    Technical Advisor, Health Financing

    Min. Qualification:

    • Masters/MSc in health financing, health economics, health policy, global health, health systems management, public health and related field.

    Responsibilities & tasks:

    Responsibilities

    • Support Nigeria’s health financing reform process, engaging in strategy and policy level fora on health financing, including high-level dialogues.
    • Provide strategic advice on health financing topics in the context of GFATM grant development and implementation, i.e. innovative financing solutions, sustainability, costing, benefit package, regulatory or management aspects, public financial management domestic resource mobilization; social health protection etc.
    • Assess and identify financing options for the integration of HIV, TB and Malaria into the health system, involving relevant national partners and based on in-depth knowledge of the stakeholder landscape.
    • Ensure the identification, planning and delivery of high-quality technical interventions to partner institutions through consultants, service contracts or grants, according to pre-defined programme criteria, promoting integrated and sustainable approaches to health financing.
    • Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GFF and Gavi, identify and pursue opportunities to improve alignment and harmonisation at country level, and support these and other principles of the Lusaka agenda.
    • Engage in relevant networks (e.g. the P4H network) and exchange platforms (e.g. health financing technical working groups) geared towards aligning national health financing activities.
    • Engage in the coordination and monitoring of GIZ BACKUP’s activities within the framework of the global programme (module offer, results matrix, communications and knowledge management and other).
    • Coordinate closely with the bilateral GIZ health programme in the country, the country operations team at GIZ HQ and the other countries supported by the BACKUP Health programme.
    • Develop and facilitate implementation of comprehensive and evidence-based health reforms in Nigeria.

    Tasks

    Technical Advisory

    • Identify and provide technical advisory support in BACKUP’s areas of cooperation with health financing partners in Nigeria.
    • Organise, facilitate and support policy and strategy development, strengthening national coordination and capacity development for relevant partners in the space.
    • Provide technical assistance based on the identified needs as well as analyze and incorporate cross cutting themes such as climate health, community, rights and gender related to the interventions.
    • Management and coordination
    • Plan consultancy and financial support to be provided by BACKUP based on the overall strategy of the project and specific partner needs.
    • Operationalize the monitoring framework for the contribution of interventions in the country to overall project objectives and indicators.
    • Prepare, attend and report on governance, programmatic and technical interventions.
    • Manage and coordinate BACKUP interventions in the country (monitoring, technical and financial reporting, logistical management of workshops and field trips).

    Communication and networking

    • Promote partnerships and linkages between key stakeholders related to the Global Fund in the health financing space Nigeria and the region, as well as other global health initiatives like Gavi and the GFF.
    • Proactively support development of materials for communication with the commissioning party, as well as other relevant stakeholders at the national and global levels.
    • Support knowledge management processes, documenting good practices, lessons learnt and recommendations for optimising Global Fund investments and processes in health financing.
    • Support transparent communication and information sharing between all involved institutions and counterparts.
    • In cooperation with colleagues at national and global levels, contribute to preparation and dissemination of BACKUP communication and public relations materials (e.g. in journals, news feeds and social media).

    Other duties/additional tasks

    • The tasks listed are not exhaustive. The position holder is expected to perform other duties and tasks at the request of the BACKUP country manager.

    Required qualifications, competences, and experience.

    Qualifications

    • Masters/MSc in health financing, health economics, health policy, global health, health systems management, public health and related field.

    Professional experience

    • At least 10 years of professional working experience in a developing country, of which at least 7 in a health systems financing role.
    • Experience working on health financing in Nigeria and familiarity with the Nigerian Health Financing structures and stakeholders.
    • Good understanding of health system challenges in developing countries; very good understanding of health financing and/or social health protection systems.
    • Good understanding of the global health architecture.
    • At least 5 years of working experience in international organizations (bilateral technical cooperation, consultancy firms, multilateral agencies etc.). Experience with Global Fund and/or its implementers is an asset.
    • Verifiable working experience in independent execution of tasks and packet of activities.

    Other knowledge, additional competences

    • Highly motivated professional with ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence and very good communication skills.
    • Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials, civil society and key population representatives, project implementers and beneficiaries).
    • Excellent spoken and written English with very good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
    • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
    • Excellent written and verbal communications skills.
    • Willingness to spend substantial time working directly/closely with government partners.
    • Willingness to travel regularly between main office in Abuja and GIZ/partner offices in decentralized (state) level, as well as upcoming travels outside of Nigeria as may occur.
