TB Digital Health Advisor at Palladium Group

The Digital Health Advisor will report to the Informatics Team Lead, and work closely with Business Analytics, Data Use and Analytics, and Public Health Surveillance Teams. This is a full-time position with a contract for 1 year, renewable subject to availability of funding.

Primary Duties and Responsibilities:

• Work with the NTBLCP and relevant TB implementing partners in collaboration with the Data.FI Health Informatics, Business Analytics, Data Use and Analytics teams to improve data management to ensure real time availability of quality data for decision-making.
• Compile an inventory of and/or conduct assessment of electronic and paper-based TB-MIS processes in Nigeria. 
• Ensure the integration and interoperability of the different electronic TB management information systems (TB-MIS) in Nigeria. 
• Review interventions historically implemented in Nigeria to roll out electronic TB-MIS, compile and analyze lessons learned and best practices, produce and present a report to NTBLCP, USAID mission and relevant USAID-IPs.
• Analyze the current electronic system to see what is working and what is not working; review user interface design (e.g., user-friendliness and functionalities that meet the user’s needs) and structure issues. Assess its readiness for interoperability with other care-based management systems.
• Provide technical leadership in the process of developing TB-MIS road map.
• Provide technical assistance in the development of detailed implementation plans for digital solutions for TB M&E and surveillance engaging stakeholders.
• Provide technical support to electronic data collection and management system to ensure quality data is generated in real time.
• Develop, deliver, and maintain high quality digital health technologies for USAID, TB portfolio review, and evaluation of digital health technologies.
• Partner with internal subject matter experts and external business and technology leaders to assist in the development of NTBLCP digital health policies and regulatory procedures.
• Work with the TB/HQ team in gathering users’ requirements for developing NTBLCP and sub-national level dashboards and scorecards, testing the prototype instance of the dashboard and provide technical assistance in the roll-out of the dashboard.
• Identify opportunities in creating preconditions and incentives informing digital health procedures and guidance that meet the NTBLCP’s mission to protect and promote public health while supporting technological advances according to the Federal Ministry of Health’s Digital Health Policy.
• Provide advice, consultations and training to internal and external experts on the current state of digital health technologies, policies, and functionalities.
• Work closely with the TB Digital System Developer, NTBLCP, and other subject experts from the implementing partners in Nigeria as well as TB/HQ team.

Required Qualifications:

• Master’s degree or higher in Computer Science, Management Information Systems, Data Science, Public Health, or a related field.
• Minimum of seven (5) years’ relevant experience in Information Technology (IT), software development, interoperability, and/or data visualization.
• In-depth knowledge of developing and implementing health information systems.
• Preferably have a good understanding of TB electronic surveillance systems and/or case-based management systems, e.g., DHIS2, eTB Manager etc.
• Demonstrated experience and expertise in data analytics with good knowledge of statistical packages to handle big data.
• Knowledge and experience with Tableau, PowerBI, and/or other BA and visualization packages.  
• Demonstrated experience working in teams of developers and programmers.
• Comfortable in a fast-paced, customer-oriented, and flexible environment.
• A bias toward action and a proven track record of delivering projects and products.
• Excellent communication skills to engage in an organization of multiple specialties.
• Ability to actively seek out multiple opinions yet make independent decisions and influence positive outcomes.
• Practical experience and technical expertise focusing on one or more areas of digital health, including: mobile medical apps, medical device interoperability, and healthcare cybersecurity, digital therapeutics, machine learning, artificial intelligence and novel digital health technology, digital health product development, software as a medical device, big data and advanced analytics, cloud storage and computing and wireless communication.
• Sensitivity toward cultural diversity and an ability to work across various regions of Nigeria.
• Ability to work effectively with TB project staff, USAID, implementing partners, other donors, and international organizations.
• Availability to travel within Nigeria.
