    Roving MEAL Coordinator

    Child Safeguarding

    • Level 3:  the post holder will have contact with children and young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose

    • Save the Children Nigeria will establish and train a Roving Rapid Response Team. The team will be based in Abuja, with the ability to mobilize and respond within 72 hours to any newly arising needs in any SC’s implementing and accessible areas.
    • The Roving Rapid Response Team will be trained in conducting rapid needs assessment and time managing the start-up of the responses while supporting new proposals development and further on appropriate handover to the FO’s teams.
    •  In the first phase, the team will be led and composed mainly by HSTs, and it is expected to become nationalized entirely within a period of 6 months.

    As a key member of the Roving Rapid Team, she/he will take shared responsibility to ensure and provide technical support and enable deployed field offices to deliver on crucial MEAL deliverables:

    • General MEAL mainstreaming, capacity building and support of SCI and partners project staff and field-level project monitoring, including data collection, analysis, and reporting of indicators, qualitative and quantitative information for the migration project. Staff to support include project and CO M&E staff, project managers, and partners.
    • Ensure the migration project:
    • Meets and exceeds the programme standards for design, monitoring, and evaluation
    • Applies the SCI and SCI Nigeria program standard operating procedures
    • Implements SCI MEAL priorities and initiatives
    • Leads on cross-cutting themes
    • Demonstrates outcomes and impact for target groups

    Scope of Role

    • Reports to: Roving Operations Manager, Rapid Response Team
    • Staff directly reporting to this post: None

    Key Areas of Accountability

    • Lead the implementation of Monitoring and Evaluation processes and systems within the Migration program
    • Leading the implementation of SCI MEAL systems and other related standards, processes, and systems within project planning, monitoring, evaluation, and reporting requirements.
    • Set up field office level information and reporting system for the donor projects
    • Lead the implementation of base/mid/end lines and evaluations
    • Support country teams to set up information and reporting systems in line with country office level requirements
    • Ensure the development of MEAL plans and project framework
    • Provide guidance related to harmonized data collection related to project objectives and indicators and integrate these into reports
    • Develop tools for data collection and analysis
    • Develop and maintain a database storing all data required by the project
    • Set up all processes required for effective data collection and analysis required by the project

    Provide training and capacity building on MEAL processes and tools:

    • Capacity building, coaching, and distance support provision for project staff and partners in charge of MEAL functions
    • Develop, consolidate, adjust and inform the project MEAL plan
    • Being the point of contact for project teams for pre-activity and post-activity support
    • Provide induction for project staff on MEAL systems and tools

    Publication and reporting:

    • Ensure the development of high-quality professional publications and reports that reflect quality project outcomes
    • Document project impact and the project’s lessons learned
    • Document innovative approaches related to MEAL
    • Support the documentation of other approaches/practices within the project

    Experience and Skills
    Essential:

    • A Degree in a relevant field either in relation to monitoring and evaluation or in statistics
    • Substantial monitoring and evaluation experience
    • Prior experience in the management of consortia and multi-country programs ( 2 years)
    • Substantial experience in data collection and management
    • Good knowledge in developing and manipulate the database and statistical tools
    • Successful track record of implementing simple, effective monitoring systems, including experience in data collection and management
    • Experience in remote and matrix management
    • Proficiency in written and spoken  French and English

    Desirable:

    • Experience in Child Protection/Youth/Migration programming.
    • Experience in Rights-based approach
    • Experience in promoting children’s participation in programming, design, implementation, and evaluation
    • Working experience in challenging and insecure contexts and similar.
    • Capacity and willingness to be highly flexible and accommodating in difficult working circumstances.
