    Site Management Coordinator

    JOB DESCRIPTION

    These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

    We are looking for people who are passionate about helping refugees and people forced to flee. 

    If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Site Management Coordinator  to join our team in Maiduguri, Borno State. You will be responsible for ensuring effective planning and quality implementation of all project activities – ensuring that field teams are efficiently using time and resources, and that activities take place according to project workplans, targets, SOPs, and guidelines for the NRC Area North office.

    RESPONSIBILITIES

    Generic responsibilities:

    • Line management of UDOC project field staff (officers and technical assistants)
    • Adherence to NRC policies, guidance and procedures
    • Support the Protection from Violence (PfV) PM in contributing to UDOC strategy development, project proposals and provide input on needs and gaps 
    • Support management and implementation of UDOC project (activities, budget, and project documentation) as delegated by the PM in line with proposals, strategies and donor requirements, and ensure high technical quality
    • Provide timely input to progress and field reports compiled by the PM and submitted to the Area Manager and PfV Programme Development Manager (PDM)    
    • Promote and share ideas for improvement and necessary changes in the activities
    • Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
    • Work with PM to ensure capacity building of project staff and transfer key skills 
    • In coordination with the PM, liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.  Attend meetings as agreed with PM.
    • Promote the rights of IDPs/returnees in line with the advocacy strategy.

    Specific responsibilities 

    As well as deputising for the PfV Manager as necessary, (including internal and external meetings), the UDOC Project Coordinator is responsible for:

    • Field supervision of daily/weekly operations of Community/UDOC Centre and Mobile (Outreach) Teams (Officers and Assistants) within the delegated geographical areas of responsibility, and performance management of mentioned staff
    • Establishment of UDOC centre with the guidance from the Project Manager
    • Ensure proper project documentation in line with M&E plans and donor requirements
    • Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and work with the PM to ensure capacity building of project staff
    • Perform any other activities requested by line manager
    • Quality management of community engagement processes and field reporting
    • Provide the PM with relevant information and data required for project reporting and for development of project strategy including feedback on successes and challenges
    • Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, and ensure the same of all project staff
    • Adhere to NRC policies, guidance, and procedures
    • Attend external /Internal coordination meetings at field level, LGA and State level when required

    QUALIFICATIONS

    Professional competencies 

    These are skills, knowledge and experience that are important for effective performance. 

    Generic professional competencies for this position: 

    • Experience from working in a line management position relevant to project implementation in a humanitarian/recovery context
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile 
    • Fluency in English, Hausa and one other spoken language in Borno Central and/or Borno North

    Context related skills, knowledge and experience (shall be adapted to the specific position): 

    • Knowledge of the context in Northeast and the IDP return situation and needs and/or protracted IDP communities.
    • Experience in community engagement and mobilization
    • Experience with Camp Management, Site Management and UDOC approach
    • Experience in protection work 
    • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
    • Experience in community capacity building and training
