    Senior Advisor, Digital Health and Informatics (DHIs)

    The senior advisor DHIs will be essential as a Global Health leadership team member. The senior advisor DHIs will liaise with headquarter technical, programmatic, and leadership staff by developing appropriate digital products/tools to quantify and visualize the impact of our programs worldwide. In addition, the senior advisor DHIs will contribute to the information, reporting processes, and products to ensure professional, high-quality communication about Project HOPE’s programmatic activities and results internally and externally using digital tools.

    Health informatics blends technology and medicine. Therefore, the senior advisor DHIs must possess a range of skill sets from programming to management to make Project HOPE more competitive for health informatics.

    The skills required for this position include

    • Knowledge of health data systems: The senior advisor should know how to analyze, design, evaluate, test, and maintain health data systems. S/he needs to learn and help optimize new systems as technology evolves.
    • Programming knowledge: The senior advisor must have programming knowledge in various computer languages. For example, Java, Python, C, SQL, and other languages are useful for creating and managing databases.
    • Data analytics skills: The senior advisor will lead the creation of global and regional dashboards and overall data visualization efforts with a DHIS2 consultant. The senior advisor will be responsible for developing and maintaining regular efforts of creating charts, graphs, and presentations to inform managers and practitioners of data-driven results and trends.  The senior advisor with some data analytics skills in Excel or Power BI, critical in visualizing data.
    • Independent problem-solving: The senior advisor will collaborate with technical/programmatic staff and deal with big data at the global level. The senior advisor must possess problem-solving skills, tackling unexpected challenges, from data security to maintaining systems and supporting regional and local staff.
    • Communication and collaboration skills: The senior advisor will be an essential member of the HQ technical leadership team as s/he will be responsible for interacting with people from a cross-section of their organization and with external stakeholder groups. The senior advisor must be able to explore insights from complex information via data management skills as important as it is to articulate these findings to internal and external stakeholders.

    Innovation: The health informatics field is constantly evolving. New tools and programs are surfacing regularly. The senior advisor will be the key member to identify, review and propose new digital solutions to tackle complex global health problems

    PRINCIPAL RESPONSIBILITIES: 

    Performance Dashboards, Impact, and Innovation

    • Support the development of performance dashboards for leadership to provide oversight across the organization.
    • Assist in developing global, regional, and country-level performance dashboards.
    • Develop processes for regularly reviewing programmatic performance and corrective actions with the KLM unit, technical staff, and program teams.
    • Create digital tools and products to ease sharing of our program performance and impact with internal and external stakeholders, such as Board members’ quarterly dashboard on key indicators.
    • Market surveillance for new digital tools/innovation useful for Project HOPE in tackling complex programmatic issues or to bring innovative approaches to write proposals/get funding support.

    Data Management, Visualization, and Oversight

    • Assist country/project/regional and HQ teams in developing strategies for assessing the quality of collected data for the indicators and visualizing data for all indicators.
    • Participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
    • Develop guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and the different projects.
    • Support country/project team developing visual rendering of maps overlays for project performance.
    • Review and edit performance data and reporting materials; provide feedback to awardees or contract, as appropriate, and upload data to databases as requested by the GH leadership team.
    • Analyze quantitative and qualitative data to assess program performance, discerning lessons learned and recommending improved outcomes.
    • Develop training materials for capacity building of staff.
    • Supports roll-out of new MEARL strategies and technology.

    Business Development, Project Design, and Planning

    • Supports the development of Digital Health proposals for new business proposals.
    • Works with the country/project teams to create a project dashboard on an institutionalized KLM system and input project indicators.
    • Review data collection tools as requested by country teams for compatibility in transforming into electronically for data collection.
    • Support country teams’ access to all necessary databases.
    • Provide technical assistance and support at global health and emergency response project start-ups, including creating digital tools and performance dashboards.
    • Works with projects to ensure that all digital KLM-related products developed during the project’s duration are handed over to the country/ regional and HQ offices. These may include databases, sample tools, etc.

    MINIMUM QUALIFICATIONS:

    • Master’s, 10 years of health informatics industry experience, degree in health informatics, public health, statistics, or international development, with experience or background in data management, epidemiology, public health, and health information management
    • Minimum of five (5) years of applied experience in designing, implementing and overseeing monitoring and evaluation tasks for a global or public health organization and/or emergency response organization.
    • Demonstrated experience in teamwork and building staff capacity within complex programming
    • Demonstrated success with acceptance of publications in peer-reviewed journals and abstracts/presentations to relevant international and regional scientific conferences
    • Demonstrated capabilities in capturing programmatic successes.
    • Excellent skill and experience in data review, interpretation, and visualization
    • Experience with KLM approaches for key donors such as USAID GH, USAID BHA, CDC, ECHO, EU, DfID, UN,
    • Experience in database design and other tools for information management, such as DHIS2 and CommCARE, as well as mobile data collection tools.
    • Experience in the use of qualitative and quantitative software for data analysis as well as visualization tools such as SPSS, STATA, SAS, Atlas, Tableau, and Power BI
