in fragile contexts on health programming, including immunizations, health financing, improving and access to care.
    • Demonstrated ability to oversee planning, coordination, and day to day implementation of technical activities in partnership with the technical team and the team lead.

    GAVI DSI Team Leader

    He/She will be responsible for ensuring the successful and timely delivery of the programme deliverables in accordance with the terms, conditions and regulations of Gavi. He/she will supervise a team of country-based experts, local partners as well as a programme technical and support team. He/She will also be responsible for overall management and coordination of consortium partners, implementing partners and other relevant stakeholders.  The Team Leader will act has the primary representational link with GAVI staff for the activity and will liaise with the Mission to provide project updates, discuss strategies, obstacles, performance plans, and progress against targets.

    Responsibilities

    Leadership

    • Set the strategy and oversee total implementation of programme deliverables against contracted deliverables
    • Build and support a cohesive technical and operational team that is effective, efficient, and outcome-orientated
    • Socialise and lead team to work in ways that align to Crown Agents’ Ways of Working, GESI and Adaptive Management delivery strategies
    • Lead and drive continuous quality improvement processes
    • Where applicable coordinate activities with other Crown Agents programmes in country
    • Work closely with Crown Agents Global Health team to distil and apply lessons learnt from work in the programme countries across the Crown Agents portfolio of programmes

     Stakeholder coordination

    • Establish and maintain effective, trust-based relationship and dialogue with Crown Agents programme sub-contractors, MoH and other programme stakeholders across the programme countries
    • Establish and maintain effective, trust-based relationship and dialogue with key programme representatives from Gavi
    • Represent the project and Crown Agents in national, regional, and international fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community

    Technical leadership

    • Work in close collaboration with the in-country technical specialists to provide national MOH’s with sound technical assistance on the preparation and implementation of the role out demand-side incentives to increase vaccination coverage
    • Oversee technical direction and project delivery to ensure activities are in line with the performance framework and meet all standard operational policies and procedures
    • Oversee development, review, and monitoring of yearly work plans, project strategy documents, implementation measures, knowledge management, and sustainability efforts to ensure long- and short-term impact goals are achieved

     Programme Management

    Person Specification:

    • At least 15 years’ experience working in the international development/global health field in a leadership role
    • At least 10 years of project management experience with previous experience as Team Leader, Chief of Party, Project Director, Deputy Team Leader, Deputy Chief of Party, of institutional donor funded programs.
    • Strong proven technical expertise in the field of demand side incentives in health and/or routine immunisation programming
    • Experience working in fragile contexts on health programming, including immunizations, health financing, improving quality of and access to care, building capacity of local partners and Demand Side Incentives (DSI), including conditional and/or unconditional cash transfers.
    • Excellent people management skills, managing and coordinating teams within a matrix organisation and based in multiple locations.
    • Proven experience managing diverse sub-grantees/sub-contractors, including INGO, NGO, local FBO and private sector actors.
    • Experience working with Gavi and Alliance partners
    • Expertise in stakeholder engagement, inspiring action based on evidence and influencing change, including with governments, partners and clients
    • Proven experience managing programmes including work planning, financing management and programme quality assurance and control

    Monitoring & Evaluation Lead

    The MEL Specialist will work closely with the Team Leader, Deputy Team Leader and technical staff to ensure that relevant data is collected, analysed, and used to inform management and design decisions, and to provide project updates, as required. The position holder will provide overall MEL leadership direction for the project, enhancing quality, accountability and cross-country learning and ensure smooth coordination and MEL coherence across the programme.

    Responsibilities:

    Specific responsibilities of the Monitoring and Evaluation Lead Include:

    • Lead the development and implementation of project MEL plan(s), indicator reference sheets, results reporting, data use systems and activities and the project evaluation strategy.
    • Design and develop measurement approaches to ensure alignment between project goals and objectives, process outcomes and desired impact.
    • Provide training, assistance, and consultation as needed, on interpretation and use of performance benchmarking measures, indicators, and reports.
    • Lead collection of periodic data reports and compilation of narrative reports and submit to Team Leader and Deputy Team Leader.
    • Communicate information obtained through MEL activities to program staff, and external stakeholders, including GAVI, to enable informed decision making.
    • Capacity building of program staff, sub-grantees, sand local partners on project related M&E templates/forms for data collection; like Indicator Performance Tracking Table (IPTT) etc
    • Lead in conducting data quality assessment to ensure that data reported is validated, is accurate and consistent.
    • Oversee baseline surveys and assessments and the implementation of the MEL system on a day-to-day basis.
    • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
    • Synthesise learnings across all countries and present data to client and stakeholders

    About you

    • Minimum of eight years of experience in MEL and research for similar health programming. Experience with GAVI, USAID, FCDO or similar donor funded projects designed to improve health outcomes, including vaccination, demand side incentives and cash-transfer programmes.
    • Demonstrated experience in providing technical support, setting up and managing MEL systems that track performance, and in the application of statistical methods database management.
    • Expertise in qualitative and quantitative research methods, and data visualization.
    • Experience working in fragile contexts on health programming, including immunizations, improving quality of and access to care, building capacity of local partners and Demand Side Incentives (DSI), including conditional and/or unconditional cash transfers.
    • Excellent people management skills, managing and coordinating teams within a matrix organisation and based in multiple locations.
