    University Bursar

    Role Overview

    • The University Bursar serves as the Chief Financial Officer of the institution, responsible for the strategic management of the university’s financial resources.
    • This role ensures financial sustainability through effective planning, transparent stewardship, and strict compliance with regulatory standards.

    Key Responsibilities
    Financial Strategy & Leadership:

    • Develop and execute the university’s financial strategy in alignment with institutional goals.

    Budgeting & Financial Planning:

    • Prepare, implement, and monitor annual budgets and long-term financial forecasts.

    Financial Operations & Control:

    • Oversee accounting operations, including general ledger, payables, receivables, and payroll.

    Student Financial Services:

    • Supervise tuition billing, fee collection, and student account management.
    • Oversee administration of financial aid, scholarships, grants, and loan programs.
    • Ensure seamless, transparent financial interactions with students and parents.

    Financial Reporting & Compliance:

    • Prepare accurate and timely financial statements and management reports.
    • Ensure compliance with statutory regulations, accounting standards, and audit requirements.
    • Develop and enforce financial policies and procedures.

    Investment & Fund Management:

    • Manage university funds, reserves, and endowments.
    • Provide expert advice on investments and funding opportunities.
    • Optimize returns while maintaining prudent risk levels.

    Asset & Risk Management:

    • Oversee the recording, maintenance, and safeguarding of university assets.
    • Identify financial risks and implement mitigation strategies.

    Stakeholder & Team Management:

    • Lead and supervise bursary staff and other assigned non-teaching personnel.
    • Collaborate with departments such as Admissions, Registry, and Administration.
    • Deliver high-quality financial services and support to students, staff, and external stakeholders.

    Qualifications & Experience

    • Bachelor’s Degree in Accounting, Finance, or a related discipline.
    • Minimum of 10 – 15 years experience in finance, with at least 5 years in a senior leadership role.
    • Professional certification (ICAN, ACCA, CPA) is highly desirable.
    • Prior experience in the education sector or public sector finance is an advantage.
