Banyan Global through its subsidiary BG Laurel International Services Nigeria Ltd/Gte is implementing the United States Agency for International Development (USAID) Health Workforce Management (HWM) Activity supports establishing a cost-effective, well-trained, and motivated health workforce in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi and Sokoto States and the Federal Capital Territory (FCT)
As part of the project activities, BG Laurel International Services Nigeria Ltd/Gte wishes to enter into services level agreement (SLA) with prospective media production companies to produce a short film. The purpose of this RFP is to solicit proposals from eligible providers of this service. Offerors are invited to submit proposals for the services or products described herein in accordance with the instructions to Offerors and terms and conditions of this request for proposals (RFP). Issuance of this solicitation does not in any way obligate Banyan Global or USAID to make an award nor does it commit Banyan Global or USAID to pay for costs incurred in the preparation and submission of a quotation.
Proposals: Proposal in response to this RFP must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs. Pricing must be presented in Local Currency. Offers must remain valid for not less than thirty (30) calendar days after the offer deadline. Offerors are requested to provide proposals on their official quotation format or letterhead.
In addition, offerors responding to this RFP are requested to submit the following:
A copy of their official registration or business license.
Company profile or 2-3 pages introduction to company areas of expertise and practice, and description of the team and main clients.
A minimum of three (3) references (with name and contact information) indicating the relevant services carried out in the last three (3) years that best illustrate organization/individual’s qualifications and past performance. References from USAID or similar donor-funded projects are preferred. Independent verification of the references may be carried out. BG Laurel reserves the right to obtain past performance information from sources other than those identified by the offeror.

Responsibilities
SCOPE OF WORK
The HWM Activity is seeking the services of a competent media production company to make a short advocacy documentary film about the effect of the Human Resources for Health (HRH) crises at Nigeria’s primary health care (PHC) level.
Purpose of the Proposal
The purpose of this scope of work is to produce high-quality HD videos as well as still images to support the project’s advocacy efforts to address the poor maternal and child health indices associated with inadequate number of skilled birth attendants within the public PHC facilities in the HWM focus states.
Tasks
A representative of the firm will work closely with the Knowledge Management and Communication Specialist and Advocacy Film Producer to accomplish the following:
Pre-Production
Work closely with the HWM Knowledge Management (KM) and Communications Specialist and Advocacy Film Producer to develop and submit an inception report/workplan to include but not limited to:
A shooting schedule/plan for each project state
Shots list
Production plan
Production logistics
Sites/filming locations and subjects identified for the shooting
Support the development of the film’s overall concept and scenario.
Production
Visit selected sites in Bauchi, Ebonyi, Kebbi, Sokoto, and the FCT for filming and content capture (4 days in each State inclusive of travel days).
Interview all selected participants for the film.
Perform appropriate audio-visual recording, still image capturing and post-production services for the film.
Provide all the lighting, sound, and video recording devices, as well as post-production facility.
Ensure that all release forms are signed by subjects of the video.
Post-Production
Develop all the necessary film animation for titles, infographics, and maps.
Submit the raw draft cut of the film to the film advisory board for comments and adjust based on no more than 3 rounds of input from the film’s advisory board.
Produce one final 15mins HD film and a shorter version of not more than 5mins.
Export final video into separate best optimized formats for online and big screen exhibition
Add English sub-titles to final video.
Submit the polished, final video with logos, intro/outro background music, and subtitles in English.
Expected Deliverables
The firm’s representative will submit the following deliverables within the period of performance:
Inception report (a template will be provided)
Soft copies of draft cuts for review and oversight.
Soft copies of all captured content, as well as finalized versions delivered in a good quality external hard drive
Monthly progress reports
Comprehensive report of SOW implementation
Reporting Line and Approach
The production company’s representee will receive overall guidance and oversight from the HWM Country Director. The day-to-day technical oversight will be provided by the HWM KM and Communications Specialist and the Advocacy Film Producer. The representative of the firm and the HWM Knowledge Management and Communications Specialist are expected to work closely together on the day-to-day implementation of the scope of work. The representative is also expected to consult with relevant key stakeholders throughout the process of the consultancy assignment including the HWM State teams.
Two filming crew teams from the production house will each be required to travel to at least two states simultaneously and also work in the FCT to perform duties as described above. The production house will be responsible for cost of travel, accommodation, and subsistence.
The production firm is expected to provide all the cameras, sound, lighting and editing equipment. The technical requirements of the production are high resolution full HD video at 1920×1080 and professional sound recording at minimum of 96 kHz/24-bit. The production crew is to work at their own facility on activities relevant to the delivery of the assignment, except where otherwise agreed. The media company will oversee translations during the production process from local languages to English when required.
Qualifications
Eligibility, Specialized Knowledge/Experience and Competencies Required
The principal videographer/ focal person must possess certification in film production/videography from a reputable institute. (Include CV in application)
Minimum of three years proven experience in the filming and editing of high-resolution footage.
Demonstrated ability of sound and dialogue mixing.
Fluent in English and either Hausa or Igbo.
Experience in producing documentaries as short film formats.
Extensive experience in producing development work related videos for international organizations.
Excellent technical capacities in the handling of High Definition (HD) state of the art filming and editing equipment.
Must have an experienced cinematographer with a great camera eye and understanding of lenses. (Include CV in application)
Ability to translate ideas and concepts into compelling visual images.
