    Security Officer

    OBJECTIVE OF THE POSITION

    • The Security Officer will support day-to-day security management for the EU-SUSI Project in Kebbi State by conducting security assessments, monitoring field movements, coordinating with local authorities and INGOs, and ensuring adherence to Oxfam’s security procedures. The postholder will oversee local guard operations, document and report security incidents, support crisis management preparations, and strengthen staff capacity on safety protocols.

    KEY RESPONSIBILITIES

    Security Risk Management

    • Undertake regular Security Risk Assessments for all EU-SUSI project locations in Kebbi State and update risk profiles.
    • Monitor daily security conditions, incidents, and trends; provide timely advisories to staff and visitors.
    • Ensure strict compliance with Oxfam’s Security Management Plan (SMP), Safety and Security Policy, and operating procedures.
    • Assess and recommend updates to security guidelines, evacuation plans, SOPs, and contingency arrangements.

    Staff Safety, Training & Capacity Building

    • Deliver security briefings and onboarding sessions for Oxfam staff, consultants, and visitors to Kebbi State.
    • Develop and conduct training exercises, including fire drills, simulation exercises, and emergency preparedness drills.
    • Promote safety awareness and ensure security principles are integrated into programme planning and implementation.
    • Support the National Security Coordinator in implementing staff safety initiatives and compliance measures.

    Incident Reporting, Documentation & Coordination

    • Record, document, and report all security incidents in line with Oxfam reporting procedures.
    • Provide weekly written security situation reports to the Country Office and verbal updates during coordination meetings.
    • Serve as the focal person for external liaison with security agencies, community leaders, INGOs, UN bodies, and other relevant actors.
    • Assist the Crisis Management Team (CMT) in planning for emergencies and implementing contingency plans.

    Field Missions & Movement Tracking

    • Ensure safe planning and monitoring of all field missions across project LGAs.
    • Maintain an effective communication and movement-tracking system for staff in transit.
    • Ensure project vehicles and motorcycles are used according to Oxfam safety protocols and are part of the security management plan.

     Physical Site Security & Guard Management

    • Oversee security arrangements and physical safety measures at all project offices, guesthouses, and warehouse facilities.
    • Manage guard deployment schedules, contract compliance, daily supervision, and performance monitoring of contracted security personnel.
    • Ensure guards adhere to ethical conduct, reporting obligations, and visitor access protocols.

    Administrative and Other Support

    • Maintain updated security files, maps, contact lists, incident logs, and risk assessment documentation.
    • Provide technical advice to the Consortium Project Manager and Security Coordinator on emerging risks.
    • Support any other duties assigned by the line manager related to safety and security operations.

    WHO ARE WE LOOKING FOR?

    Education/Knowledge & Experience:

    Education & Qualifications

    • Bachelor’s degree in Security Studies, Criminology, Peace & Conflict Studies, Political Science, International Relations, or related field.
    • Professional security certification such as SSASP, NEBOSH, HEAT, or equivalent is an added advantage.

    Experience & Skills

    • Minimum of 3–5 years of professional security management experience, preferably with INGOs, humanitarian organizations, or development agencies.
    • Demonstrated experience conducting security assessments, incident reporting, risk analysis, and guard supervision.
    • Experience establishing relationships with security agencies, community leaders, military, police, and INGO security networks.
    • Proven ability to work in volatile or complex environments.
    • Strong situational awareness and analytical ability.
    • Excellent written and verbal communication skills.
    • Ability to train staff and conduct simulations.
    • Strong ethical judgment, discretion, and confidentiality.
    • Proficiency in Microsoft Office applications.
    • Ability to work effectively with diverse teams and under pressure.

    Desirable: 

    • Knowledge of Kebbi State cultural context, security actors, and operating environment.
    • Experience supporting donor funded projects or multi-partner consortia.
    • First Aid certification or emergency response training.
    • Experience working with community-based structures.
    • Ability to produce high-quality security reports and visual briefings.
