    Background

    Tuberculosis Data, Impact Assessment, and Communications Hub (TB DIAH) is a five-year Associate Award funded by the United States Agency for International Development (USAID). The objective of TB DIAH is to ensure optimal demand and analysis of both routine and non-routine TB data for decision-making and their appropriate use to support interventions, policies, and performance management of national governments, ministries of health, national TB programs, USAID and other stakeholders. TB DIAH is implemented by the Carolina Population Center, University of North Carolina (UNC) at Chapel Hill and sub-recipient John Snow, Inc. (JSI).

    The importance of data use for program management cannot be overemphasized as key policy decisions depends on it. It is also important that the people who manage data have adequate knowledge and skills to interrogate the data to make sense of it. TB Data use at all levels has remained a challenge that needs to be addressed. Program managers and officers saddled with this responsibility at state and local government levels require periodic training to build their skills in data use. The rate of attrition of trained staff within the national TB program has also contributed to the dearth of skilled officers who are able to use data for program management.

    Therefore, to address this gap, TB DIAH is seeking the technical support of qualified expert to develop a capacity building curriculum for data use and program management for state TB program managers, monitoring and evaluation officers and local government TB supervisors under auspices of the National Tuberculosis, Buruli ulcer and Leprosy Control Program (NTBLCP)..

     

    Responsibilities

    The capacity building curriculum development consultant will work in close collaboration with the NTBLCP, TB -DIAH/JSI Nigeria and relevant TB implementing partners to develop a capacity building/training curriculum for data use and program management for State Tuberculosis Program Managers, Monitoring and Evaluation Officers and Local Government Tuberculosis Supervisors in the Country.

    Specifically, the terms of reference (TOR) for the Consultant will be:

    • Facilitate the development of tailored M&E curriculum that outlines a systematic approach to building capacity and competencies for program staff to enhance program performance and interventions
    • Design a conceptual framework for M&E capacity building that will feed into NTBLCP M&E plan
    • Develop a capacity building curriculum for data use and program management for state TB program managers and monitoring and evaluation officers following outline provided by the technical team.
    • Develop capacity building curriculum for data use and hot spot mapping for local government TB supervisors following outline provided by the technical team.
    • Develop evaluation tool to assess the improvement of participants in these trainings.
    • Design an appropriate agenda for these trainings.
    • Design a measurement metrics to determine the effectiveness of this intervention

    Duration

    This consultancy will be from May to July 2022 (25 days Max.)

    Deliverables

    • Submit a detailed work plan for the consultancy period
    • Soft and hard copy of capacity building curriculum for data use and program management for National TB programs
    • Presentations, training and practical session guides and documentary of literature review and resource materials
    • Participate in a workshop to finalize the capacity building curriculum and trainings
    • Training report and consultancy report

    Qualifications 

    The following qualifications are required:

    • Master’s degree or higher in public health, management information systems, data science, education, or a related field. Background training and qualification in Medicine will be advantage. 
    • At least 7 years of progressive experience in developing training curriculum for health workers in Nigeria
    • Demonstrate knowledge and skills in trainings on M&E of public health programs.
    • Have a good knowledge of the M&E systems of the NTBLCP.
    • Evidence of previous consultancies related to training curriculum development, M&E capacity building and M&E plan development
    • Ability to clearly and concisely express ideas and concepts in written and oral form.
    • Excellent spoken and written English.
    • Ability to develop strategies for effective communication
    • Strong interpersonal, diplomacy, organizational, oral and written communication skills and the ability to work effectively with a wide range of sub-groups.
    • Ability to facilitate training sessions.
    • Sensitivity toward cultural diversity and an ability to work across various regions of Nigeria.
    • Ability to work effectively with TB DIAH project staff, USAID, implementing partners, other donors, and international organizations.
    • Availability to travel within Nigeria.
    • Consultant must be based in Nigeria
