    Request for Proposals (RFP) for Consultancy for Organizational Capacity of WASH UNITS/Departments and Spare parts/Consumable market assessment in 8 LGA’s of Borno, Adamawa and Yobe States for the Water for Agriculture project.

    Catholic Relief Services – United States Conference of Catholic Bishops (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS has operated in Nigeria since the year 2000 and has implemented different projects in 19 states of the federation.
    2. Overview of Water for Agriculture Activity: USAID awarded a 3-year project: WATER FOR AGRICULTURE Activity to Catholic Relief Services (CRS) – Nigeria. WFA will improve access to water for productive agriculture for 4,000 smallholder farmers and 50,000 livestock herders. The Activity strategic objectives include improve access to water for smallholder farmers and livestock herders and provide
    small scale irrigation infrastructure; Establish and strengthen the capabilities of local government institutions and community water user association ‘to sustainably manage water resources; and strengthen agricultural productivity and production capabilities of smallholder farmers and livestock herders in selected communities. The WFA activity will cover 8 LGA in 3 States, Biu and Kwaya Kusar Local Government Areas (LGAs) of Borno State; Gombi, Yola South, Fufore and Mayo-Belwa LGAs of Adamawa; and Jakusko and Bursari LGAs of Yobe State.
    Background to the Assessment:
    The Local Government Authority is one key institution that will engender and support the communities and Water Management Committees to operate and manage all water infrastructure provided by Water for Agriculture Activity in 8 LGAs of Borno, Adamawa and Yobe States effectively and sustainably. Therefore, it has become imperative for the WFA to undertake an assessment of the organizational capacity of these LGAs and Water and Management Units/Departments to determine their level of staffing, capacity/staff strength, knowledge, and gaps to provide the required support to the Water and Sanitation Units/Department and Water Management Committees in the respective communities.
    Also, to ensure access and availability of spare parts and consumables for the operation and maintenance of water infrastructure in the communities; WFA is also determined to assess all markets within the localities of implementation to ascertain the accessibility, affordability, and availability of these spare parts for effective maintenance of these water infrastructure.

    Objectives of the Assessment:
    The objectives of this assessment are to determine the capacities of the Local Government Water and Sanitation Units/Departments and other related Departments in providing technical support to the Water Management Committees of water infrastructure in our areas of implementation. Also, the assessment will seek to determine accessibility, availability and affordability of spare parts and consumables for operations and maintenance of water infrastructure in the 8 LGAs of Borno, Adamawa and Yobe States.
    The specific objectives of the assessment are:
    Determination of the capacity of LGAs to support the WUAs/WMCs to operate and maintain the water infrastructure provided by WFA for Agricultural productivity effectively, efficiently, and sustainably.
    Determination of the accessibility and availability of water system spare parts and consumables across 8 LGAs of Borno, Adamawa and Yobe where WFA is being implemented.
    Determination of skills and expertise of the operators and technicians at community and Local Government levels that will enhance effective and efficient Operations and Maintenance of water infrastructure.
    The Consultant shall make recommendation(s) on ways to fill the gap(s) arising from the Assessment. These shall include ways to build the capacity of the relevant Officers of the LGA WASH Units / Departments; WMCs and Operators on one hand, and ways to ensure sustainable access and availability of spare parts / consumables in the areas of implementation of the WFA Activity.
    Scope of the Assessment:
    The individual consultant shall provide this service under the following broad tasks:
    Organizational Capacity Assessment of Water and Sanitation Unit / Departments in LGAs:
    The Water and Sanitation Units/Departments in the LGAs stand as great institutions in the sustainability of all water infrastructure in their areas. All the water infrastructure provided by the WFA including earth dams, retention pond, sand dams, boreholes their appurtenances such as intakes structure, pumping station, control units, treatment, storage reservoirs and irrigation schemes in the benefiting communities will function sustainably with the support of the technical staff in the locality. Therefore, the capacity of these staff needs to be assessed so that any identified gaps will be bridged.
    Water System Spare Parts Market Assessment:
    The accessibility, availability and affordability of water systems spare parts plays a key role in the proper maintenance and sustainability of water infrastructure in the communities.
    There is going to be routine and turnaround maintenance of these water infrastructure, the access, availability, and affordability of the spare parts in the locality therefore will be crucial.
    The assessment of the markets will help in the determination of costs of maintenance and timeliness of the maintenance process. The Consultant will take a look at the spare parts market chains from the community to the State level. S/he will advise on the best approach to ensure that vendors are established or strengthened to provide the required services.

    Determination of Skills of Community Water Operators: The availability of skills and expertise within the community among the water operators/technicians and availability of the spare parts will help in the sustainable operation and management of the water infrastructure in the communities. Therefore, the Consultant shall assess the level of knowledge and skills available in the communities. S/he will advise on the capacity development plans arising from this assessment.
    Job Description:
    The successful consultant will undertake the following:

    • Submit workplan and research tools and data collection methodology for the assessment.
    • Carry out a desk review of available capacities and spare part markets in the areas of assessment.
    • Train enumerators for the field exercise.
    • Supervise all aspects of data collection.
    • Carry out data analysis and interpretation.
    • Submit inception report, first and final drafts of reports of the assessment.

    Qualifications

    • A relevant post graduate degree in Engineering Geology or Civil Engineering or related field with 10 years post graduate experience. A post graduate degree in related field will be an added advantage.
    • The individual should also have some experience in water for agriculture or other related areas.
    • The individual should be registered and up to date in the membership of relevant professional body.
    • The consultant should also have good mastery of mapping software (ArcGIS, QGIS) to map features, e.g. water points, soil, vegetation, etc. on maps.
    • Knowledge of English and excellent writing skills are mandatory.
    • Capacity to self-manage, work remotely, and deliver on time.
    • Excellent organizational skills, including time management, and ability to work independently (seeking clarification when needed in a timely manner) and to meet deadlines and work under pressure.

    Financial Proposal:
    Financial proposals must be “all inclusive” and expressed in a lump-sum for the total duration of the consultancy. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances).
    Duration of Consultancy:
    The consultancy services shall be for the duration of 21 days from 3 rd January 2021 – 18 thFebruary 2021. The outline of activities are as follows:

    The final report should be submitted in soft copies and (in 2 flash drives). Any other document (s) recieved from relevant MDAs resulting from the assessment can be shared in
    hard copies.
     Key Working Relationship:
    The consultant will work closely with the Water Governance Manager, Deputy Chief of Party/Infrastructure Specialist, Water Community Specialist, Water Construction Supervisor and
    Hydrogeologist; Relevant MDAs in Water Supply, Local Government Water and Sanitation
    Units/Departments and Water Management Committees in BAY States. CRS Nigeria Program invites sealed bids from eligible Applicants for the above subject.
    The Service Provider(s) will be selected in accordance with the CRS Guidelines for the Procurement of Consulting Services, Works, Good, Plant and Non-Consulting Services in Financial Cooperation with Partners.
